In March 2011, a Queensland initiative asked the public and built-environment professionals for ideas on living with floods rather than treating every damaged building as a demolition problem. Called Flood of Ideas, the project collected proposals ranging from catchment infrastructure and adaptable houses to public policy and emotional recovery. Its best-known examples included an adaptable Queenslander and a lightweight building that could be lifted above rising water. Those were design concepts presented for discussion, not certified construction systems or evidence that one solution suits every flood-prone site.
What Flood of Ideas was, and why it began in 2011
David Wheeldon’s report in Architecture & Design, published on 11 March 2011, described Flood of Ideas as a public website where people could upload and comment on responses to natural disasters. A public exhibition was planned for April 2011. The initiative was attributed to Healthy Waterways and the State Library of Queensland, with support from Brisbane City Council, the University of Queensland, Queensland University of Technology, the Australian Institute of Architects, Green Cross Australia and the Stormwater Industry Association.

The call followed flooding across Queensland in late December 2010 and early January 2011. Wheeldon’s report said that “three quarters of the state was declared a disaster zone.” That is a figure reported by Architecture & Design in 2011, rather than an independently verified statistic in the material available for this account.
The project was deliberately broader than a catalogue of house details. It asked what communities could learn from floods and how designers, governments and residents might respond before, during and after a disaster. The proposed exhibition and online submissions were intended to put professional and community knowledge in the same conversation.

A call for ideas at every scale
Alan Hoban, manager of the Healthy Waterways Water by Design program, invited contributions from “students, planners, engineers, urban designers, architects, scientists, artists and poets.” He said an idea could be “grandiose or humble,” operate “at the scale of the catchment or at the scale of a house,” and address infrastructure, building design, policy or the emotional consequences of flooding.
Hoban described the purpose as widening debate and creating a resource for local governments and the Reconstruction Authority. His statement was aspirational: the report records an invitation to contribute, not proof that every submission was adopted or that the resulting collection became an official technical standard.

The article highlighted two architectural responses that made the call concrete. They addressed different problems: one asked how an existing home might be adapted, while the other imagined a new building that could move vertically as water rose.
| Proposal | Designer named in the report | Core question | What the 2011 report establishes |
|---|---|---|---|
| Flood-adaptive Queenslander | Heise Architecture | “Why demolish and rebuild, when you can adapt?” | An adaptation concept for an existing Queenslander; the report does not provide engineering certification, cost data or performance results. |
| Liftable Buildings | PLACE Design Group | Could a lightweight building on flood-prone land be lifted to a safer elevation as water rose? | A proposed approach presented for discussion; the report does not establish that it was built, tested in a flood or suitable for general use. |
Adapting the Queenslander instead of replacing it
The Queenslander reference is important because it starts with the building stock people already own. Raising, enclosing, relocating rooms or changing services can sometimes preserve a home’s structure and social value, but the report gives no design drawings or prescription for how to carry out those changes. An actual alteration would depend on the building’s foundations, condition, flood depth and velocity, access, insurance position and local approvals.
The proposal’s value in the 2011 discussion was its challenge to an automatic demolish-and-rebuild response. Adaptation can be a legitimate question where a building can be made safe and economically viable, but “adaptable” is not the same as “safe in every flood.” A professional assessment is needed before treating the concept as a project brief.

Buildings that lift as water rises
PLACE Design Group’s Liftable Buildings concept imagined lightweight buildings on flood-prone land that could be raised to a safe elevation during a flood. It is best understood as a speculative design direction: the report does not say that the mechanism had been deployed, how it would be powered, how occupants would evacuate, or how utilities and neighbouring properties would be protected.

A liftable structure also raises questions that a sketch alone cannot answer. The supporting ground must remain stable, the building must resist wind and flood forces while elevated, and water, electricity, sewerage, stairs and access routes must remain functional or disconnect safely. Those questions do not invalidate the concept; they define the engineering work required to move from an idea to an approved building.
What the initiative said about participation and recovery
Flood of Ideas treated flood response as more than a technical exercise. Its submission categories potentially covered catchments, roads and drainage, new buildings, planning rules, community preparation and emotional recovery. Including artists and poets alongside engineers and planners acknowledged that a disaster changes memory, identity and social connection as well as structures.
Peter Skinner, then president of the Australian Institute of Architects, linked the effort to lessons after earlier flooding: “Following the 1974 floods, as a community we learnt a lot and initiated some important changes to better prepare us for future floods”. His comment positioned the 2011 call as part of an ongoing cycle of learning rather than a one-off product launch.
The report does not establish what happened to the original website after the call or whether the planned April exhibition took place as described. Those details should not be treated as current information or as evidence of a continuing program.

How can a house be designed to cope with flooding?
The historical proposals are not a substitute for a contemporary building decision. A practical answer starts with the site: determine whether the property is at risk, the likely flood level and the type of water movement, then compare relocation or elevation with measures that reduce damage if the building remains. ArchDaily’s 20 August 2021 overview presents these as general strategies, not project specifications. Current flood maps, building rules, plumbing requirements and advice from qualified local professionals govern any real work.
1. Establish the hazard before choosing a building response
- Check the site’s flood exposure. Use current local mapping and seek advice on expected depth, velocity, duration, debris and contamination. A house exposed to fast-moving water faces different structural demands from one affected by shallow, slow water.
- Test whether staying is defensible. Relocation or avoiding development in the highest-risk area may remove more risk than adding protective details. The decision also has to account for evacuation routes, access for emergency services and the ability to return safely.
- Set a design level and approvals path. The required elevation, structural system and flood openings depend on local rules and the site’s hazard classification. Do not infer a permissible height from a concept published in 2011.
2. Elevate the building or its occupied spaces
Raising a structure above the expected flood level is one of the strategies discussed by ArchDaily. Elevation can reduce the amount of water entering living areas, but it changes stairs, ramps, accessibility, parking, services, wind exposure and the way the building connects to the street. The supporting structure and foundations must be designed for the local soil and flood forces.
Elevation can mean raising an entire house, placing living spaces on an upper level or moving vulnerable equipment higher. It is not equivalent to making a lower level habitable without controls; enclosed areas below the design level may face special restrictions and must be assessed under local requirements.
3. Decide whether water should be kept out or allowed in safely
| Approach | Purpose | Typical measures described in the 2021 overview | Key limitation to resolve locally |
|---|---|---|---|
| Dry floodproofing | Attempts to keep floodwater outside the building. | Water-resistant assemblies, protected openings and barriers where appropriate. | Walls, joints and foundations must withstand the pressure and movement of water; suitability depends on the building and flood conditions. |
| Wet floodproofing | Allows water to enter controlled areas so pressure is reduced and the building can drain and dry. | Flood-tolerant finishes, deliberate openings and locating vulnerable contents or services above the water. | It does not prevent damage to belongings, contamination or loss of use, and requires careful detailing and cleanup planning. |
Dry and wet floodproofing are not interchangeable labels for a general renovation. The right choice depends on expected water forces, the building’s construction and whether local rules permit the intended use of lower spaces.
4. Specify materials for realistic exposure
ArchDaily defines flood-resistant materials as materials that can remain in contact with floodwater for at least 72 hours without significant damage. Examples it lists include concrete, glazed brick, closed-cell foam insulation, steel hardware, pressure-treated or marine-grade plywood, ceramic tile, water-resistant glue and polyester epoxy paint.

- Bates paint brushes can be used for both oil-based paints as well as latex stains and are ideal for home or commercial projects such as decks, fences or DIY painting jobs.
That list is a starting category, not a universal shopping list. A material may resist water while its fasteners, adhesives, backing, joints or finishes fail. Assemblies must also cope with silt, sewage, chemicals, drying time and repeated wetting. Specify each component for the actual location and hazard, and confirm compatibility with the relevant code and manufacturer guidance.
5. Protect the building’s services and fuel
Flood damage often becomes more severe when essential equipment is placed at floor level. The 2021 overview recommends raising or protecting HVAC equipment, plumbing and electrical components. Fuel tanks should be anchored so buoyancy does not move or rupture them. Electrical isolation and reconnection must be handled by licensed professionals.
Service protection needs a systems view. A raised electrical panel is not enough if the incoming connection, meter, generator, hot-water unit or communication equipment remains in the flood path. Identify shutoffs, label them, and make sure occupants can reach them without entering dangerous water.

For basements that flood repeatedly, ArchDaily discusses sump pumps and recommends battery backup so pumping can continue during a power outage. A pump addresses collected water; it does not make a basement structurally or hygienically suitable for every flood. Test the pump, discharge route and backup on a maintenance schedule, and plan for failures.
Foundation vents can relieve hydrostatic pressure in suitable designs. Permanent walls and levees can block water, but they require ongoing maintenance; levees also need adequate land and suitable soil. Ground grading that directs water away from the house can reduce nuisance runoff, though it cannot eliminate a mapped flood hazard.

7. Stop sewage from entering through pipes
A sewer backflow valve can limit sewage entering a home when the public sewer system surcharges. It is a targeted measure, not a flood barrier. The valve must be selected, installed and maintained for the property’s plumbing arrangement, and other drainage paths still need attention.

| Choice | What it changes | Benefits to investigate | Costs, constraints or maintenance |
|---|---|---|---|
| Relocate or avoid the highest-risk site | Removes or greatly reduces exposure. | May avoid repeated repairs and complex flood detailing. | Land, housing, access and planning constraints can make it impractical or socially disruptive. |
| Elevate the building or occupied floors | Places people and contents above a design flood level. | Can reduce inundation of living areas. | Requires structural analysis; affects stairs, accessibility, utilities, parking and streetscape. |
| Dry floodproofing | Tries to exclude water. | Can protect a specifically designed enclosure from shallow, suitable flooding. | Water pressure, leakage, foundations and openings can defeat the system; barriers need inspection. |
| Wet floodproofing | Allows controlled entry and drainage. | Can reduce pressure on some structures and make lower areas easier to clean. | Contents, finishes and indoor air quality may still be damaged; it does not preserve normal occupancy. |
| Flood-resistant materials | Improves the durability of exposed assemblies. | May reduce replacement of finishes and components after a flood. | Must be specified as an assembly; the 72-hour definition does not guarantee performance in every hazard. |
| Raised or protected services | Moves critical equipment out of the water path. | Can shorten outages and reduce replacement of electrical and mechanical systems. | Incoming lines, controls and access still require coordinated design and inspection. |
| Barriers, levees, grading and drainage | Redirects or blocks some surface water. | May reduce local runoff or nuisance flooding. | Barriers and levees need maintenance; levees need land and suitable soil, and can shift water elsewhere. |
| Sump pump with battery backup | Removes water collecting in a basement or low point. | Backup power can preserve operation during outages. | Needs testing, a reliable discharge route and a plan for pump or battery failure. |
| Sewer backflow valve | Limits reverse flow from a surcharged sewer. | Addresses a specific contamination route. | Does not stop surface or groundwater and requires correct installation and maintenance. |
Common mistakes when translating an idea into a project
- Treating a concept as a tested product. The Queenslander adaptation and Liftable Buildings proposal illustrate questions; the 2011 report supplies no test results, construction approval or universal performance claim.
- Designing for depth but ignoring velocity. Fast water, debris and erosion can impose forces that a shallow-water detail cannot withstand.
- Protecting rooms while leaving services exposed. A dry interior is not useful if the switchboard, hot-water unit, heating and cooling equipment or sewer connection fails.
- Assuming a wall or levee ends the problem. Permanent barriers need inspection and maintenance, and may redirect water or create access and drainage problems.
- Choosing materials by name alone. “Water-resistant” flooring or insulation does not guarantee that the complete floor, wall or adhesive system will survive contamination and drying.
- Forgetting the outage scenario. Pumps, alarms and access controls need backup power and a manual procedure if the electricity fails.
- Skipping recovery planning. Safe isolation, cleaning, drying, document storage, temporary accommodation and re-entry criteria should be considered alongside the physical design.
What remains useful about the 2011 call
Flood of Ideas remains a useful historical example of design discussion widening beyond a single building. It connected an existing regional housing type, a speculative movable structure and ideas about infrastructure and recovery under one public question: how should communities prepare for floods?
Its lasting lesson is methodological rather than prescriptive. Start with evidence about the site, invite multiple disciplines, distinguish adaptation from avoidance, and test every attractive concept against structure, utilities, access, maintenance and local law. The 2011 article records the beginning of that conversation; it does not establish the present condition of the original website, the exhibition or any continuing program.
