Stayover’s model is a single-provider approach to regional and remote workforce accommodation. It combines design, land and development work, modular and site construction, funding capability, village operations and maintenance under a Build, Own, Operate (BOO) structure. Stayover describes the service as managed accommodation priced by room-night, allowing a customer to book a small block of rooms or a complete village for days, months or years.

What is the Stayover Model?
The Stayover Model is Stayover by Ausco’s approach to delivering and running accommodation villages for workforces in resource regions and infrastructure hubs. Rather than handing a customer a completed building and leaving it to arrange every operating function, Stayover describes a lifecycle in which the same delivery model can cover project definition, approvals, construction, accommodation operations and upkeep.

Its description actually contains six connected stages: design, develop, build, own, operate and maintain. That distinction matters. “Build” is not only the physical construction; the model also addresses land, approvals, services, resident facilities, day-to-day hospitality and preventative maintenance.

| Stage | What Stayover says it covers | Practical question for a customer |
|---|---|---|
| Design | Engineering and design tailored to the customer, project and location, with consideration for local communities and government authorities. | Does the proposed layout meet workforce, planning, access and community requirements? |
| Develop | Turnkey land development, civil earthworks, infrastructure, service installation and connections. | Who will secure the site and deliver utilities, roads and other enabling works? |
| Build | Manufacture and installation of modular and site-constructed building components. | Which buildings are modular, which are built on site, and how will interfaces be managed? |
| Own | Stayover says it can fund development costs through existing facilities. | What capital is required from the customer, and what ownership or funding terms apply? |
| Operate | Village management, catering, housekeeping, cleaning and janitorial services, reception and reservations. | Which services, staffing levels and service standards are included in the room-night charge? |
| Maintain | Preventative maintenance of grounds, services and facilities. | What maintenance plan, response times and asset responsibilities apply throughout the contract? |
This is Stayover’s description of its own offering, not an independently audited service standard. Contract documents should define exactly what is included at a particular site.
What does Build, Own, Operate mean for workforce accommodation?
Build: one delivery team for the physical village
Under the model, the construction task can include both factory-made modular buildings and components constructed on the site. Stayover says its scope can extend from early engineering through installation, rather than stopping at the point a building leaves the factory. That can be useful when a project needs accommodation in a location where conventional housing supply is limited, but it also means the customer must examine the civil, utility and approval work surrounding the buildings.
Own: a potential alternative to customer-funded development
Stayover says it can fund development costs through existing facilities. The page does not state the facilities’ capacity, financing price, security requirements, ownership transfer rules or eligibility criteria. Treat “own” as a capability to test in a commercial proposal, not as a promise that every project will be funded without customer capital. Ask for a clear description of who owns the land, buildings and installed infrastructure during the term and at its end.

Operate: accommodation as an ongoing service
Operate covers the functions that make a village usable after construction. Stayover lists catering, housekeeping, cleaning and janitorial work, reception and reservations. A BOO arrangement therefore has two distinct parts: delivering the asset and managing the resident experience. Procurement should separate one-time development obligations from recurring operating obligations, including staffing, food service, cleaning schedules, consumables, security arrangements and escalation procedures where applicable.

How does managed workforce accommodation work?
Stayover describes its offer as managed accommodation charged by room-night. A customer may reserve a few rooms or an entire village, for a period ranging from days to months or years. This structure can align accommodation cost with workforce deployment, but the room-night rate alone does not explain the full commercial commitment.
A proposal should state the room types, occupancy assumptions, minimum volume, booking and cancellation rules, seasonal adjustments, taxes, catering inclusions, cleaning frequency, linen service, utilities, transport and any one-off mobilisation or demobilisation charges. The source page does not publish rates or a standard inclusions schedule, so these are matters for project-specific negotiation.
Short deployments
Booking a limited number of rooms for days or a short project phase can suit commissioning teams, shutdown crews or an early construction workforce. Confirm whether the village is already operating, whether rooms can be held exclusively, and how the operator handles changes in headcount.

A months- or years-long reservation, or a commitment to an entire village, requires a different review. Long terms also make maintenance responsibilities, asset renewal and exit conditions more important than the initial room-night rate.

Land, approvals and development responsibilities
Stayover says the project scope may include sourcing land, arranging tenure, managing development and building approvals, environmental studies and engineering assessments, and liaison with landowners and authorities. These tasks are often schedule-critical in remote locations, where a suitable site may have limited road access, constrained utilities or sensitive environmental and community considerations.
“May include” is important: the actual allocation should be written into the contract. Before committing, identify:
- the legal entity responsible for securing and holding site tenure;
- the approvals required for land use, buildings, wastewater, water, power, roads and fire safety;
- who commissions environmental and geotechnical investigations and who bears the cost of remediation;
- which party coordinates with landowners, Traditional Owners, local authorities and utility providers;
- the assumptions behind the programme, including access windows and connection dates; and
- the consequences if an approval, service connection or land arrangement is delayed.
These checks convert a broad turnkey description into measurable obligations and reduce the risk that an apparently complete accommodation price excludes enabling works.
Architecture, layout and resident experience
Stayover says it prioritises comfort, functionality and privacy. Its design description refers to landscaped pathways, room configuration and fit-outs, recreational and service facilities, and practical access to laundries and central facilities. Those features affect more than appearance: they influence how quickly residents can move between rooms, dining, laundry and recreation, and how well a rostered workforce can rest between shifts.

Questions to resolve in the design brief
- What room occupancy and privacy standard is required for each workforce group?
- How are quiet areas separated from communal, recreation and service zones?
- Are laundries, dining, waste handling and deliveries located for safe and convenient circulation?
- What accessibility, security, emergency egress and climate-control requirements apply at the site?
- Which recreational and welfare facilities are essential for the roster length and local conditions?
These are design and procurement tests, not claims that every Stayover village contains a particular feature. The final configuration should be approved against the customer’s workforce profile and local regulations.

Stayover’s official model page says modular buildings arrive at the site “90% completed.” It also claims that the method can reduce project timelines by “up to 50%” and waste by “up to 83%.” Those figures are company statements. The page gives no publication date, study, baseline, sample size or methodology, and no dated independent statistic was identified there.
Accordingly, the numbers should be used as questions for due diligence rather than universal benchmarks. Ask Stayover to define:

- what “90% completed” includes and which site works remain;
- the baseline against which a “up to 50%” timeline reduction is measured;
- whether the timeline claim applies to design, approvals, construction, commissioning or the whole project;
- how the “up to 83%” waste reduction is calculated and what waste streams are included; and
- which project conditions, volumes and transport distances produced the cited results.
Project-specific schedules, waste reports and completion records are more useful to a procurement decision than applying the maximum percentages to a new site without qualification.
Who delivers the villages?
Stayover says Ausco Modular manufactures and constructs its villages in Australia, with Stayover’s development, design, engineering, construction and operations teams involved across delivery. That arrangement indicates an integrated delivery chain, but it does not remove the need to identify each legal and operational responsibility in the contract.
For a remote project, request an organisation chart showing the accountable project director, design authority, construction manager, village manager and maintenance lead. Confirm which work is performed directly, which is subcontracted, how defects are reported, and who has authority to make decisions when site conditions differ from the initial design.

The source does not compare Stayover with other providers. The following framework helps a buyer compare any managed-accommodation proposal on equivalent terms.
| Comparison area | Evidence to request |
|---|---|
| Ownership and capital | Funding structure, customer contribution, asset ownership during the term, security and end-of-term treatment. |
| Room-night pricing | Rate card, inclusions, minimum volume, escalation, taxes, cancellation and demobilisation charges. |
| Scale and duration | Minimum and maximum room commitments, mobilisation sequence, expansion, contraction and extension mechanisms. |
| Location and approvals | Land and tenure plan, approval matrix, environmental studies, utility connections and schedule dependencies. |
| Operating services | Catering model, housekeeping frequency, reception hours, reservations process, cleaning scope and service-level measures. |
| Design and amenities | Room layouts, privacy, accessibility, recreation, laundry, dining, security and climate-response standards. |
| Maintenance | Preventative-maintenance plan, grounds and services responsibilities, response times, spare parts and lifecycle renewal. |
| Performance evidence | Project references, independently substantiated schedule and waste data, and assumptions behind any published percentages. |
A practical sequence for evaluating the model
- Define the workforce. Set headcount by roster, room type, shift pattern, peak period and expected project life.
- Map the site. Confirm land availability, tenure, access, geotechnical conditions, water, power, wastewater and communications constraints.
- Write the service brief. Specify dining, cleaning, housekeeping, reception, reservations, laundry, recreation, security and maintenance outcomes.
- Request a concept design. Require a site plan, room schedule, modular-versus-site-built breakdown, construction assumptions and approvals pathway.
- Price the whole lifecycle. Separate room-night charges from mobilisation, civil works, connections, taxes, utilities, transport, maintenance and exit costs.
- Test the delivery evidence. Reconcile any timeline, completion or waste claim to a defined baseline and request project records where available.
- Negotiate accountability. Put ownership, defects, service levels, change control, delay risk, health and safety, environmental duties and termination rights into the agreement.
- Plan operations before opening. Approve staffing, catering supply, cleaning schedules, resident communications, incident response and maintenance systems before the first occupancy.
When the Stayover approach is most relevant
A BOO-style managed village is most relevant when an organisation needs accommodation close to a resource-intensive project or infrastructure hub and does not want to assemble separate land, construction, hospitality and maintenance contracts. It can also suit projects whose workforce changes over time, because the described room-night model permits commitments ranging from a few rooms to a complete village and from short stays to multi-year arrangements.
The model may be less suitable where a customer already owns a fully serviced site, needs permanent residential housing transferred to its balance sheet, or requires a highly specialised operating regime not covered by the proposed service scope. Those cases should be tested against the same ownership, service and lifecycle questions rather than assumed to fit a BOO structure.
Bottom line for project owners
Stayover presents Build, Own, Operate as an end-to-end workforce-accommodation model with six stages: design, develop, build, own, operate and maintain. Its stated offer combines Australian modular and site construction with land and approval support, village operations and preventative maintenance, billed as managed accommodation by room-night. The concept can simplify accountability for a remote project, but the commercial value depends on the details absent from the public description: funding terms, inclusions, approvals, service levels, asset ownership and evidence for schedule and waste claims. A disciplined, project-specific contract review is essential before treating the model as a guaranteed outcome.
