Building corrosion inspection is a staged condition-assessment process, not a single visual test. First establish the structural system, materials, exposure and history; then document visible distress; finally select tests that answer a defined question about corrosion activity, coating condition, material loss or structural significance. Rust, cracking or peeling paint can justify investigation, but none of those observations alone proves that a building is unsafe—or that it is sound.
For an actual building, a competent structural or corrosion professional must interpret findings and set repair, monitoring or access requirements. Local building rules and the consequences of failure govern the level of investigation. The two most common pathways are corrosion of reinforcing steel embedded in concrete and corrosion of exposed or coated structural steel.

An inspection answers a defined condition question. A walk-through can locate staining, cracks, damp areas, coating breakdown and other clues. It cannot reliably reveal hidden section loss, the rate at which corrosion is progressing or the load-carrying capacity of a concealed member. Those questions require material-appropriate testing and engineering interpretation.
Inspection should be escalated when distress involves a beam, column, slab, connection, balcony, façade support or other structural component; when damage is widespread, changing or associated with water ingress; or when test results will be used to choose repairs. Isolated cosmetic staining on a nonstructural finish may need a different response than corrosion at a primary support.

Start with the building’s context
Before choosing an instrument, assemble the information that controls corrosion risk and the consequences of deterioration.
- Structural system and materials: identify reinforced concrete, bare or painted steel, masonry interfaces, metal cladding and any composite or mixed-material zones.
- Location of the suspected problem: record the member, level, face, connection or enclosure and whether deterioration is interior, exterior or concealed.
- Exposure: note rain, splash, de-icing salts, marine air, industrial chemicals, persistent condensation, leaks, flooding and cycles of wetting and drying.
- Geometry and drainage: look for ledges, crevices, pockets, penetrations and details that retain water or make surfaces difficult to coat and inspect.
- Records: collect drawings, prior inspection reports, coating specifications, repair history, maintenance logs and records of leaks or changes in use.
- Access and safety: determine whether the surface is visible, reachable, trafficable and safe to examine without temporary works or fall protection.
ISO 13822:2010, edition 2, provides a general framework for assessing existing structures, including buildings. It recognizes deterioration such as corrosion as a reason to begin an assessment, but it is not a building-specific corrosion checklist or a replacement for national codes and material-specific practice. The edition was reviewed and confirmed in 2021 and remains current in the cited ISO record.

Stage 1: make a disciplined visual survey
Map observations rather than relying on memory or a few photographs. Use a plan, elevation or grid so each defect can be relocated and compared at the next visit. Photograph a wide view, a context view and a close-up with a scale. Record dimensions, orientation, dampness, deposits, previous patches and whether the defect is active or stable.
Concrete warning signs
- Rust-colored staining or streaks emerging from the concrete.
- Cracks that follow reinforcement, run along edges or widen over time.
- Hollow-sounding, detached or bulging cover concrete (delamination).
- Spalls exposing reinforcing bars, including bars with flaky rust or reduced diameter.
- Leaking joints, failed sealants, damp patches, salt deposits or repeated wetting.
These signs are indicators used to decide whether a corrosion evaluation is warranted. They do not by themselves establish corrosion rate, the amount of steel lost or remaining structural capacity. A clean surface also does not rule out corrosion hidden behind intact cover.
Structural-steel warning signs
- Visible red or black corrosion products, pits, laminations or perforation.
- Blistered, cracked, chalked, peeling or undercut protective coating.
- Rust concentrated at welds, bolted joints, lap joints, stiffeners, base plates and other crevices.
- Standing water, blocked drains, condensation paths or deposits that remain damp.
- Distortion, section edges that appear thinner, loose connections or damage at dissimilar-metal contacts.
AMPP identifies stagnant moisture and electrolytes, as well as details that trap water or make surfaces hard to coat and inspect, as important structural-steel concerns. Exposure and geometry often explain why corrosion is concentrated in one location rather than spread uniformly.

Reinforced-concrete corrosion: choosing the next investigation
In reinforced concrete, corrosion generally involves embedded steel and the surrounding concrete. The visible symptom may be staining or delamination, while the initiating condition is concealed. NACE SP0308-2018 describes physical, chemical and electrochemical techniques for evaluating corrosion-related degradation of conventionally reinforced concrete. Each method answers a different question; none is a universal pass/fail test.

| Technique | Useful question | Important limitation |
|---|---|---|
| Hammer rebound or sounding | Where is concrete unusually weak, loose or detached? | Indicates surface condition and delamination; it does not directly measure steel loss or corrosion rate. |
| Ultrasonic testing | Are there changes, voids or discontinuities in the concrete that merit investigation? | Results depend on geometry, access, moisture and operator interpretation. |
| Electrical-resistance measurements | Does the concrete environment appear more or less conducive to corrosion activity? | Readings are influenced by moisture, temperature, cover and concrete composition. |
| Chemical analysis | Are chlorides, carbonation or other chemical conditions present that can promote reinforcement corrosion? | Sampling and interpretation are needed; a chemical result alone does not quantify structural capacity. |
| Electrochemical-potential mapping | Where is reinforcing steel more likely to be actively corroding? | Potential values are probabilistic indicators affected by moisture, electrical continuity and test setup. |
| Corrosion-rate measurement | What is the estimated activity at selected reinforcement locations? | It is localized and condition-dependent; it cannot by itself describe every bar or the member’s capacity. |
A professional may combine several techniques, expose small areas of reinforcement, take cores or conduct calculations when the decision concerns repair extent or load capacity. The selection should follow the question: locating delamination is different from estimating corrosion activity, and both are different from checking whether a beam remains adequate.
Exposed and coated structural steel
Steel inspection has two linked parts: understanding the exposure and evaluating both the steel and its protective coating. A coating can hide corrosion, while a sound-looking coating may still be too thin for the specified environment. Conversely, coating defects do not automatically mean that a member has lost significant section.
Check the moisture path first
Trace how water, salts or chemicals reach the steel and where they can remain. Inspect tops and undersides of ledges, drain outlets, penetrations, crevices, contact surfaces, base plates and connections. Note whether dissimilar metals touch, whether sealants have failed and whether maintenance or washing introduces electrolytes. Correcting a water trap may be as important as preparing and recoating the steel.
Evaluate coating condition
Coating inspection can identify inadequate surface preparation, holidays, blistering, peeling, chalking, contamination, poor edge coverage and other application-quality issues. AMPP describes coating inspection as a quality-assurance activity that also helps identify corrosion requiring repair or monitoring. Its guidance summarizes the role plainly: “Coatings — the first line of defense — play a major role in protecting structural steel from corrosion.”

A coating thickness gauge (also called a dry-film thickness gauge for steel) can measure dry coating thickness on an accessible coated surface when the instrument is suitable for the substrate and calibrated according to the applicable procedure. Thickness is one property of the coating, not a measurement of remaining steel section. The gauge cannot establish corrosion beneath an intact coating, reveal a concealed member’s condition or determine safety.
Concrete and steel pathways compared
| Decision axis | Reinforced concrete | Exposed or coated structural steel |
|---|---|---|
| Primary concern | Embedded reinforcement corrosion, concrete cracking, delamination and spalling. | Steel section loss, pitting, connection deterioration and protective-coating breakdown. |
| First visual clues | Rust staining, longitudinal cracks, hollow cover and spalls. | Rust products, pits, coating defects, damp traps and crevice corrosion. |
| Typical follow-up | Physical, chemical and electrochemical concrete investigations selected for the question. | Detailed steel examination, coating measurements, access to concealed areas and, where needed, nondestructive examination. |
| What a simple gauge cannot establish | Concrete cover condition, corrosion rate or member capacity. | Steel section loss, hidden corrosion or structural capacity. |
| Key exposure issue | Water and salts entering concrete and reaching reinforcement. | Persistent moisture, electrolytes and geometry that prevents drainage, coating and inspection. |
A practical inspection workflow
- Define the decision. State whether the immediate question is the location of visible distress, coating conformance, evidence of active corrosion, extent of material loss or structural adequacy.
- Set boundaries and safety controls. Identify areas that can be reached safely, isolate hazards and arrange access equipment or temporary support when required.
- Review records and exposure. Compare drawings and maintenance history with actual construction, then document water, salt, chemical and condensation sources.
- Perform and map the visual survey. Photograph and measure defects, assign locations and mark areas that are damp, hollow, cracked, delaminated, coated or exposed.
- Prioritize by consequence. Give immediate attention to distress at primary members, connections, supports, balconies, façades and areas where falling concrete or steel could injure people.
- Select targeted tests. For concrete, choose physical, chemical or electrochemical methods that answer the defined question. For steel, examine coating condition, moisture paths and accessible metal, adding nondestructive examination or exposure of concealed areas when justified.
- Interpret results together. Correlate readings with maps, exposure, drawings and member geometry. Treat isolated instrument readings as evidence requiring context, not as an automatic pass or fail.
- Decide on monitoring, assessment or repair. Establish what will be observed, at what interval and by whom when deterioration is stable but uncertain. Proceed to a detailed engineering assessment when capacity, extent or progression is uncertain.
- Document the basis for action. Record methods, locations, calibration, environmental conditions, assumptions, limitations, photographs and the professional responsible for conclusions.
When to escalate immediately
- Reinforcement or structural steel is visibly sectioned, perforated, severely pitted or detached from surrounding material.
- Cracks, delamination, spalling, distortion or coating failure are widespread, rapidly changing or located at a support or connection.
- There is unexplained movement, sagging, unusual vibration, falling debris or a risk to occupants and the public.
- Water, chloride, chemical or industrial exposure continues and cannot be stopped through routine maintenance.
- A test result will determine load limits, occupancy, demolition, strengthening or the extent of concrete removal and steel repair.
Restrict access or install temporary protection when a qualified professional identifies an immediate hazard. Do not remove large areas of concrete, weld onto damaged steel or apply a new coating over active corrosion without an engineered repair plan.

The gauge measures dry-film thickness on an accessible coated surface. It does not measure steel thickness or detect every defect beneath the coating. Pair coating readings with surface preparation checks, visual examination and steel-thickness or nondestructive testing when section loss is the question.

“Every crack means the same thing.”
Crack orientation, width, depth, age, moisture and relationship to reinforcement or a structural detail matter. Map and monitor cracks, then have a professional determine whether corrosion, movement, shrinkage or another mechanism is involved.
“One test gives a safety rating.”
Rebound, ultrasonic, electrical, chemical, potential and corrosion-rate measurements each have defined uses and limitations. A capacity conclusion requires member geometry, material properties, loads, deterioration extent and engineering analysis.
“Paint over the rust and move on.”
Recoating without fixing moisture sources, removing unsound material and preparing the substrate can trap contamination and allow corrosion to continue. Repair specifications should address preparation, remaining section, edge details, compatibility and future inspection.

A report should let another professional understand what was seen, where it was seen and how conclusions were reached. At minimum, request:
- Building description, structural system, inspected areas and access limitations.
- Exposure and moisture history, including salts, chemicals, leaks and condensation.
- Defect maps, dimensions, photographs and dates, with repeat observations identified.
- Test methods, equipment suitability, calibration or verification, environmental conditions and sampling locations.
- Separate findings for visible condition, corrosion activity, coating condition, material loss and structural significance.
- Uncertainties, areas not inspected and assumptions that affect the conclusion.
- Recommended monitoring, further assessment, temporary controls or repair actions, with the responsible professional identified.
This separation prevents a coating measurement or visual symptom from being mistaken for a structural-capacity verdict.

How inspection findings lead to action
Routine maintenance or monitoring
Use this path when deterioration is limited, the cause is understood, structural significance is low or uncertainty can be reduced through scheduled observations. Monitoring should specify locations, measurements, photographs, environmental notes and a trigger for escalation rather than simply saying “check periodically.”
Detailed assessment
Choose a more detailed assessment when the extent or rate of deterioration is uncertain, a primary member is involved, exposure continues or the consequences of failure are serious. The work may combine testing, selective exposure, section measurements, load evaluation and calculations.
Repair and corrosion control
Repair planning should address both damage and cause: remove unsound concrete or corrosion products where specified, restore or replace affected steel, improve drainage or sealing, and apply a compatible protective system. NACE SP0390-2019 provides maintenance and rehabilitation considerations for atmospherically exposed reinforced concrete, while AISC Design Guide 16 addresses assessment and repair of existing structural steel.
Bottom line for owners and painters
Use visual inspection to find evidence and define questions, not to certify safety. Reinforced concrete requires methods suited to embedded-steel corrosion; structural steel requires attention to moisture paths, section condition and protective-coating performance. A dry-film measurement can verify one coating property, but it cannot substitute for a condition assessment. When deterioration affects structure, is extensive or is difficult to interpret, engage a qualified structural or corrosion professional and follow the requirements of the building’s jurisdiction.
