How to Dispose of Old Carpet: Local Rules, Recycling, and Safe Removal

Carpet disposal depends on your municipality and hauler. This guide explains how to verify acceptance, find recycling, prepare rolls, remove carpet safely, and handle padding, bulky pickup, C&D facilities and flood-damaged material.

Check your municipality or waste hauler before you cut, roll, place at the curb, or load old carpet. Carpet is not handled through one universal waste stream. Acceptance depends on your location, the hauler, the amount, the carpet and padding, and whether you are using curbside collection, a drop-off site, recycling, or a construction-and-demolition facility.

Ask for the exact preparation, size, weight, appointment, and fee requirements. Then use the route that confirms it will accept your material. The CARE carpet-collection locator can help identify possible recycling sites, but you still need to call the receiving location before transporting the load.

Why carpet disposal rules vary

Carpet is difficult to handle and recycle because it combines several materials, including nylon, polypropylene, polyester, backing, and padding. EPA’s bulky-items guidance advises people to “collect and store carpet separately” and to check with their local waste-management company.

A general answer such as “put it in the trash” or “take it to a recycler” can therefore be wrong for your address. One hauler may accept a small, tied roll through a scheduled bulk pickup; another may require a drop-off appointment or refuse carpet entirely. Some programs accept padding with the carpet, while others require separate preparation. Quantity, piece length, weight, and whether the material is wet or contaminated can also change the route.

Do not assume that rules for household garbage, renovation debris, or another city apply where you live. The examples below show how sharply local instructions can differ.

Use this decision path before moving the carpet

  1. Identify your local collection authority. Call the municipality, contracted hauler, or transfer station that serves your address. Ask whether it accepts carpet, carpet pad, or both; whether curbside bulk pickup is available; whether an appointment is required; and whether quantity, piece-size, weight, or fee limits apply.
  2. Check for recycling. Search the CARE locator for collection locations in your area. Contact each possible site to confirm the carpet type, padding, preparation, quantity, hours, charges, and whether it accepts residential material. A listing is a starting point, not proof that the site can take your load on the day you arrive.
  3. Follow only the receiving route’s preparation instructions. Store carpet separately. Cut, roll, tie, bag, or separate the padding only as the hauler or facility directs. Preparing it one way for a different program can make the load unacceptable.
  4. Use an approved fallback if necessary. If no hauler or recycler accepts the material, ask about bulky-waste collection or an authorized construction-and-demolition facility. Confirm the fee and whether you must deliver the load yourself.
  5. Arrange transport safely. Keep rolls secured, protect the vehicle from dirt and moisture, and do not overload a cart or vehicle. Wet carpet is substantially heavier and harder to handle than dry carpet.

Questions to ask the hauler or drop-off site

Have your address, approximate carpet area, carpet type if known, amount of padding, and whether the material is dry and clean ready before you call. Ask these specific questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Is carpet accepted through my normal trash, a bulky-item route, or a separate drop-off?
  • Is carpet pad accepted with the carpet, and does it need to be separated?
  • What is the maximum roll length, piece length, weight, or number of pieces?
  • Must the pieces be rolled and tied, cut into sections, bagged, or left intact?
  • Do I need to remove tack strips, staples, wood, metal, or other flooring materials?
  • Is curb placement allowed, and what collection day or appointment applies?
  • Are there one-time, per-piece, per-load, or recycling fees?
  • Does the site accept wet, moldy, glued-down, commercial, or flood-damaged carpet?
  • What identification, proof of residence, vehicle type, or unloading procedure is required?

Write down the name of the program, the instructions, and any appointment number. If the answer comes from a private hauler, verify that the hauler is authorized to collect and dispose of the material in your jurisdiction.

How local limits can differ

These documented examples are local rules, not national standards. They demonstrate why you must confirm requirements for your own address.

Location or guidance Quantity or size rule Preparation or destination Cost information
Montgomery County, Pennsylvania Example accepted small quantities are pieces no longer than 4 feet, with a 10-pound maximum. Pieces are rolled and tied; residents are told to ask the hauler about carpet and pad. A construction-and-demolition facility is identified as an alternative when haulers will not take the material; a disposal fee applies there.
City of Calgary Small amounts may go in the garbage cart only when pieces are shorter than 1.25 metres (4 feet) and the lid closes. Larger amounts go to an Eco Centre rather than the household cart. Charges apply to larger quantities taken to an Eco Centre.

Neither example establishes a general four-foot rule. A different municipality may set a shorter limit, require a scheduled bulky pickup, or prohibit carpet in carts altogether.

When carpet recycling is available

Carpet recycling exists in some regions, but it is not a universal curbside service. Start with the CARE locator, then confirm acceptance directly with the listed site. Ask whether it takes broadloom carpet, carpet tiles, pad, attached backing, or only specified fiber types.

What happens to recovered carpet

EPA’s WARM Version 15 analysis, published in May 2019, models residential broadloom carpet recycling as an open-loop process. Recovered components may become secondary materials such as carpet pad, molded products, or carpet backing rather than new carpet. The model includes nylon 6, nylon 6-6, PET, and polypropylene.

That technical analysis applies to residential broadloom carpet. Commercial carpet can have a different composition, so do not use the model’s factors as a description of every carpet product or every recycling plant.

How much carpet is recycled?

The WARM chapter cites a 2011 EPA estimate that 9% of carpet was recycled annually. That is a historical figure reported in a 2019 methodology document, not a current nationwide recycling rate. Current performance varies by program and material, and a national present-day rate should not be inferred from that number.

CalRecycle oversees California’s carpet stewardship program, with CARE as the program operator. Its program page identifies 2023 highlights, but the numerical values in the retrieved graphics are not available as text. The page reports that CARE submitted its 2025 annual report on September 1, 2026, and that CalRecycle conditionally approved a plan amendment on September 14, 2026, with resubmission due November 13, 2026. Program status can change, so California residents should verify current collection instructions with the program or receiving site.

Prepare carpet only after the route is confirmed

Store it separately and keep it dry

Keep removed carpet and pad apart from ordinary household trash while you arrange collection. Store rolls where rain, snow, and standing water cannot reach them. Labeling the material can prevent it from being mistaken for mixed garbage or clean recyclable material.

Do not wrap an entire roll in plastic merely because it is convenient. Some facilities require tied rolls, some require cut pieces, and some reject bagged carpet. Use packaging only when the receiving program instructs you to do so.

Cut, roll, or tie according to local instructions

Carpet can be awkward even when dry. If your hauler specifies a maximum piece length or weight, meet that limit rather than estimating that a larger roll will be acceptable. Keep padding with the carpet only when the program says it may remain attached or bundled.

For example, Montgomery County’s local guidance describes small accepted pieces up to 4 feet long, rolled and tied, with a 10-pound maximum. Calgary’s cart rule allows pieces shorter than 1.25 metres (4 feet) only when the lid closes; larger quantities go to an Eco Centre for a charge. Those instructions cannot be substituted for your own hauler’s rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Remove unrelated materials when required

Ask whether tack strips, staples, nails, wood, metal transitions, adhesive-backed underlayment, or other flooring materials must be removed. A site that accepts carpet fiber may reject a mixed load containing demolition debris. Do not place sharp tack strips loose in a cart or roll where they can injure a collector.

DIY removal before disposal

If you are removing the carpet yourself, EPA’s I-WASTE guidance describes pulling it from the tack strip, cutting it into sections about 3 to 4 feet wide and manageable lengths, removing staples, and using hand tools such as lockjaws or a floor scraper when needed. These are removal techniques, not universal disposal specifications; the receiving facility’s rules still control the final size and packaging.

Removal sequence

  1. Clear the room. Remove furniture and identify thresholds, vents, doors, and transitions that could catch the carpet.
  2. Protect yourself. Wear gloves, eye protection, sturdy shoes, and clothing that covers your legs. Tack strips and staples are sharp.
  3. Lift a corner. Pull the carpet away from the tack strip. Work slowly around the perimeter rather than yanking a full-room section.
  4. Cut manageable strips. Use a sharp carpet-removal knife to make sections roughly 3 to 4 feet wide, then shorten them as needed for safe lifting and the receiving program’s limit.
  5. Remove fasteners. Pull staples and scrape or pry up pieces that remain attached to the subfloor. Keep nails and tack strips separate from the carpet.
  6. Roll and secure only as directed. Tie rolls firmly enough to prevent unwinding, but do not create a roll heavier or larger than the hauler allows.
  7. Handle the pad separately if required. Foam or felt pad can tear and compress differently from carpet. Follow the site’s instructions for bundling or separation.

Why wet carpet needs extra care

Waterlogged carpet is heavy, unstable, and difficult to carry in large rolls. Cut it into smaller sections only if that matches the disaster-debris or facility instructions, and use enough people or equipment to avoid lifting injuries. Do not leave wet rolls sealed in a vehicle where they can leak or develop additional contamination.

Flood-damaged, moldy, or contaminated carpet

Flood-damaged carpet should not automatically enter the normal household-trash route. EPA disaster-debris guidance treats carpet as construction debris in its example and directs residents to follow local separation and set-out rules. Your local emergency-management or public-works office may designate a special collection area, schedule, or disposal site.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before moving contaminated material, ask the local authority what protective measures and packaging are required. Keep it away from clean carpet and ordinary recyclables. If the carpet contains sewage, chemicals, asbestos-containing components, or other hazardous materials, stop and obtain instructions from the responsible local agency; ordinary curbside disposal is not an adequate assumption.

What to do when no recycler or hauler accepts it

Bulky-waste collection

Many municipalities offer a bulky-item route separate from weekly trash. Confirm whether carpet qualifies, whether the service is limited to residents, and whether an appointment or fee applies. Ask where and when the material may be placed; setting it out early or in the wrong location can violate local rules.

Authorized construction-and-demolition facilities

A permitted construction-and-demolition facility may accept carpet when household haulers do not. Confirm that it accepts residential carpet and pad, whether the load must be separated, the operating hours, the vehicle requirements, and the disposal fee. Do not assume that any demolition site, transfer station, or landfill will accept carpet without prior confirmation.

Self-haul safety

  • Use a vehicle large enough to keep the load contained and dry.
  • Secure rolls with straps or other approved restraints so they cannot shift or fall out.
  • Keep sharp tack strips and metal separate and protected.
  • Bring identification, payment, and proof of address if the facility requires them.
  • Unload only in the area designated by the facility staff.

Reuse and donation require separate confirmation

There is no broad, reliable donation standard for used carpet. A reuse organization, flooring contractor, community group, or local materials exchange may accept clean, dry remnants, but acceptance depends on condition, size, odor, age, and demand. Contact the organization before transporting anything and describe the material accurately. Do not present moldy, wet, smoke-damaged, or heavily soiled carpet as reusable.

Commercial carpet is not automatically covered by residential guidance

Commercial installations can differ in fiber, backing, adhesive, tile format, and contamination. EPA’s WARM factors specifically address residential broadloom carpet, and commercial composition may differ. A commercial building manager should ask the waste contractor or recycling program about the exact product, removal debris, and documentation requirements instead of applying household-cart rules.

Final checklist before collection or transport

  • Local authority or receiving site has confirmed acceptance.
  • Carpet and pad requirements are clear.
  • Piece length, roll size, weight, and quantity meet the stated limits.
  • Preparation matches the destination’s instructions.
  • Tack strips, staples, wood, metal, and other unrelated debris are handled as directed.
  • Material is dry, secured, and stored separately.
  • Appointment, fee, hours, vehicle, and identification requirements are confirmed.
  • Wet, flood-damaged, moldy, or contaminated material has a separate approved route.

The safest rule is simple: identify the receiving route first, then prepare the carpet for that route. Local confirmation prevents rejected loads, unsafe curb placement, unexpected fees, and unnecessary landfill trips.
