Glulam is the organising structural and visual material in the aquatic parts of Bay Pavilions, the completed Batemans Bay Regional Aquatic, Arts & Leisure Centre in New South Wales. Spruce glulam members, protected with a coating suitable for pool environments, form spans of up to 33 metres over the main pool hall. Steel bow-string trusses work with the timber, while exposed glulam portals continue the material language into the theatre link.

That combination lets one civic complex hold a large, column-free aquatic space and a cultural venue without hiding the structure. Bay Pavilions opened to the public on 4 June 2022, so the design can now be assessed as a completed building rather than a proposal.
What Bay Pavilions had to achieve
Bay Pavilions combines programs that are often delivered in separate buildings. The official project overview describes an eight-lane, 25-metre pool; separate warm-water and leisure pools; arts spaces; a 350-seat auditorium; and shared visitor facilities. The resulting brief was not simply to roof a swimming pool. It was to make aquatic, arts and leisure uses read as one destination for Batemans Bay.

Community input was unusually substantial for a regional project. NSW Public Works reports that more than 300 community submissions were considered during design and that more than 20 community and stakeholder groups were consulted directly. Those figures describe the consultation process, not a measure of user satisfaction, but they help explain why the building needed to be legible and welcoming across several kinds of public use.
The facility is complete and operating, with its public opening announced for June 2022 by Eurobodalla Shire Council. NSW Public Works records more than 1,000 visitors on the first day and more than 100,000 visitors in the first six months. Those are early-use figures from 2022, not current attendance data.
Two different financial figures appear in the NSW Public Works project description and should not be merged. The page gives $63.5 million for its project description and separately identifies a $69 million total construction budget, including $51 million in government grants. The source does not state a year for either figure.
Where glulam appears in the completed design
Spruce glulam over the aquatic areas
Architecture & Design’s 17 February 2022 project feature identifies spruce glulam as the timber used in the aquatic areas. It says the members received a coating suitable for pool environments and reports that the longest glulam elements span as much as 33 metres. The article presents these details as part of the design and product story; it does not publish a coating brand, glulam grade or maintenance record.

The 33-metre figure is significant because it describes the scale of the pool-hall roof rather than a small decorative beam. A long span can keep supports out of the main sightlines and preserve a broad, flexible floor for swimming, leisure and events. The available sources do not provide a structural calculation or a measured comparison with another system, so the span should be read as a documented project dimension, not proof that glulam is always the most economical or efficient option.
Hybrid bow-string trusses in the main pool hall
Savcon’s project account adds construction context. It describes the main pool-hall rafters as GLT beams working with steel bow-string trusses and says the hybrid trusses reach up to 33 metres. In this arrangement, timber and steel are used together rather than as competing systems: the glulam contributes the visible beam elements while the steel components complete the long-span truss action described by the contractor.

Savcon is the source for its own installation scope and promotional description. It does not establish independent lifecycle, cost or environmental performance. The account is nevertheless useful for understanding that the roof was assembled as a coordinated hybrid system, not as a field of isolated timber rafters.
Exposed portals through the theatre link
The timber language continues beyond the pools. Savcon records exposed glulam portal framing through the theatre link. Leaving the portals visible makes the structural frame part of the public interior instead of treating it as a service hidden above a ceiling. It also creates a visual connection between the aquatic hall and the 350-seat auditorium, helping the combined program feel like one building.

How the documented choices support the design intent
| Design question | Documented response at Bay Pavilions | What the sources do not establish |
|---|---|---|
| Can the pool hall remain visually open? | Architecture & Design reports glulam elements spanning up to 33 metres; Savcon describes hybrid bow-string trusses of up to the same length. | No published calculation, deflection result or controlled comparison with steel or concrete. |
| Can the structure suit a humid pool setting? | Architecture & Design says the spruce glulam received a coating suitable for pool environments. | The coating brand, specification, inspection regime and long-term maintenance performance are not stated. |
| Can structure contribute to the public character? | Exposed glulam portal framing is reported through the theatre link, while timber members remain visible in the aquatic areas. | No independent post-occupancy assessment of visual quality or user response is published. |
| Can aquatic and cultural uses share one destination? | The official overview places pools, arts spaces, the auditorium and shared visitor facilities in one completed complex. | The sources do not isolate glulam’s effect from the contributions of planning, interiors, services or landscape. |
On the evidence available, the design intent was achieved in a clear, project-specific sense: the same expressed timber structure helps cover a large aquatic volume and link it to the theatre. That is a description of the completed design, not a claim that one material decided every aspect of the project.
What glulam means in this building
Glulam is an engineered timber made by bonding layers of wood into structural members. In Bay Pavilions, the relevant point is not a generic material definition but how those members are deployed: as substantial roof beams, as part of a timber-and-steel bow-string system, and as exposed portals in a circulation or theatre connection.

The visual result differs from a roof where all structure is concealed. Repeated timber members can establish rhythm and scale in a large hall, giving visitors a readable sense of how the roof is carried. In the theatre link, the portals provide a frame at a more human scale. The sources support that visual and spatial reading; they do not provide photographs or measured lighting and acoustic studies that would justify further performance claims.
Pool-environment protection: what is known and what remains open
Pool buildings expose materials to warm, humid air and chemicals associated with water treatment. For this project, the specific documented response is the coating described by Architecture & Design as suitable for pool environments. That wording confirms an intended suitability, but it does not identify the product, film thickness, re-coating interval or cleaning protocol.

- Bates paint brushes come in a convenient 6 pieces with 3 flat and 3 angled bristle styles, including (1”, 1.5”, 2”) flat and (1.5”, 2”, 2.5”) angled bristles, perfect for tackling any surface painting or staining job.
- The sturdy natural bristles of each brush are designed to hold more paint, creating a smoother finish with fewer streaks and saving you time on the job.
- The lightweight wooden handles provide extra comfort and ease during long painting processes like walls, trims, cabinets, and doors.
- These versatile brushes are ready-to-use, easy to clean, and can be reused multiple times, making them economical as well as reliable tools for any painting project.
- Bates paint brushes can be used for both oil-based paints as well as latex stains and are ideal for home or commercial projects such as decks, fences or DIY painting jobs.
Those missing details matter to anyone trying to transfer the idea to another pool. A coating selected for one timber species, ventilation strategy and chemical regime should not automatically be specified for every aquatic centre. A new project would need its own engineer, timber supplier and coating manufacturer to define moisture protection, detailing, access for inspection and maintenance responsibilities.
There is also no published evidence here of current coating condition, timber moisture readings, repair history or durability performance at Bay Pavilions. The building’s completion and early visitor figures establish use, not a long-term maintenance outcome.

Members approaching 33 metres create practical demands before they ever become a finished ceiling. Design teams must coordinate structural connections, temporary stability, transport routes, lifting plans and tolerances between timber and steel. The hybrid description from Savcon indicates that these issues were resolved as part of a combined roof system.
Long members can reduce the number of interior supports, but they also make delivery and installation more consequential. A site with restricted access may need staged delivery or carefully sequenced lifts; a connection that works in a workshop must remain installable at height. None of the reviewed sources publishes Bay Pavilions’ erection sequence, crane plan, programme or connection details, so those should not be inferred from the span alone.

How glulam compares with other structural approaches
The project sources do not contain a controlled cost, carbon, durability or lifecycle comparison. The table below therefore compares only the axes that are documented or directly relevant to the reported design, without claiming a universal winner.
| Axis | Glulam-led approach at Bay Pavilions | What an alternative system would require |
|---|---|---|
| Clear span | Up to 33-metre glulam elements and hybrid bow-string trusses are reported. | Steel or concrete could be engineered for long spans, but no equivalent Bay Pavilions option or result is published. |
| Pool exposure | Spruce glulam was given a coating described as suitable for pool environments. | Any alternative would need its own corrosion, condensation and maintenance specification. |
| Visibility | Glulam remains exposed in aquatic areas and in theatre-link portals, making structure part of the interior. | An alternative could be exposed or concealed; the sources do not document a rejected scheme. |
| Installation | Timber beams work with steel bow-string components, requiring coordinated fabrication and erection. | Different systems would shift weight, connection and lifting demands, but project-specific figures are not stated. |
Consequently, it is accurate to say that glulam gave this project a long-span, visibly timber expression. It is not accurate to claim from the available evidence that it had lower cost, lower embodied carbon or better durability than an unbuilt alternative.
A civic building judged as a finished place
Bay Pavilions’ completed status changes the design discussion. The question is no longer whether a timber concept could support a pool hall, but whether the built complex delivers the combined civic program. The official description confirms that pools, arts spaces, the auditorium and shared visitor functions are operating as one destination, while the opening and early-use figures show that the facility quickly attracted public activity.
NSW Public Works Capital Projects Director Peter Hogan described the project as “a model for how regional councils can co-locate modern, economically sustainable and integrated facilities to serve the needs of their communities well into the future.” That is the agency’s stated assessment of the civic model; it is not a measured claim about the glulam structure alone.
Bay Pavilions Manager Chris Tague said, “Everyone, and I mean absolutely everyone, was astounded at the quality of the build.” The quotation records a reaction reported by NSW Public Works. It should not be treated as a technical inspection or a substitute for published maintenance data.
What readers can reliably take from the project
- Bay Pavilions is a completed aquatic, arts and leisure facility in Batemans Bay, New South Wales, opened to the public on 4 June 2022.
- Architecture & Design reports spruce glulam with a pool-environment coating in the aquatic areas and maximum glulam spans of up to 33 metres.
- Savcon describes GLT beams paired with steel bow-string trusses over the main pool hall and exposed glulam portals in the theatre link.
- The integrated program includes an eight-lane 25-metre pool, warm-water and leisure pools, arts spaces, a 350-seat auditorium and shared visitor facilities.
- The available sources do not establish a coating brand, glulam grade, exact supplier contract scope, current attendance, current maintenance performance or a measured environmental advantage.
For this building, glulam is best understood as both structure and architecture. Its long spans help make the pool hall open, its protected timber surface acknowledges the demands of an aquatic environment, and its exposed portals carry the material idea into the theatre connection. Those documented choices explain how the design intent is visible in the completed Bay Pavilions without turning one project into a universal specification.
