Designing a bushfire-resilient family home in the Macedon Ranges starts with the individual parcel, not a regional template. Check the property in VicPlan, establish whether it is in a Bushfire Prone Area (BPA), a Bushfire Management Overlay (BMO), or both, and commission a suitably qualified Bushfire Attack Level (BAL) assessment. The BAL then informs construction under AS 3959, while a BMO proposal may also require an endorsed bushfire management plan covering siting, setback, defendable space, water, access and vegetation maintenance. “Fire-proof” is not a realistic promise: Victorian guidance sets construction and protection measures intended to reduce bushfire risk, not guarantee immunity.

Begin with the exact property and its planning controls

Lots only a short distance apart can have different mapped hazards, terrain, vegetation and permit obligations. Do not infer your requirements from a neighbouring house, an old planning schedule or a general statement that the Macedon Ranges is bushfire-prone.

  1. Check the parcel in VicPlan. Confirm the address or lot and plan details, then identify any Bushfire Prone Area (BPA) mapping and Bushfire Management Overlay (BMO) affecting the land.
  2. Ask the responsible council about current controls. Local schedules and permit conditions can change. The Victorian Government reported planning-provision updates on 5 May 2026 that clarify controls and strengthen decision-making that prioritises human life.
  3. Engage a suitably qualified bushfire assessor. The assessor should inspect the site and provide the BAL and the assumptions behind it. A building surveyor and designer familiar with bushfire planning can then translate that assessment into permit documents.
  4. Confirm the permit pathway before committing to a design. BPA construction requirements operate through the building system; BMO development can add planning-permit measures and an endorsed bushfire management plan.

The property’s mapped status, site assessment and current council and building-surveyor advice are the only reliable basis for specifying setbacks, vegetation treatment, water, access or construction details.

BPA and BMO are different controls

Victoria uses two related but distinct systems. A BPA is a building-system designation: it can trigger construction requirements based on the assessed BAL. A BMO is a planning control associated with very high and extreme bushfire hazards; it can require a broader package of site and building measures before development is approved.

Control What it addresses What it can require
Bushfire Prone Area (BPA) Mapped bushfire exposure under the building system Building-permit construction requirements expressed through a BAL under AS 3959
Bushfire Management Overlay (BMO) Planning decisions for very high and extreme bushfire hazard Planning measures such as siting and setback, defendable space, on-site water, emergency-vehicle access and ongoing vegetation management, documented in an endorsed bushfire management plan

A parcel can be in one designation or both. The presence of a BPA does not by itself tell you the BAL, and a BMO does not turn a single construction detail into a complete bushfire solution.

What a BAL tells you—and what it does not

Victorian Department of Transport and Planning guidance defines a bushfire attack level as “a way of measuring the severity of a building’s potential exposure to ember attack, radiant heat and direct flame contact.” The assessment is an exposure classification used to select construction requirements under AS 3959. It is not a prediction that a building will survive every fire, and it does not replace planning controls or site protection.

The assessor considers the site’s vegetation, slope, separation and other conditions used by the applicable method. The resulting BAL must travel with the design: changing the building position, clearing, vegetation treatment or surrounding development assumptions can change the assessment. Obtain the report for the actual building envelope rather than selecting a BAL from a regional rule of thumb.

Use the BAL as a design input

  • Give the BAL report to the architect or building designer before the floor plan and elevations are fixed.
  • Ask the building surveyor how the proposed materials and assemblies demonstrate compliance at that BAL under the current standard.
  • Keep the assessment, drawings and specifications coordinated. A compliant wall or roof detail can be undermined by an opening, junction or underfloor arrangement that was not assessed as part of the same assembly.

If the site is in the BMO, prepare the whole bushfire management plan

For BMO development, the bushfire management plan is an annotated map with the protection measures and their specifications. It records the construction standard and BAL, development setback, defendable-space vegetation requirements, on-site water and emergency-services access. Once endorsed, it must be followed; it is not merely background advice for the planning application.

Siting and setback

Place the house where the site assessment supports the greatest practical separation from hazardous vegetation and where access and water infrastructure can work. The exact setback is site-specific, so do not copy a distance from another property. Show the building footprint, driveway, turning areas, water location and defendable-space boundary together on the plan.

Defendable space and vegetation management

Defendable space is the managed area around the building that reduces the intensity of a fire reaching it and provides safer conditions for protection. The endorsed plan should describe the vegetation treatment and its ongoing standard. Treat it as a maintenance obligation: regrowth, fallen branches, accumulated leaf litter and changes in garden layout can alter the conditions on which approval depended.

Water and emergency access

A BMO response can require on-site water and access suitable for emergency services. Locate the water supply where it can be reached and used as specified, and design the driveway and turning arrangements around the responsible authority’s requirements. A tank hidden behind a gate, a narrow bridge or an unmaintained access route can defeat the intended protection even when the building fabric meets its BAL.

Choose a building form that gives embers fewer opportunities

Embers can travel ahead of the main fire front and lodge in small discontinuities. The most robust starting point is a simple form with few places for embers to collect or enter.

Keep the roof and plan simple

Basic roof lines and minimal re-entrant corners reduce sheltered ledges and junctions where burning debris can accumulate. Complex roof geometry, multiple valleys, deep corners and decorative projections demand more detailed protection and inspection. Simplicity does not remove the BAL requirement; it makes the required detailing easier to coordinate and maintain.

Control gaps and junctions

Review every transition between roof, wall, eaves, fascias, vents, doors, windows, decks and service penetrations. Material gaps and poorly resolved corners can become ember entry paths. Specify closures, seals and other measures as part of an assessed assembly, not as isolated accessories chosen after construction starts.

Deal deliberately with the underfloor area

Unenclosed underfloor spaces can trap embers beneath the house. In higher-risk landscapes, consider a concrete slab or a fully enclosed underfloor space, subject to the BAL assessment, engineering and permit documentation. If a raised floor is necessary, have the designer and assessor resolve the enclosure, supports, access panels and service penetrations as one system.

Match external materials to the assessed BAL

Higher-risk landscapes may justify non-combustible external building elements, but “non-combustible” is not a universal product shopping list. The wall, roof, window, door, deck and attachment must be selected and documented for the actual BAL and the current standard. Performance depends on the complete assembly, interfaces and installation.

  • Ask for evidence that the proposed construction meets the BAL requirement under AS 3959 or another pathway accepted by the building surveyor.
  • Review external walls, roof coverings, eaves, vents, glazing, doors, decks, stairs and penetrations together; a change to one component can invalidate a tested or documented detail.
  • Do not assume a particular cladding, coating, glazing type or mesh is suitable solely because it is marketed as bushfire resistant.
  • If considering stainless-steel ember-guard mesh or a similar opening treatment, verify its suitability, aperture, fixing and installation against the assessed BAL and the complete assembly. The guidance identifies ember entry and material gaps as risks but does not endorse a particular mesh product.

Coordinate the house with the landscape and the way it will be maintained

BAL construction is one layer of risk reduction. The building must sit inside a plan that remains workable for the family and maintainable over time.

Design for inspection

Provide practical access to roof spaces, gutters, vents, underfloor edges and service penetrations so that ember-entry points can be checked. Avoid details that cannot be reached without specialist equipment or dismantling finished work.

Plan the garden around the defendable-space specification

Planting, fencing, storage, sheds, wood piles and outdoor structures can change the fuel arrangement around the dwelling. Locate them and maintain them consistently with the endorsed vegetation requirements. A garden redesign after the permit is issued should be checked against the plan rather than treated as a purely aesthetic decision.

Keep emergency movement clear

Do not allow parked cars, gates, landscaping or stored materials to narrow the approved access route. Confirm gradients, surfaces, clearances and turning requirements with the authority responsible for the site’s approval.

A practical design and approval sequence

  1. Map the site. Record the parcel identifier, contours, vegetation classes, existing structures, access points and services. Obtain current BPA and BMO information in VicPlan.
  2. Commission the BAL assessment. Supply the assessor with the intended building location and any proposed clearing or earthworks. Request a written report that identifies the assessed envelope and assumptions.
  3. Test alternative locations. Compare building positions for separation, slope, access, water and defendable-space practicality. A small shift can change the exposure and the amount of site work required.
  4. Set the building form. Start with a compact plan, straightforward roof geometry and a resolved underfloor strategy. Mark likely ember-entry points before selecting finishes.
  5. Develop the BMO documentation where applicable. Prepare the annotated bushfire management plan showing BAL, setback, defendable space, water and emergency access. Include specifications precise enough to be maintained after occupation.
  6. Coordinate construction details. Have the designer, bushfire assessor, engineer and building surveyor review interfaces, openings and attachments at the same time. Document substitutions-control procedures so a cheaper or faster product is not swapped in without a compliance check.
  7. Confirm permits and endorsements. Lodge the required planning and building applications with the current information. Do not rely on a previous owner’s approval if the design, footprint or site conditions have changed.
  8. Inspect during construction and handover. Check that the built work matches the assessed and approved assemblies. Give the household a maintenance schedule for gutters, vents, screens, vegetation, water and access.

Comparing common design choices

The following comparisons are decision prompts, not universal rankings. The assessed BAL, engineering, planning controls and maintenance capacity decide which option is acceptable for a particular lot.

Decision Lower-complexity approach What to verify before choosing
Overall form Compact plan with basic roof lines and few re-entrant corners That the layout still provides required rooms, access and the site setback
Underfloor condition Concrete slab or fully enclosed underfloor space in a higher-risk landscape BAL suitability, drainage, structural design and access for services
External elements Non-combustible elements where the assessed BAL and assembly evidence support them Complete wall, roof, opening and attachment details, not a material label alone
Opening protection Fewer, simpler openings with documented ember-control details Ventilation, daylight, maintenance access and compliance of the installed system
Site layout Building position integrated with setback, defendable space, water and emergency access Whether the arrangement can be maintained and kept clear throughout the property’s life

Common mistakes that create avoidable risk

  • Assuming every Macedon Ranges property has the same BAL. Exposure is parcel-specific; obtain the assessment.
  • Treating the BAL as the entire solution. BMO planning measures, defendable space, water, access and vegetation management may be equally decisive.
  • Copying a neighbour’s setback or detail. Mapping, slope, vegetation and approval conditions can differ.
  • Adding ember screens or seals at the end. Openings and junctions must be designed as part of the assessed assembly.
  • Using “fire-proof” as a performance claim. The guidance describes risk-reduction measures, not immunity from fire.
  • Letting the site drift after approval. Regrowth, stored fuel, blocked access or an altered water arrangement can breach the endorsed management plan.
  • Substituting products without review. A visually similar component may not provide the same documented performance at the required BAL.

What to ask your project team

  • Which current VicPlan layers affect this parcel, and which council schedules apply?
  • Who prepared the BAL assessment, what area does it cover, and what assumptions would change it?
  • Is a BMO planning permit and endorsed bushfire management plan required?
  • Where are the defendable-space boundary, water supply and emergency-vehicle route shown on the drawings?
  • How does each roof, wall, opening, underfloor and deck detail comply at the assessed BAL?
  • What must the owners inspect and maintain seasonally, and who verifies the work at handover?

For a Macedon Ranges family home, the strongest strategy is a coordinated one: verify the parcel’s controls, obtain the BAL, use a simple and well-sealed form, specify assemblies for that BAL, and keep siting, vegetation, water and access aligned with the endorsed requirements. The final obligations come from the current site assessment, planning controls, AS 3959 application and the responsible council and building surveyor—not from a generic regional checklist.
