The right retaining wall is the one that safely holds your measured soil height, sheds water, supports everything above it, fits the available footprint and complies with local rules. Start by surveying the site—not by picking a block color. Record the wall height from the proposed footing to the highest retained soil, identify slopes and nearby loads, plan a drainage outlet, and locate property lines and utilities. Then select a wall system and material that suit those facts. A handsome finish cannot compensate for a weak foundation or trapped water.

Begin with a site and job assessment

Retaining walls do more than divide planting beds. They resist lateral soil pressure, and that pressure changes with height, water, soil type, slope and anything placed above the retained area. Colorado State University Extension’s PlantTalk guidance lists wall type, placement, drainage, foundation, batter and anchors among the design decisions. Use that order of thinking before comparing materials.

Measure the full retained height

Measure from the proposed bottom of the footing or base to the highest point of soil the wall will hold. Do not measure only the visible face after construction. Local authorities use different definitions: Douglas County, Colorado, measures from wall top to footing bottom, while San Diego measures from footing top to the highest wall point. The difference can change whether a permit or engineered design is required.

Measure the entire proposed wall run and note changes in grade. A wall that looks low at one end may retain substantially more soil at the other. Record any planned steps or tiers rather than treating them as separate projects.

Map what is above, below and beside the wall

  • Mark driveways, parking areas, patios, pools, decks, sheds, buildings and their footings.
  • Note stockpiled soil, firewood, equipment or other materials that could be stored near the edge.
  • Identify a slope rising behind the wall, a slope falling toward it, and signs of soil creep or erosion.
  • Locate property lines, easements, buried utilities and neighboring structures before excavation.
  • Check whether the wall’s footing, drainage outlet or excavation could cross onto adjoining land. Portland specifically says the foundation toe must remain on the owner’s property.

These items create surcharge or additional slope forces. A wall that might be suitable for a flat planting bed can require engineering when it supports a driveway or sits below a sloping yard.

Define the result you need

Decide whether the wall is primarily a low landscape edge, a permanent earth-retaining structure, a repair to an existing failure, or part of a larger grading project. Also decide whether you need usable flat space, erosion control, a planting terrace, protection for a building, or a visual boundary. The purpose affects the structural system, footprint, drainage and approval path.

Compare retaining-wall systems before choosing a finish

There is no universally best material. A dry-laid, open-joint wall can be less expensive and allow water to pass through, while a structural poured-concrete wall is a different system designed for higher demands. The Hong Kong Geotechnical Engineering Office’s Guide to Retaining Wall Design (2020 version, issued June 1, 2020) groups conventional reinforced-concrete, gravity (including crib, gabion and mass-concrete) and cantilevered walls. That guide applies to permanent walls on land in Hong Kong, so use its categories to understand system types, not as a residential design for another jurisdiction.

System or approach Where it can fit Important constraints
Dry-laid, open-joint landscape wall Low landscape work where the site, soil and loading are modest and water can drain through the wall. Not automatically suitable for a tall wall, surcharge, unstable soil or a site requiring a sealed structural face. Foundation and drainage still matter.
Gravity wall, including gabion, crib or mass-concrete forms Uses its mass and base width to resist soil pressure; useful where a broad footprint is available. Needs adequate foundation bearing and room behind or in front of the wall. Exact geometry and reinforcement, if any, are site-specific.
Precast modular concrete units Factory-made blocks can create a consistent appearance and are available in retaining-wall formats. The product alone does not establish structural suitability. Base preparation, drainage, setbacks, connections and height limits must follow the design and local requirements.
Reinforced or poured-in-place concrete Structural applications where a relatively slim wall or engineered reinforced system is appropriate. Requires careful design, reinforcement, footing, drainage and construction control; it is not simply a stronger version of a dry-laid garden wall.
Timbers or vertical poles Landscape settings where a wood appearance is desired and the system is appropriate to the site. Wood exposure, decay, connections, anchorage and drainage must be addressed. Height, surcharge and soil conditions can move the project beyond a simple landscape installation.
Flagstone, recycled concrete paving or brick veneer Can provide a visible landscape surface or veneer when attached to a suitable retaining structure. A facing material is not the same as the structural wall behind it. Confirm how the veneer is supported, drained and detailed.

Colorado State University Extension lists flagstone, recycled concrete paving, treated timbers, vertical poles, precast concrete modular units, poured concrete and brick veneer as landscape materials. Treat that list as a palette, not a ranking. The structural system, soil and water conditions determine whether a material is appropriate.

Plan drainage as part of the wall, not after it

Water that collects behind a wall adds pressure and can weaken soil, wash out the base or push the wall forward. Extension guidance calls for water to drain freely away from the wall and identifies gravel backfill or manufactured drainage blankets, drain pipes and weep holes for structural walls.

Provide a drainage path and an outlet

A drainage layer behind the wall gives water a lower-resistance route. A perforated drain pipe may collect that water, but it still needs a lawful outlet. Do not terminate it where runoff crosses a neighbor’s property, undermines the footing or creates a new erosion channel. San Diego’s permit guidance requires wall and site drainage to discharge to a stormwater collection system or otherwise prevent runoff onto adjoining properties.

The exact aggregate, pipe size, filter treatment, outlet elevation and weep-hole layout depend on the wall design and local code. General advice about gravel or pipe is not a universal construction specification.

Control water arriving from above

  • Observe roof downspouts, irrigation, paved areas and natural swales before digging.
  • Keep surface runoff from concentrating directly behind the wall.
  • Include the upper slope and its drainage in the plan; a wall cannot safely manage an uncontrolled hillside by itself.
  • Provide erosion protection at the outlet and inspect it after heavy rain.

Build on a sound foundation

“A wall is only as good as its foundation,” Colorado State University Extension states in its practical guidance. The base must be structurally sound and compacted. Soft organic soil, loose fill, buried debris or an eroding toe can allow settlement, rotation or sliding even when the visible wall is intact.

Foundation work may include excavation, removal of unsuitable material, a compacted sub-base and a level bearing surface. The required depth, width, reinforcement and embedment are design decisions, not values to copy from a generic online diagram. A qualified designer should account for soil bearing, groundwater, frost or expansive soil where applicable to your area.

Use batter and anchorage when the system calls for it

Some wall types lean slightly into the retained soil (batter) to improve stability. Anchors or deadmen can also improve resistance for applicable systems. Whether either feature is needed depends on wall type, height, soil, available space and loading. Never add an anchor that crosses a property line or underground utility corridor without authorization.

Account for height, surcharge, slope and tiers

Height alone does not describe risk. A short wall below a driveway may be more demanding than a taller wall beside a flat lawn. Sloping retained soil, a building footing, vehicles, a patio, pool, stockpile or nearby structure can impose surcharge. Settlement, soil creep, shallow slips and erosion are additional concerns identified in Portland’s retaining-wall guidance.

Understand why tiered walls may be treated as one wall

Breaking a tall wall into short-looking steps does not automatically avoid engineering. Douglas County says tiered walls are treated as one wall when the upper wall is not set back at least twice the height of the lower wall, subject to the county’s stated criteria. The upper tier can add load to the lower tier, and the space between tiers may not provide the stability you expect.

Know when the site has outgrown a simple landscape wall

Get local engineering or retaining-wall design advice when the wall is tall, supports a surcharge, sits beside a structure or property line, retains a slope, has poor or unknown soil, shows movement, or requires a narrow footprint. Engineering is also prudent when the drainage outlet is difficult or when failure could damage a home, road or neighboring property.

Check permits and engineering rules in your jurisdiction

There is no national height threshold. Rules vary by measurement method, surcharge, backfill slope, wall tiers, location and local building or zoning codes. Contact the building department before ordering materials or excavating.

Jurisdictional example Trigger described by the authority What the example demonstrates
Portland, Oregon For the described residential process, an Oregon-registered engineer must provide stamped drawings and calculations for walls over four feet tall. The guidance also addresses drainage, erosion, shallow failures, soil creep, settlement, surcharge and adjacent property. Height and site effects are reviewed together; the foundation toe must stay on the owner’s property.
Douglas County, Colorado A permit and engineered design are required when the wall is over four feet measured from wall top to footing bottom or when it supports a surcharge. Examples include sloping retained soil, structure footings, vehicles, nearby structures, stockpiles, patios, pools and driveways. Loads can trigger review even when a wall is not tall, and tiers can be combined for review.
San Diego, California Information Bulletin 220 (October 2024) requires a permit for a wall over three feet measured from footing top to highest wall point, or for specified sloping backfill, surcharge or tier conditions. Measurement conventions differ, and the application must show property lines, adjacent structures, wall dimensions, drainage and a wall cross-section.

These are local examples, not a rule for every city or county. Ask about building permits, zoning setbacks, easements, utility marking, stormwater requirements, grading permits and whether a licensed engineer or contractor must sign the plans.

Compare the total installed cost, not just the visible material

Excavation, haul-away, base preparation, drainage, an outlet, reinforcement, access, engineering, permits and landscape restoration can cost as much as—or more than—the facing material. Request bids that describe the same wall length, retained height, foundation, drainage and restoration scope.

Colorado State University Extension lists installed dry-laid wall costs of $20–$35 per square foot of wall face; the page does not state the year those figures were collected. It also says structural walls may cost two to ten times as much as dry-laid walls. These are historical context, not a current quote or dependable budget for your location.

A June 5, 2026 article from This Old House, citing Angi, reports an overall range of $3,202–$9,203 and a typical spend of $6,065. That secondary range is not a local installed bid and may combine projects with different heights, access and engineering scopes.

Make bids comparable

  • State wall length, retained height and the height measurement method.
  • Show excavation limits, unsuitable-soil removal and haul-away.
  • Specify the compacted base, drainage aggregate, pipe, cleanouts and legal outlet.
  • List reinforcement, anchors, geogrid or other design elements where applicable.
  • Identify engineering, permit fees, inspections, utility locating and survey work.
  • Include access restrictions, equipment, temporary protection and final grading or planting restoration.

Follow a practical selection workflow

  1. Survey the site. Measure the proposed retained height and length. Photograph grades, cracks, wet areas and nearby structures.
  2. Map loads and boundaries. Mark driveways, patios, footings, slopes, storage areas, utilities, easements and property lines.
  3. Trace water. Follow roof, irrigation and storm runoff. Decide where collected water can discharge without harming the wall or another property.
  4. Check the local authority. Ask which height measurement applies, whether surcharge or tiers trigger a permit, and what drawings or professional seals are required.
  5. Choose the structural category. Decide whether a gravity, modular, reinforced concrete, gabion, crib or other system can fit the loading and footprint. Have the design confirmed when conditions are complex.
  6. Select the appearance. Compare flagstone, concrete units, timber, poles, poured concrete, brick veneer or other finishes only after the structural approach is established.
  7. Obtain apples-to-apples proposals. Give each installer the same dimensions and require drainage, foundation, engineering and restoration to be itemized.
  8. Approve a drainage and maintenance plan. Know who owns the outlet, how it will be inspected and what signs require immediate attention.

Recognize failure signs and respond safely

Water or mud appears at the face

Blocked drainage, a damaged pipe, an inadequate outlet or saturated backfill may be allowing pressure to build. Keep people and heavy equipment away from a visibly bulging wall. Have a qualified professional inspect the drainage and stability before attempting a patch.

The wall leans, bulges or develops widening cracks

Movement can indicate foundation settlement, sliding, overturning, surcharge or water pressure. Do not simply add a decorative cap or place soil against the face. Document the change, control water sources if you can do so safely, and obtain an assessment.

Soil washes out below or between units

Uncontrolled runoff, missing filter treatment or an outlet discharging at the toe can erode support. Redirect water only under a plan that protects the footing and adjacent property; replacing visible soil without correcting the flow leaves the cause in place.

A tiered project is being built as separate short walls

Stop and verify the local tier rule and design assumptions. The upper wall may surcharge the lower one even when each face is below a nominal height threshold.

Maintain the wall after construction

  • Inspect after intense rain, freeze-thaw cycles, irrigation changes and nearby excavation.
  • Keep drain outlets and weep holes open; remove sediment, roots and debris without damaging the wall.
  • Watch for new leaning, bulging, cracks, sinkholes, wet streaks or soil loss.
  • Keep vehicles, stockpiles and new structures away from the top unless the wall was designed for that load.
  • Control roots from large plants that could clog drainage or disturb the wall.
  • Record the approved drawings, drainage route, materials and installer so future repairs match the original design.

Final decision checklist

  • Have you measured retained height to the correct footing reference?
  • Have you identified slopes, surcharge and nearby structures?
  • Does the foundation rest on a structurally sound, compacted sub-base?
  • Is there a designed drainage layer, pipe or weep-hole arrangement where required?
  • Does collected water have a lawful, erosion-safe outlet?
  • Will every footing, anchor and excavation remain within property boundaries?
  • Have you confirmed permits, tier rules and engineering requirements locally?
  • Do bids include excavation, base, drainage, engineering, permits and restoration?

Choose the wall system only after those questions have answers. For a low, lightly loaded landscape edge, a properly founded and drained dry-laid or modular approach may be appropriate. A tall, loaded, sloped or space-constrained wall deserves a site-specific design and local approval, regardless of its surface material.
