A double-hung window restrictor, formally called a window opening control device (WOCD), limits how far a sash can move. It can reduce fall risk while still allowing ventilation, and many designs can be released for a wider opening and then reset when the window is closed. The important qualification is fit: a restrictor is not automatically universal for every double-hung window. Match the device to the window manufacturer, series, sash design and installation instructions, then verify local requirements and emergency escape provisions before buying or fitting it.

What a double-hung window restrictor does
A double-hung window has two vertically sliding sashes. A WOCD is a mechanical control that stops a sash at a limited opening instead of allowing it to travel its full normal distance. The device is intended to control the opening itself; it is not the same thing as a lock, latch, insect screen or childproofing sticker.

- Limited ventilation: the sash opens only to the device’s initial stop.
- Manual release: an adult can operate the release to open the sash farther when needed.
- Reset: closing the window returns the control to its limited-opening position on products designed with an automatic reset.
Those functions are documented for particular product lines, not every restrictor sold for a double-hung window. A device that fits one manufacturer’s sash may have the wrong geometry, fastener position or release action for another.
Why model compatibility matters more than the word “double-hung”
“Double-hung” describes how the sashes move, but it does not identify the dimensions or hardware needed for a WOCD. Wood, vinyl and composite frames can place the sash stops, balances and meeting rails in different locations. Even two windows from the same manufacturer may use different hardware by series or generation.
Before selecting a restrictor, record the information on the window and compare it with the manufacturer’s compatibility list:

- Operating type: tilt-wash, non-tilt, wood, vinyl or another documented configuration.
- Any identification label, order number or date code on the sash or frame.
- Whether the window is already factory-prepared for a WOCD or requires a field-installed kit.
Do not treat a generic “fits double-hung windows” listing as proof of compatibility. The installation instructions must show that the control attaches to your exact sash and frame arrangement and that the release can be reached and operated as intended.

Documented manufacturer options
The following examples illustrate why the product line, not just the window style, controls the choice. They are not interchangeable recommendations.

These manufacturers publish product-specific information, but the available material does not establish a neutral test ranking one brand against another. Compare the exact model, opening behavior, release method, reset action, installation instructions and local-code acceptance instead of choosing by brand name alone.
Opening limits: product specification versus local rule
Opening measurements must be kept in their original context. Andersen and Milgard describe products whose initial opening is less than four inches. That is a specification for those products; it is not a universal building-code limit for every window or every jurisdiction.

New York City Administration for Children’s Services guidance uses a different criterion in specified window-guard situations: an approved guard or limiting device should allow no opening or space greater than 4½ inches. New York City’s code library also contains detailed guard-installation provisions marked effective January 1, 2026. Those NYC requirements apply in their stated jurisdiction and context, not automatically to a home elsewhere.

Before installation, ask the local building department, code official or other authority having jurisdiction which rule applies to your property. Confirm whether a WOCD is accepted for the particular safety condition, whether a minimum sill-height alternative is available, and what documentation or approved hardware is required.
Protect emergency escape and rescue access
A restrictor should reduce an unintended fall without blocking a required emergency exit. Bedrooms and other spaces may have egress requirements, and a device that cannot be released quickly by an occupant or rescuer can create a different hazard.
Check these points before committing to a device:
- Identify every window that is required for emergency escape and rescue under the applicable local rules.
- Verify the device’s release method, the force or action needed, and whether an adult can operate it without a special tool.
- Confirm that releasing the control creates the required clear opening for the specific room and window.
- Make sure curtains, furniture, security bars and the restrictor itself will not obstruct the escape path.
- Ask the code official whether the installation changes compliance with sill-height, guard or rescue provisions.
Andersen specifically advises checking local code requirements and whether its device is accepted as an alternative to minimum sill-height requirements. That advice is sensible for any brand: approval depends on the jurisdiction and the exact installation.

- Identify the window. Photograph the manufacturer’s label and note the series, sash type and whether the sashes tilt inward.
- Find the official compatibility list. Use the manufacturer’s product page and installation instructions for that series. If the model is absent, contact the manufacturer or a qualified window professional before purchasing.
- Check the opening specification. Record the limited-opening distance stated for that product. Do not substitute a four-inch or 4½-inch figure from another product or jurisdiction.
- Study the release and reset action. The release must be reachable, intentional and usable during an emergency. If automatic reset is promised, confirm how the sash must close for the reset to occur.
- Confirm installation type. Determine whether the control is factory-installed, supplied as a field kit, or requires preparation that only the manufacturer documents.
- Check approval requirements. Ask the authority having jurisdiction whether the device is accepted for your building, occupancy and window location.
- Protect the egress function. Do not install a restrictor on a required escape window unless the released opening still satisfies the applicable requirement.
Installation: a safe, manufacturer-led procedure
Exact screw locations, drilling dimensions and release hardware vary by model, so the manufacturer’s instructions control. The procedure below is a verification sequence, not a substitute for those instructions.

- Prepare the work area. Keep the sash supported, clear the sill and remove curtains or blinds that could hide the control or interfere with testing.
- Verify the parts. Compare the kit, labels and component count with the instructions. For the Andersen 9168018 example, the documented design uses a pair of components installed on both sides of the sash; do not infer that arrangement for another product.
- Mark only the documented locations. Hold each component where the instructions specify and check that the sash can move without rubbing. Do not drill into balances, insulated-glass edges or structural members.
- Fasten the components as directed. Use only the supplied or specified fasteners and the stated pilot-hole size. An improvised screw can prevent reliable release or damage the frame.
- Operate the sash slowly. Close and open it several times, checking that the control engages at the stated limited opening and that the sash remains aligned.
- Test the manual release. Follow the documented release action and confirm that the sash can open farther without binding. If the device is on an egress window, perform the test from the room side and ensure an occupant can understand the action.
- Test reset. Close the window exactly as instructed and reopen it. A product described as self-resetting should return to its limited position after the required closing action.
- Record the installation. Keep the instructions, product number, date and any code-official approval with the property’s maintenance records.
If the sash will not close, the release is difficult to operate, or the opening differs from the documented specification, stop using the window as a safety control and have the installation corrected.

New York City ACS states that an insect screen is not a sufficient safety device because it is not designed to prevent a fall. A screen can keep insects out while offering little resistance to a person’s weight. Do not count a screen as a substitute for an approved guard or limiting device, and do not attach a restrictor to a screen frame unless the manufacturer specifically designs it for that purpose.
Troubleshooting common problems
The restrictor does not engage at the stated opening
Stop forcing the sash. Check that the device is the correct series, that both sides are installed in the documented orientation, and that the sash is fully seated in its tracks. If the opening still exceeds the specification, contact the manufacturer or installer; do not add an unrelated stop.

The sash will not release for emergency escape
Look for paint, dirt, a misaligned sash or a blocked release. Do not disable or permanently remove the control without confirming the code consequences. A required escape window needs a release that works reliably under the conditions described by the product instructions.

The device does not reset after closing
Re-read the reset sequence. Some controls reset only when the sash reaches a particular closed position. If correct closing does not reset it, inspect for loose fasteners or damaged components and arrange service rather than relying on a manual workaround.
The window is not on the compatibility list
Treat that as a no-go until the manufacturer confirms fit. A restrictor that appears mechanically similar can still fail to control the opening or prevent emergency release.
Maintenance and periodic checks
Include the WOCD in routine window maintenance. At reasonable intervals, inspect fasteners and mounting surfaces, remove debris that affects movement, and operate the limited stop and release. Recheck after repainting, sash replacement, glass work or frame repair, because those changes can alter alignment. Keep the control accessible; do not paint over a release or cover it with a permanent fixture.

For rental housing, schools and other buildings with multiple windows, maintain a room-by-room record of the window series, device model, test date and any defect. A failed or missing control should be repaired with the compatible part, not replaced with a generic device chosen only by appearance.
