In Photoshop desktop, go to Edit > Keyboard Shortcuts to assign a custom shortcut to a rotation command. First choose the operation you need: rotating the whole document, transforming a layer or selection, and rotating the canvas view are different actions. The shortcut editor’s menu labels can also vary by Photoshop version.
Choose what you want to rotate
Photoshop has three operations that can look similar on screen but affect different things. Adobe’s Image Rotation documentation describes the older whole-document commands; its current rotation guide lists rotation commands under Edit > Transform.

If you want every element and layer to turn together, do not assume a shortcut for a command under Edit > Transform will rotate the complete document. Check which command your version exposes and test it on a duplicate. For a multi-layer or artboard document, decide whether the target is one layer, several selected layers, an artboard, or the entire document; one command does not necessarily act on all of them.
Create a shortcut for a rotation command
- Open Edit > Keyboard Shortcuts. You can also open the editor with Alt + Shift + Ctrl + K on Windows or Option + Shift + Command + K on macOS. These are the desktop Photoshop paths in Adobe’s keyboard-shortcut settings guide.
- In Shortcuts For, choose Application Menus. In older releases, shortcut customization may appear under Window > Workspace > Keyboard Shortcuts & Menus; use the Keyboard Shortcuts tab.
- Expand the menu tree and find the command you want. For current documented layer or selection rotation commands, inspect Edit > Transform for Rotate 90° Clockwise, Rotate 90° Counter Clockwise, or Rotate 180°. Older versions may list whole-document commands under Image > Image Rotation, including 90° CW, 90° CCW, 180°, or Arbitrary.
- Click the command’s shortcut field, then press the key combination you want to use. To make separate clockwise and counterclockwise shortcuts, assign each command its own combination.
- If Photoshop reports that the combination is already assigned, either accept the reassignment (the earlier command loses that shortcut) or navigate to the conflicting command and choose a different combination.
- Choose Save Set As to save a named custom set, such as Photo Rotation Shortcuts, then confirm with OK. Adobe documents conflict handling and shortcut-set controls in its customizing keyboard shortcuts guide.
- Save or duplicate your document, then test the shortcut with the intended document and layer active. Confirm the result is the operation you wanted before using it on important work.
For an older Photoshop generation, Adobe’s customization guide describes the Window > Workspace > Keyboard Shortcuts & Menus route. Names and menu placement can differ across releases, Photoshop Elements, beta builds, and the desktop and web apps.

Example shortcut layout
These are suggested mappings, not Photoshop defaults. Use them only if they suit your keyboard and do not conflict with commands you rely on.

Bracket keys can be awkward or absent on some keyboard layouts, and another command, the operating system, or a background utility may claim a combination. Treat the examples as a starting point; Photoshop will report conflicts it detects in its own shortcut set.

If the rotation command is missing
Check both the shortcut editor’s category and your Photoshop version before choosing another command. Adobe’s current desktop rotation documentation places commands such as Rotate 90° Clockwise under Edit > Transform, while its older whole-image guide shows Image > Image Rotation. The current Transform commands apply to relevant image content, a layer, or a selection; the legacy Image Rotation path is for turning the document. If you cannot find a command in one location, inspect the other menu and verify that Application Menus is selected in the shortcut editor.
Adobe’s transformation guide explains that transforms act on the active layer or selection. If a transform is unavailable, check whether the intended layer is active and editable; a locked Background layer may need to be converted to a regular layer. For a custom angle rather than a 90- or 180-degree turn, use Edit > Free Transform on the selected layer or content. Adobe’s Free Transform guide covers rotating by dragging outside the bounding box, constraining rotation to 15-degree increments with Shift, and entering a precise angle in the Options bar.

Rotate a layer or selection instead of the whole document
Select the layer or make the selection before invoking a transform shortcut. Only that active content is transformed; the rest of the document stays put. If you are rotating content with Free Transform, commit the change with Enter on Windows or Return on macOS. Transforming a Smart Object preserves more flexibility for later edits than directly transforming ordinary pixel content.
If you need to repeat the same transform on another object or layer, Photoshop makes Edit > Transform > Again available after a transform. This is a repeat command, not a shortcut that cycles clockwise and counterclockwise. See Adobe’s guide to applying transformations for the command’s scope.

Rotate the view without changing the image
Press R to activate the Rotate View Tool, then rotate the displayed canvas for a more comfortable drawing or retouching angle. This does not turn the pixels or change the saved image orientation. Use Reset View or double-click the Rotate View Tool to return to the normal view; Adobe’s tool guide describes these controls. Choose this operation when you want to reposition your working angle rather than alter the finished image.
Fix a shortcut that does nothing
- Wrong shortcut category: Reopen Edit > Keyboard Shortcuts and check that you assigned the command under Application Menus, rather than Tools or Panel Menus.
- Wrong operation: Verify whether the assigned command is for the document, a layer or selection, or the view. Those operations have different effects.
- Unavailable command or locked target: Try the menu command manually. If it is unavailable there, a shortcut will not make it work. For a layer transform, select an editable layer and check whether a Background layer is locked.
- Custom set not active: Reopen the editor and confirm your named set is selected and the assignment remains saved.
- Conflict or keyboard-layout issue: Choose another combination if Photoshop flags a conflict, the keys are inconvenient on your layout, or the shortcut behaves inconsistently.
- Another app captures the keys: An operating-system shortcut, macro utility, keyboard driver, or other application may intercept the combination before Photoshop receives it.
If you need to restore one command, Adobe’s shortcut editor includes Use Default; Delete Shortcut removes an assignment. The editor’s Summarize control can export a shortcut summary to HTML. Keeping a named custom set makes it easier to identify and restore your own mappings than editing the default set without saving a separate copy.

The steps above describe the Photoshop desktop shortcut editor. Adobe provides separate keyboard-shortcut documentation for Photoshop on the web; do not assume that the desktop Edit > Keyboard Shortcuts workflow or its application-menu assignments are available there in the same form.
