You can make some paper less likely to keep burning by applying a flame-retardant product made for paper, or by buying paper manufactured with flame-resistant properties. Neither makes paper universally fireproof: performance depends on the paper, treatment, application, and tested conditions. Treated paper is not protection for people, documents, or property in a real fire.

Can paper be made fireproof?
No. “Fireproof” suggests paper will not burn, which is not a claim supported for the treatments and products discussed here. Paper Dimensions says its fire-resistant paper is not fireproof or noncombustible; its purpose is to reduce continued burning and flame spread compared with untreated paper under specified conditions. Paper Dimensions’ product information describes an industrial product, not a guarantee for every paper or use.
A flame-retardant treatment may change how paper responds to flame, but it does not make the material safe in an actual fire. Do not rely on treated paper as a fire barrier or use it to protect people, important records, or property.

Choose a paper treatment that fits the paper and use
For small projects, use only a product whose manufacturer identifies paper or paperboard as a suitable substrate, and follow its current directions. A generic household recipe is not established by the product information here. Treatments differ in dilution, application, drying, compatibility, durability, and evidence for performance.
Paper Seal Concentrate
Flame Seal describes Paper Seal Concentrate for paper and paperboard. The manufacturer directs users to dilute it 1:1 with water for normal use, wet the paper thoroughly, and let it dry. Its stated coverage for common applications is 300–400 square feet per gallon of diluted product; actual uptake depends on the paper and how it is applied. Read the manufacturer’s Paper Seal directions before use.

The manufacturer says sealed or coated paper cannot be treated with this product because it needs to penetrate the paper. It recommends testing a small sample for penetration and color fastness before treating the full piece. Those are manufacturer instructions and claims, not a universal suitability guarantee.
Kiilto Fireproof P 60/150
Kiilto describes Fireproof P 60/150 for paper and carton weighing 60–150 g/m², with application by spraying or dipping. Its product page states an application amount of approximately 10% of the finished product’s weight and says treated product can achieve classification according to SFS-EN ISO 11925-2. The listed package sizes—115 kg and an IBC container—indicate a specialist, production-oriented supply rather than a typical small craft product. Check Kiilto’s current product information and technical documentation for the intended end use.

Other specialist options
Kiilto Pro Fireproof I 20 is described as suitable for paper and cardboard when hydrophobic properties are not needed, but the product page primarily positions it for insulation materials. It should not be treated as a default craft-paper choice. See Kiilto’s product information and confirm suitability for the exact paper and application.
For industrial applications, Paper Dimensions offers treated grades described for spray-booth liners, masking, and industrial finishing. It says performance varies by grade, treatment, application, and conditions, and that flame-resistance documentation is available on request. This is an industrial supply route, not general craft-paper guidance. Ask the supplier for documentation on the specific grade and use.

ITC lists a specialty “Flameproof Paper” in a 27–52 GSM range and makes food-grade and packaging claims on its product page. The product name is not a blanket safety guarantee; ITC says specifications may change and asks buyers to request the latest specification sheet. Request current specifications from ITC before specifying it for a product.

- Identify the paper. Check its weight and whether it is coated, sealed, laminated, or otherwise finished. Confirm that the treatment maker accepts that exact substrate.
- Read the current product instructions. Follow the manufacturer’s dilution, application method, coverage guidance, and drying directions. Do not transfer one product’s recipe to another.
- Test a small sample. Check whether the liquid penetrates as intended and whether it changes the paper’s color or finish. For Paper Seal, the manufacturer specifically recommends a small-sample check for penetration and color fastness.
- Treat and dry as directed. A treatment that needs to penetrate cannot be assumed to work on sealed or coated paper. Allow the material to dry according to the product directions before use.
- Keep the claim narrow. Record the product, paper, application, and documentation used. Do not describe a home-treated sheet as certified or fireproof based on a small flame test.
What a fire-test result does—and does not—tell you
A test result applies to the method and configuration tested; it does not automatically establish performance for another paper, coating, mounting, orientation, or setting. The UK government’s Approved Document B FAQ explains that reaction-to-fire classification can depend on the system configuration, including forms, fixings, orientations, and substrates, and that some treatments require maintenance to achieve their classification. The guidance is UK-specific; designers should use the tested field of application and applicable local requirements. Read the UK government’s Approved Document B fire-safety FAQ.
ASTM D777-97 describes laboratory test methods for flame-treated paper and paperboard up to 1/16 inch (1.6 mm) thick, including procedures with and without water leaching. ASTM labels D777-97 historical. Its scope explicitly says the standard measures material response under controlled laboratory conditions and should not be used to appraise actual-fire hazard or risk. It should not be called the current governing standard without checking ASTM’s current catalog and the requirements for the relevant jurisdiction. See ASTM’s D777-97 page and scope.
What to compare before choosing treated paper

When general craft guidance is not enough
If the paper will be used in a building, public venue, or regulated product, do not treat a craft application or home flame test as proof of compliance. Consult the applicable local requirements and a competent fire-safety professional, and obtain documentation for the exact product and configuration. A laboratory classification is bounded evidence, not a prediction of what will happen in every real fire.
