The safest DIY hot tub steps start with your spa’s actual rim height and the space around it—not a one-size-fits-all drawing. A published adjustable plan is 44 inches wide, 21 inches deep and 18.5 inches high; use those figures as a starting layout, then recalculate the risers, tread depth and footprint for your installation.
Good steps do three jobs: they make the rim easy to reach, stay stable on a wet surface and leave enough room to operate the spa safely. They also need to feel comfortable in bare feet, tolerate outdoor moisture and remain removable or accessible when you service the equipment.

Measure the finished rise
Measure vertically from the finished surface that will support the steps to the top of the spa rim. Measure after any paving, decking, tile or leveling pads are installed; measuring from soil or an unfinished base can change the result by several inches. Record the smallest measurement if the supporting surface is uneven.
Do not assume the rim height printed in a brochure is the height at your site. A spa can sit on a slab, a raised deck or leveling equipment, and each changes the distance your first tread must cover.

Measure the usable footprint and approach
Mark the maximum width and depth available without blocking a gate, fence, cover lifter, walkway or service panel. Include the space where a person will stand before stepping up. A step that technically fits against the cabinet may leave too little room to turn, carry a cover or exit the water.
Check the direction in which the spa door or equipment panel opens. Keep that panel reachable; the owner’s manual controls the required service clearance, and no single clearance dimension applies to every spa.
Choose a riser count instead of copying a fixed height
Divide the total rise into equal risers. As a planning rule, choose a whole number of risers that produces a consistent height in the 7-to-12-inch range, then verify the result against current local requirements and the spa manufacturer’s instructions. The number of treads may be one fewer than the number of risers when the spa rim acts as the final landing.
| Total rise | Example risers | Resulting riser height | Planning note |
|---|---|---|---|
| 14 inches | 2 | 7 inches | At the lower end of the commonly cited range; confirm local rules. |
| 18.5 inches | 2 | 9.25 inches | Matches the published plan’s overall height when the support surface is level. |
| 24 inches | 3 | 8 inches | Three equal risers usually feel more natural than two 12-inch risers. |
| 30 inches | 3 | 10 inches | Leaves a comfortable margin below a 12-inch maximum used by some guidance. |
These examples are layout calculations, not a building-code approval. If dividing the rise produces a value below 7 inches, use fewer risers only if the resulting height and local rules are acceptable. Never create a noticeably different bottom or top riser to make the arithmetic work.

Know which safety guidance applies
ANSI/APSP/ICC-6 2013 (R2023), reaffirmed January 3, 2023, is identified as the American National Standard for residential portable spas and swim spas. Its stated scope covers factory-built residential portable self-contained spas and swim spas; it excludes non-self-contained and permanently installed residential spas or swim spas. It therefore is not an automatic rule for every hot tub or every jurisdiction.
Within that stated scope, the published summary calls for unobstructed treads at least 12 inches wide and 10 inches deep, with riser heights generally between 7 and 12 inches and a limited exception for the bottom riser. Treat those figures as a safety baseline to discuss with your building official, not as permission to ignore a stricter local requirement.

Use the published plan as a starting template
The Handyman’s Daughter DIY plan lists a 44-inch width, 21-inch depth and 18.5-inch height. The listing says the design can be adjusted and includes a materials list, cut diagram and 3D models. Those dimensions describe that plan, not a universal hot-tub standard. If your measured rise is 22 inches, for example, preserve the layout concept but recalculate the risers and side panels rather than stretching one board.

Use the comparison to check the things that matter at your site: total rise, unobstructed tread area, approach space, traction when wet or cold, handrail location, outdoor durability, barefoot comfort, cleanability, structural support and access to service panels. Product dimensions and claims can change, so check the current instructions for any manufactured option.
Plan the frame before buying materials
Materials to identify from the plan
Use the plan’s own materials list as the purchasing authority for its exact cut sizes. In general, a freestanding outdoor stair unit needs an exterior-rated structural frame, exterior fasteners, tread boards or panels, a slip-resistant walking surface and a finish compatible with the chosen material. Select components that will not corrode rapidly in a wet, chemically treated environment.
Recommended Free Tools
For a wood build, look for straight, sound pieces without large splits, loose knots or protruding fasteners. Any coating must be rated for exterior exposure and safe for repeated bare-foot contact after it cures. If you use composite or plastic decking, follow the manufacturer’s support spacing and fastening instructions rather than copying wood spacing.
Tools and protective equipment
- Tape measure, pencil, combination square and a long level.
- saw or circular saw suited to the material, with a sharp blade.
- Drill/driver, bits, clamps and a countersink or edge-rounding tool.
- Work gloves, eye protection, hearing protection and a dust mask appropriate to the material.
- Shims or leveling pads for temporary positioning; use a permanent, stable base for the finished unit.
Dry-fit every major piece before applying finish. A cut diagram is valuable because it shows how the parts relate, but it does not replace a full-size measurement against your spa.

Build the steps: a measurement-first procedure
- Prepare the bearing surface. Set the steps on a hard, flat, level surface such as a properly built slab, pavers installed on a compacted base or a deck designed for the load. Do not rely on soft soil, loose gravel or a rocking block. Step2’s assembly instructions specifically require a hard, flat support surface and warn that wet and cold conditions can make steps slippery; the same caution applies to a DIY unit.
- Mark the footprint. Tape the planned width and depth on the ground. Confirm that the approach remains clear and that the unit will not collide with the cover, handrail, fence or service access. If the 44-by-21-inch reference plan is too deep or too narrow for your site, redraw it before cutting.
- Set the final rise. Re-measure from the finished base to the spa rim. Choose the riser count and divide the rise exactly. Write the resulting height on both side-panel drawings so every cut uses the same reference.
- Lay out the side profiles. Draw each riser and tread on a pair of matching side pieces or on a full-size template. Check that the first tread, intermediate treads and the top landing remain level. Account for the actual thickness of tread material; adding a board on top can make the last riser taller if you do not include its thickness in the layout.
- Cut and label components. Cut matching sides together when practical, then label left, right, front and rear parts. Sand or ease exposed corners before assembly. A small radius is more comfortable against bare legs than a sharp saw-cut edge.
- Assemble the frame on a flat surface. Clamp the sides, install supports under every tread and check the diagonals for squareness. Use exterior-rated fasteners sized for the material, keeping heads flush or recessed so toes cannot catch them. Do not depend on adhesive alone for a load-bearing connection.
- Install treads with clear walking dimensions. Maintain at least 10 inches of unobstructed depth and 12 inches of unobstructed width where the cited standard applies. Leave no raised trim, bolt head or decorative cleat in the walking line. Keep all risers consistent with the calculated value.
- Test-fit before finishing. Move the unfinished unit into position with help; a wide frame can be awkward even when it is not heavy. Check level in both directions, confirm that the top step meets the rim comfortably and make sure the spa cabinet is not being forced or scratched. Correct rocking or a mismatched rise now, not after sealing.
- Add traction and edge protection. Install a surface intended for wet barefoot traffic, or add securely bonded anti-slip material rated for outdoor use. Round exposed corners, seal end grain where appropriate and eliminate splinters. Avoid smooth paint or glossy sealer on the walking surface unless it is specifically rated to remain slip-resistant when wet.
- Finish, cure and reinstall. Apply the chosen exterior finish according to its label, including drying and recoat times. Keep uncured coatings away from bathers and prevent runoff from entering the spa. Recheck every fastener and tread after the finish cures.
- Perform a loaded test. With the spa empty or safely covered, step onto each tread while holding a stable support. Have a second adult watch for flex, twist, sliding or contact with the cabinet. Do not exceed the structural capacity of the frame, the deck or any purchased component.
Make every tread safer in wet and cold conditions
Traction is a system, not a single strip
Water, body oils, snow, frost and spa chemicals can all reduce grip. Give water a path to leave the tread instead of trapping it against a smooth sheet. Use drainage gaps only when they do not create a toe-catching slot or reduce the unobstructed tread below the applicable minimum. Keep the walking surface clean of algae, soap residue and finish overspray.
Choose barefoot-friendly edges
Round or ease front edges, sand all exposed faces and inspect the underside for protruding screws. A textured surface should provide grip without sharp aggregate that cuts wet feet. Replace worn adhesive strips and boards that split or cup; a slippery repair is not a successful repair.
Control movement at the base
Leveling the top does not stop a unit from sliding sideways. A broad, flat base, sensible weight distribution and a design that cannot contact the spa in normal use are preferable to improvised wedges. If the steps sit on a deck, verify that the deck and its framing can support the combined load of the steps and users; the step itself cannot compensate for an undersized structure.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Decide whether you need a handrail
A handrail is especially useful for children, older adults, anyone with limited balance and users carrying a cover or supplies. Caldera advises considering a handrail as an added safety feature. The Virginia manual excerpt likewise describes a handrail serving a set of steps, but neither statement by itself establishes a rule for every installation.

Place the grip where a person can reach it before transferring weight to the first tread. Avoid a rail that forces the user toward the spa or blocks the cover. Anchor it to the stair structure only if that structure is designed for the resulting pull; otherwise use an independently supported rail. Check the rail for a comfortable, continuous grip and for corrosion resistance.
The Step2 handrail storage-step example has two side rails, textured treads, enclosed storage, assembled dimensions of 36 by 42 by 25 inches and a stated maximum capacity of 300 pounds. Those are product-specific specifications, not engineering validation for a homemade frame. A DIY rail still needs sound attachment, adequate clearance and a capacity appropriate to the people using it.
Keep the spa serviceable and the steps maintainable
Preserve equipment access
Before final placement, open the owner’s manual and identify every service panel, drain connection and cover hinge. Leave the manufacturer’s required clearance unobstructed. If the steps must be moved for service, keep them light enough for two adults to handle or design a removable section; do not permanently box in equipment to gain a cleaner appearance.
Inspect on a schedule
- Before each use, look for rocking, cracked treads, exposed fasteners, water pooling and contamination.
- After storms or freezing weather, check that the base has not shifted and that frost has not lifted a pad.
- Monthly during the bathing season, retighten accessible fasteners, clean the traction surface and inspect rails for looseness or corrosion.
- After refinishing, wait for the coating to cure fully and confirm that the surface is still slip-resistant when wet.
Protect the structure from the spa environment
Keep the steps from resting against a leaking fitting or constantly wet cabinet panel. Avoid trapping damp leaves between the steps and siding. Rinse chemical residue according to the finish and spa manufacturer’s guidance, and never introduce cleaners, sealers or loose grit into the water.
Common design problems and fixes
| Symptom | Likely cause | Fix |
|---|---|---|
| Top step is too high or too low | Measured from an unfinished base, or tread thickness was omitted. | Re-measure the finished rise and recalculate every riser; do not shim only one tread. |
| Steps rock when someone climbs | Uneven or soft bearing surface, twisted frame or unequal side profiles. | Move the unit to a hard, level base, correct the frame and test diagonals before use. |
| Feet slide on wet boards | Smooth coating, contamination or inadequate drainage. | Clean the surface, add an outdoor-rated anti-slip treatment and replace damaged material. |
| Users brush the spa cabinet | Footprint is too shallow or the approach is misaligned. | Increase depth or rotate the unit while preserving service-panel clearance. |
| One riser feels different | Inconsistent layout, cumulative measuring error or a board added after the frame was set. | Measure each finished riser; rebuild or shim the frame so the sequence is uniform. |
| Handrail flexes | Rail attached to thin trim or an underbuilt side panel. | Reinforce the attachment or install an independently supported rail; do not rely on decorative cladding. |
| Service panel cannot open | Steps were positioned before checking the equipment layout. | Relocate or make the unit removable and follow the spa manual’s clearance instructions. |
When to modify the plan or stop and get help
Modify the reference plan when the rim height, approach direction or available footprint differs from 44 by 21 by 18.5 inches. Modify the material choice when the steps will sit in constant spray, on a coastal site or in a high-freeze environment; select an exterior system whose fasteners and finish are compatible with those conditions.
Pause the project if the steps will attach to a structural deck, bridge a retaining wall, support unusually high loads or serve someone who needs a transfer aid. A local building official, qualified carpenter or accessibility professional can evaluate the supporting structure and the applicable rules. Do not treat a decorative box, storage chest or product photograph as proof that a design is safe.
