You can turn a clean paper grocery or gift bag into a small basket by cutting it into strips, weaving a flat base, bending the unwoven strips upward, and adding horizontal rows to form the sides. Fold and glue the final strips over the rim so the edge cannot unravel.

This guide gives you two construction routes: a direct flat-strip basket that needs only scissors and a joining material, and a rolled-paper-tube basket built on a hardboard base. Both reuse paper; neither has a published weight rating, waterproof rating, or food-contact certification.

What a paper-bag basket is
A paper-bag basket is a small container assembled from reused paper rather than a preformed basket blank. In the most direct design, the bag becomes long, flat strips. Some strips form a woven center, then the free ends are folded vertically to become the stakes (the upright parts of the walls). More strips pass over and under those stakes until the basket reaches the desired height. The rim is then folded, tucked, and secured.

A second design turns narrow paper strips into tubes by winding them diagonally around a skewer. Upright tubes are fixed to a hardboard base, and additional tubes are woven horizontally through them. This version creates a more shaped object and allows optional finishing such as clear spray varnish or belt-style handles, but it involves more parts and more shaping.
Use either construction for light organization, gift presentation, or decoration. A source activity also presents a paper basket for small-item storage, while a separate small-project example uses one as a cover for a small house plant. Those are intended uses, not laboratory performance tests.
Choose the construction method
| Method | Core process | Materials and joining options | What distinguishes it |
|---|---|---|---|
| Woven flat strips | Cut long strips, weave a center base, fold the free strips upward, weave additional rows, and finish the rim. | Clean paper bags, scissors, PVA glue, staples, or hot glue. | The most direct route when you want to work from a single grocery bag and keep the tool list short. |
| Rolled-paper tubes | Roll strips diagonally around a skewer, attach upright tubes to a hardboard base, and weave horizontal tubes over and under. | Paper strips, skewer or dowel, hardboard base, adhesive, and optional clear spray varnish or belt handles. | Requires tube-making and a separate base, so it offers more shaping choices and more assembly steps. |
| Flat-strip square project | Use eight strips cut to 1 × 12 inches to form a square woven base, following the small-project format. | Paper strips, scissors, and an adhesive or other fastening method suited to your instructions. | Provides a defined small-project strip size; those dimensions are not automatically the right size for a grocery-bag basket of every size. |
These methods have not been compared in a controlled strength or ease test. Choose by the size you want, the paper you have, and whether you prefer flat weaving or tube-making.

For the flat-strip basket
- One or more clean, dry paper grocery or gift bags. Brown grocery bags are a workable example.
- Scissors; craft scissors are suitable if they cut your paper cleanly.
- A joining material: PVA craft glue, staples, or hot glue. Use the option that matches your comfort level and the surface you are fastening.
- A ruler or straightedge can help you mark even strips, although the core activity requires scissors and a fastening material rather than a specialized tool.
For the rolled-tube basket
- Clean paper cut into strips.
- A wooden skewer or dowel for winding the strips.
- A hardboard piece for the base.
- Adhesive for fixing upright tubes and securing the woven rows.
- Optional clear spray varnish and optional belt material for handles, as shown in one rolled-tube example.
An engineering activity also lists an empty card box among its materials. It can serve as a support or form while you work, but a box is not required for every basket design.

Method 1: weave a basket from flat bag strips
This method follows the natural construction of a strip basket: base, upright stakes, side rows, then rim. Work on a flat table so the base stays square and the paper does not crease unpredictably.
- Prepare the bag. Empty the bag and make sure it is dry and free of food residue. Flatten it. Cut away the handles and the folded bottom seam so you have broad paper to mark.
- Plan the strip direction. Decide the approximate footprint of the basket before cutting. A wider base needs longer strips; a taller basket needs enough remaining length to stand upright and continue above the base. Keep strips as long as the bag allows and make their widths consistent within one project.
- Cut long strips. Mark parallel lines and cut carefully. If you are adapting the small square format, eight strips measuring 1 × 12 inches are the specified starting set for that project. Do not assume those dimensions will produce a large grocery-bag basket; they describe a defined small example.
- Lay out the base. Place half the strips parallel to one another. Weave the remaining strips across them, alternating over and under. Center the crossings and adjust the gaps until the shape is even. This woven center is the floor of the basket.
- Lock the first crossings. Check that the base does not slide when you lift a corner. If your instructions call for adhesive, add small amounts of PVA glue at selected crossings and let them become tacky. If you prefer staples or hot glue, use only enough to hold the starting area; bulky joins make later weaving harder.
- Fold the free ends upward. At each edge of the base, crease the unwoven length vertically. These upright strips become the wall stakes. Make the folds at the same height around the perimeter so the rim will be level.
- Start a side row. Take a new long strip and weave it horizontally around the upright stakes, passing alternately in front of and behind them. Keep the strip close to the base without crushing the paper. Fasten the beginning and end of the row with PVA glue, a staple, or a small spot of hot glue, depending on the joining method you selected.
- Build the walls. Add horizontal strips one row at a time. Offset the over-and-under pattern on each new row so every upright is held from both sides. Pull the strips snug enough to remove large gaps, but do not stretch or sharply kink the paper. Pause occasionally to push the rows down and check that the sides remain vertical or follow the taper you want.
- Finish the top edge. When the walls are high enough, trim each upright to a useful folding length. Fold the ends over the top horizontal row, tuck them into the weave, and secure them. If the ends are too short to tuck, glue them neatly against the inside instead. Press the rim while the adhesive sets.
- Let the basket set. Keep the basket supported until the joins are firm. PVA glue needs drying time; hot glue sets quickly but can leave visible beads, and staples may remain visible on the inside. Remove or flatten any sharp staple points before using the basket.
How to keep the flat basket square
- Count the base crossings before you start the walls. Unequal spacing at the floor will become more obvious as the basket rises.
- Crease all upright stakes at the same level. A crooked first fold produces a sloping rim.
- Alternate the over-and-under pattern on each row rather than repeating the same sequence.
- Use small fastening points at row starts and ends. Large blobs of glue can prevent a strip from sliding into place.
- Shape the basket continuously. Correcting a leaning wall while the paper is still flexible is easier than trying to straighten a fully dried basket.
Method 2: make a rolled-paper-tube basket
The tube method is useful when you want rounded, cord-like weaving rather than broad flat bands. It is more involved because each tube must be made and the wall supports must be attached to a base.
- Cut the paper. Prepare narrow strips from clean bags or other recycled paper. The strips need to be long enough to wind around the skewer several times.
- Roll diagonally. Place a skewer at one corner of a strip and wind the paper diagonally toward the opposite corner. Keep the roll tight and smooth. Apply a small amount of adhesive at the final corner, then slide the finished tube off the skewer.
- Prepare the base. Cut a hardboard base to the footprint you want. Mark positions around its edges for the upright tubes so the spacing is as regular as possible.
- Attach upright tubes. Fix the tubes to the marked points, leaving enough length above the base to form the sides. Allow the adhesive to hold before applying sideways pressure.
- Weave horizontal tubes. Feed a new tube over and under the upright supports. When one tube ends, join another according to your adhesive instructions and continue the alternating pattern. Keep the rows close and shape the sides as you work.
- Secure the rim. Bend, tuck, or trim the upright tube ends at the top and glue them in place. A separate rim strip can conceal cut ends if your design needs a cleaner edge.
- Add optional finish. One example coats the completed basket with clear spray varnish and adds belt-style handles. Treat those as optional decorative and structural components, not required steps for every tube basket.
Tube weaving can produce a more dimensional appearance, but no verified strength difference is established between the flat-strip and tube methods. Avoid choosing it solely on an assumption of greater load capacity.

Use light coats so the paper does not become saturated and soft. If you want the bag’s original lettering or kraft color to remain visible, paint only the rim, selected rows, or a simple geometric pattern. A clear spray varnish appears as an optional finish in the rolled-tube example, but a coating should be treated as surface decoration rather than proof that the basket is waterproof.
What the finished basket is suitable for
The documented uses are small-item storage, gift presentation, decorative display, and a cover for a small house plant. Good candidates include wrapped presents, craft scraps, dry office supplies, lightweight accessories, or an empty pot placed inside a decorative basket.
Do not treat the paper basket as a tested load-bearing container. The cited project instructions provide no verified weight limit, water-resistance rating, or food-contact suitability. Keep wet soil, standing water, unwrapped food, and heavy objects out of it unless you independently add a properly rated inner container and accept that the paper itself has not been certified for those conditions.

Time, age, and difficulty
The IET activity is aimed at ages 7–11, estimates 60 minutes or more, and describes the work as challenging and requiring dexterity. Those details apply to that activity, not to every paper-bag basket. An adult or older helper can pre-cut strips, manage hot glue, and support younger makers while they weave.

Your actual time depends on the basket size, the number of strips, whether you make tubes, and how quickly your adhesive sets. The flat-strip route usually has fewer preparation stages; the tube route adds rolling, base preparation, and upright attachment.
Troubleshoot common problems
The base keeps shifting
Stop adding rows and re-center the crossings. Hold the base flat with clips or light weights while you place small fastening points at key crossings. Avoid flooding the weave with glue, which can stiffen the wrong areas.
The sides lean outward
Check whether the upright stakes were creased at different heights or whether the horizontal rows are being pulled unevenly. Reposition the most recent row while the adhesive is still workable, then press the stakes against a straight support until they hold.

The rim looks uneven
Trim the uprights to similar lengths before folding them. Tuck each end under the same top row and press the edge flat while it dries. A narrow finishing strip can hide small variations.
The paper tears at a fold
Use a gentler crease and avoid forcing a strip against a sharp corner. Replace a damaged stake before the wall becomes difficult to access. Keeping the paper dry and using even strip widths reduces stress concentrations.
Glue or staples are too visible
Move joins to the inside or the back of the basket, use smaller adhesive amounts, and cover the area with a rim strip or paint. If staples are used, flatten or remove any points that could catch skin or fabric.

Reusing a bag gives a second life to material that might otherwise be discarded. The engineering activity frames recycled and reused materials as one way to reduce the environmental impact associated with designs. That is the project’s rationale; no cited source quantifies the carbon, waste, or energy savings of one paper-bag basket.
For the lowest-material version, reuse bags and household tools you already have, choose the flat-strip method, and reserve paint or varnish for baskets that need a particular appearance. A skewer, dowel, hardboard base, or optional handle is specific to the tube method rather than a requirement for making any paper basket.
