How Rothelowman’s Heritage Projects Make New Architecture Legible

The verified record does not establish the Architecture & Design interview, but two reported Rothelowman proposals show practical heritage strategies: protecting Shafston House’s river relationship and reinstating significant industrial fabric at Cordelia Street. Here is what those examples support—and what they do not.

Heritage-sensitive design is not a choice between freezing an old building and replacing it. The stronger approach begins by identifying the place’s cultural significance, retaining or reinstating the fabric that carries that significance, and making new work unmistakably contemporary while responding to the old setting. It also tests impacts on views, scale, public use and community values—not just whether walls survive.

The documented Rothelowman projects discussed here show those ideas in practice, but they do not verify the Architecture & Design interview named in the original title. No reliable record of that interview or attributable comments from a Rothelowman principal surfaced. The evidence is instead a Queensland Government heritage-design guide and two ArchitectureAu reports about proposals at Shafston House and Cordelia Street.

What can be established about the interview and Rothelowman’s approach

The exact Architecture & Design interview could not be verified, so statements in this article are not presented as remarks by a named Rothelowman principal. The most defensible conclusions come from documented project material and Queensland’s QHeritage guidance, which treats heritage as part of design and development rather than solely as a conservation restriction.

That guidance encourages teams to engage heritage issues early, understand what makes a place significant, and work collaboratively toward a shared interpretation. In practical terms, a heritage response should answer four questions:

  • Which elements, relationships and settings carry the place’s significance?
  • What will be retained, repaired, reinstated or allowed to change?
  • How will a new addition read as contemporary without becoming visually indifferent to its context?
  • What effects will the proposal have on public use, neighbours and community values?

Rothelowman’s documented proposals offer two different applications of that framework: a high-rise neighbour to a heritage-listed river house and a tower incorporating a locally listed industrial building.

Shafston House: protecting a river relationship while adding height

What the 2022 proposal was

ArchitectureAu reported on 3 February 2022 that Rothelowman designed a proposed 15-storey apartment tower beside Brisbane’s heritage-listed Shafston House. The proposal was not a claim that the historic house should be replicated. Instead, the project statement described an intention to preserve the house’s relationship with the river and take architectural and material cues from it.

The project material described the desired precinct character this way:

“The overall intent is to communicate a cohesive precinct identity, allowing new interventions to be clearly contemporary yet referential.”

That sentence is attributed to Rothelowman project material reproduced by ArchitectureAu, not to the principal named in the title and not to a verified interview.

How the heritage strategy worked

The strategy had three connected parts. First, the tower’s location was presented as a way to mitigate impact while retaining the heritage fabric of Shafston House. Second, the new building was intended to refer to the older place through architectural and material cues rather than through imitation. Third, the river setting was treated as part of the heritage relationship: the question was not simply whether the house remained standing, but whether its connection to the river could still be understood.

ArchitectureAu reported that a heritage impact report anticipated some effect on cultural significance. Mitigation was linked to the tower’s siting and the retention of heritage fabric. This is an important distinction for design reviews: “retained” does not mean “unaffected.” A new building can leave historic walls in place while changing views, perceived scale, approaches and the way the place is experienced.

Why the proposal remained contested

The same report said that most respondents who expressed an opinion opposed the scheme. Their concerns focused on tower height and heritage impact. This demonstrates why a heritage assessment cannot end with a fabric schedule. Even a proposal that protects significant material may be judged unacceptable if its height dominates the setting or weakens a valued public relationship.

Status also matters. The Rothelowman scheme should be understood as the 15-storey proposal reported in 2022, not as the current design for the site. ArchitectureAu reported in 2024 that a revised 25-storey proposal was developed by Kerry Hill Architects. That later attribution means the earlier Rothelowman proposal should not be described as the final or built outcome.

Cordelia Street: reinstating an industrial building’s structure

The site and proposal

On 5 November 2020, ArchitectureAu reported that Rothelowman had revised a tower proposal for 13–17 Cordelia Street in South Brisbane. The site contained the locally listed former Astill and Freeman Boot Factory, later occupied by Batchelor and Jolly. The report described a 29-storey proposal and explained how the architects intended to connect the redevelopment with South Brisbane’s industrial history.

What was to be retained or reinstated

The reported approach went beyond preserving a decorative frontage. It described reinstating the heritage primary façades, internal timber structures and lightweight roof structure in place. Those components establish different kinds of value: the façades carry the building’s public identity, the timber structure reveals how it was made, and the roof contributes to its scale and industrial character.

Reinstatement is not the same as claiming that an untouched building survives. It is a design and construction commitment to return significant elements to their place within a new project. Because the report concerns a proposal, it does not establish that the work was completed or that the reinstated elements perform as intended today.

What the two projects show when compared

Project Heritage context Documented heritage response New development Planning stage and date Recorded community response
Shafston House, Brisbane Heritage-listed historic house beside the river Retain heritage fabric; locate the tower to mitigate impact; preserve the house’s river relationship; use contemporary but referential architectural and material cues Proposed 15-storey apartment tower Proposal reported 3 February 2022 Most respondents who expressed an opinion opposed it, citing height and heritage impact
13–17 Cordelia Street, South Brisbane Locally listed former Astill and Freeman Boot Factory, later Batchelor and Jolly Reinstate primary façades, internal timber structures and lightweight roof structure in place; connect the project with South Brisbane’s industrial past Reported 29-storey tower proposal Revised proposal reported 5 November 2020 The report describes the design approach; it does not establish an equivalent community-response result

The contrast is useful. Shafston focuses on the relationship between a new tower, a historic house and the river landscape. Cordelia focuses on recovering a broader set of industrial elements within a much larger redevelopment. Neither report supplies a verified built-outcome comparison, so conclusions should remain at the level of documented proposal intent.

How to design around a heritage building

1. Define significance before drawing the addition

Begin with a significance assessment that identifies fabric, spaces, views, approaches, landscape relationships and uses. A façade may be important, but so may a roof profile, structural system, river outlook or connection to an industrial street. Record why each element matters; that reasoning will guide decisions when budgets, codes or construction constraints force compromises.

2. Map the setting, not just the lot

Model the places from which the heritage asset is seen and the routes by which people approach it. For a riverfront property such as Shafston House, the water relationship is part of the design problem. For an industrial site such as Cordelia Street, the street wall, roof silhouette and evidence of production may be equally important. Test massing from public viewpoints, neighbouring properties and the heritage building itself.

3. Decide what must remain, what can be repaired and what can be reinstated

Separate original fabric from later alteration, and distinguish structural, material and evidentiary value. A retention schedule should identify elements that remain in place, elements that are carefully repaired, and elements that may be dismantled and reinstated. The Cordelia proposal’s inclusion of internal timber structures and a lightweight roof illustrates a wider lesson: significant construction can matter as much as the street-facing façade.

4. Make the new work legible as new

Contemporary expression avoids a false historical copy. Legibility can come from proportion, junctions, detailing, material selection and a clear separation between old and new. “Referential” does not mean pastiche; it means the addition acknowledges the existing place through measured relationships while retaining its own architectural language.

5. Use location and scale as heritage tools

Where a new building sits can be as consequential as how it is detailed. Setbacks, gaps, alignments and the position of a tower on the site can preserve important views and reduce visual competition. But location alone does not resolve every issue. Shafston’s reported community opposition shows that height and overall presence can remain decisive even when fabric is retained.

6. Assess effects on use and community values

Invite heritage specialists, designers, planners, owners, neighbours and community representatives into the process early. Explain which values the proposal protects and which it changes. A transparent account of trade-offs is more useful than a claim that the project has “no impact,” especially when a heritage impact report identifies some effect on cultural significance.

7. Document commitments so they survive delivery

Translate the design intent into planning conditions, conservation specifications, protection zones, inspection points and responsibilities during construction. Reinstatement plans should identify how elements are labelled, stored, repaired and returned. Without that delivery trail, a persuasive concept can lose its heritage value during redesign or construction.

Common failure modes and how to correct them

Treating a heritage listing as a façade-only obligation

A preserved frontage can still be overwhelmed by an incompatible tower, altered views or a lost approach. Correct this by assessing setting, scale, skyline, public routes and use alongside the fabric itself.

Using historical imitation to make a new building appear safe

Copying old details can blur the boundary between original and addition and produce a superficial result. A contemporary building that responds to proportion, material weight and rhythm is easier to read honestly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Claiming “retention” without defining what remains

Specify whether retention means an element stays in its original position, is repaired, is dismantled and reinstated, or is represented by new work. The Cordelia report is valuable precisely because it names façades, timber structures and the lightweight roof rather than using an undefined retention slogan.

Ignoring public disagreement

Community opposition is not proof that a design is technically wrong, but it is evidence of values that the project must address. At Shafston, reported objections centred on height and heritage impact. A response should show what was tested, what changed and why the remaining impact is considered proportionate.

Confusing a proposal with a completed project

Design reports often describe intentions before approvals, construction or later redesign. Identify the project name, date, architect and stage every time. The later 2024 Shafston reporting, which attributes a revised 25-storey scheme to Kerry Hill Architects, demonstrates how authorship and form can change.

How to read claims about heritage-led development

Ask for the underlying evidence rather than relying on broad language such as “sensitive,” “integrated” or “respectful.” A credible account should identify the heritage status, the significant elements, the proposed intervention, the setting impacts and the stage reached. It should also distinguish an architect’s stated intent from an independent heritage assessment and from a built result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For the two Rothelowman examples, the evidence supports a careful synthesis: one proposal used siting, retained fabric and contemporary references to mediate a tower beside a historic river house; the other described reinstating façades, timber structure and a lightweight roof to carry an industrial story into a high-rise redevelopment. The evidence does not support attributing a philosophy to the unverified interview, declaring either proposal built, or treating either strategy as automatically acceptable to the community.

A practical decision framework for clients and design teams

  1. Identify significance. Produce a written statement covering fabric, setting, views, use and social meaning.
  2. Set non-negotiables. Mark elements and relationships that must remain, then explain why.
  3. Test alternatives. Compare massing, setbacks, height and access from public viewpoints before fixing the scheme.
  4. Choose a language for the addition. Decide how the new work will be contemporary, referential and distinguishable from the old.
  5. Quantify trade-offs. Record what cultural significance is affected, how the impact is mitigated and what cannot be mitigated.
  6. Engage early. Use a shared process with heritage advisers, authorities and the community rather than presenting heritage as a late-stage compliance check.
  7. Carry the intent into construction. Protect retained fabric, specify repairs and document any reinstatement so the approved strategy survives delivery.

This framework reflects the practical direction of Queensland’s QHeritage guidance and the specific decisions reported for Shafston House and Cordelia Street. It is a way to make design reasoning visible, not a substitute for a project-specific heritage assessment or statutory approval.
