Timber-frame construction succeeds when fire, moisture, structural design and site coordination are controlled from the first drawing through completion. The frame is especially vulnerable while it is exposed, before permanent linings, cavity barriers and weather protection are in place. In England, that means agreeing an evidence-based fire strategy with building control, writing stage-specific precautions into the construction phase plan, and protecting timber from water and prolonged humidity.

This guide is aimed at architects, designers, contractors, developers and building owners. It separates construction-stage controls from the completed building’s design evidence, and identifies where the available guidance is specific to England or to a particular tested system.

What makes timber-frame projects succeed?

A successful project has a documented chain of decisions: the building’s use, height, size and fire consequences determine the design approach; the timber system and its protection are supported by appropriate test, assessment or calculation; the construction sequence brings compartmentation and escape routes online early; and moisture is kept out, detected and dried before it damages the frame. Fire and moisture controls are not separate checklists. Delays in cladding, temporary openings, hot work or wet materials can change the risk from one week to the next.

“Timber frame” also covers different systems. Open- and closed-panel off-site frames are the most established structural-timber use in England, while post-and-beam and engineered mass-timber systems have different detailing, exposure and evidence needs. A low-rise panel frame should not be treated as interchangeable with a large mass-timber building.

Which rules apply in England?

The GOV.UK Approved Documents index lists Fire safety: Approved Document B as statutory guidance dated 16 September 2026. It also lists separate guidance for structure (Approved Document A) and site preparation and resistance to contaminants and moisture (Approved Document C). These documents apply to England; Scotland, Wales and Northern Ireland have different regulatory routes, so projects there must use the relevant devolved guidance.

Decision area What to establish Evidence or coordination
Fire safety Means of escape, compartmentation, fire spread, structural fire performance and external fire exposure Approved Document B route or a justified alternative; agree the design intent with building control
Structural stability Loads, connections, bracing, robustness and fire-induced loss of capacity Structural design calculations, specifications and installation inspections
Moisture Ground moisture, wind-driven rain, condensation, water spillage and drying Approved Document C route, envelope details, moisture monitoring and repair records
Construction safety Changing fire hazards, hot work, storage, alarms, escape and emergency access Construction phase plan, risk assessments and regular reviews

Can I apply the guidance in Approved Document B for combustible structures (e.g. timber) in meeting the requirements of the building regulations?

Not automatically. The Approved Document B FAQ says designers should discuss and agree the design intent and the necessary evidence with building control before work starts. The document addresses common situations. A tall, large or complex combustible structure may contribute significant fuel to a fire, and the standard minimum fire-resistance periods or tests may not address the consequences of fire spread or fire-induced structural failure in that particular building.

Start by testing whether the exposure assumptions in the guidance match the actual construction and credible fire scenarios. An element may be exposed from more than one direction, and a lining or protection system may have a limited field of application. Use evidence appropriate to the proposed use: a relevant fire test, an assessment within its stated scope, or a calculation. A generic “60-minute timber” statement is not a design solution without the building’s height, use, sprinklers, connections, protection and exposure being defined.

When an alternative compliance route is needed

  • Describe the design intent and the functional requirements being met.
  • Identify the fire scenarios, fuel contribution and consequences of failure.
  • Set out the tested, assessed or calculated performance of each critical element and connection.
  • Explain how evidence applies to the exact build-up, orientation, joints, penetrations and supporting construction.
  • Obtain building-control agreement before construction, not after an unprotected frame is on site.

How do you make a timber-frame construction site safer?

Under the Construction (Design and Management) Regulations 2015, clients, designers, principal designers, contractors and workers must eliminate or control fire risks. HSE’s construction-fire guidance says to assess on-site and off-site risks at conception and design. A competent fire engineer may be necessary, particularly for multi-storey or unusual arrangements. Put significant findings, precautions and emergency arrangements into the construction phase plan before work begins.

1. Build a stage-specific fire plan

  1. Map the frame, temporary works, access routes, adjacent buildings, public boundaries, fuel storage and firefighting access.
  2. Identify how an alarm will be raised when the permanent system is absent, who calls the fire and rescue service, and how the site is evacuated and accounted for.
  3. Mark fire points, exits, temporary stairs, assembly areas and appliance access on the site plan.
  4. Define controls for hot work, smoking, charging equipment, generators, waste, heating and flammable materials.
  5. Assign owners and review dates. Update the plan whenever the frame, protection, workforce or neighbouring risk changes.

2. Coordinate the timber supplier and trades

HSG 168 recommends close coordination between the principal contractor, subcontractors and the structural timber supplier. The supplier’s erection sequence, temporary bracing, panel stability, lifting plan and intended compartmentation sequence should be understood by everyone who works around the frame. A late change to cladding, service penetrations or fire-stopping can invalidate an earlier assumption.

3. Install compartmentation as the frame rises

For large timber-frame structures, HSG 168 calls for compartmentation progressively and as early as practicable. Where permanent boards, membranes or fittings cannot yet be installed, use suitable temporary materials for the intervening stage. Record what is temporary, its performance and the date by which it will be replaced. Do not leave a completed-looking elevation masking open cavities or unsealed penetrations.

4. Provide genuine escape routes

Plan multiple ways to reach ground level from different parts of the frame. HSG 168 recommends temporary external stairs where necessary and warns against relying on ladders for extended descent. Keep routes clear, lit and signed; inspect them after each major erection or alteration. Escape planning must account for smoke, blocked stair cores and a worker carrying tools or assisting another person.

5. Control ignition sources and storage

  • Use a permit and fire watch for hot work, with combustible debris removed from the work area.
  • Separate gas cylinders, fuels, packaging and waste from the frame and from heat sources.
  • Prevent unauthorised access and secure the site when workers leave.
  • Keep fire-service access and hydrant or water supplies available as the site changes.
  • Assess fire spread between multiple frames and the risk to people inside and outside the boundary.

6. Select extinguishers from the risk assessment

HSE says the type and number of extinguishers depend on the hazards identified. Examples include water for wood, paper, textiles and other solid materials; powder for liquid and electrical hazards; foam for liquid hazards; and carbon dioxide for liquid and electrical hazards. Place maintained extinguishers at identifiable fire points and consider additional provision for hot-work activities. Their primary purpose is to assist escape; only a trained person should attempt early firefighting when conditions are safe. A “water fire extinguisher for construction site” is therefore a risk-assessment item, not a universal legal specification.

7. Do not sleep in the building

HSE’s direct instruction is: It is essential that no one sleeps within a building under construction or refurbishment because suitable fire precautions will not be in place and in the event of a fire the rescue services would not assume occupancy and therefore not carry out a search and rescue. Provide accommodation elsewhere and communicate the rule to every contractor and security worker.

How should fire performance be evidenced?

Specify the complete assembly, not just the timber grade. Fire performance can depend on board type and fixing, insulation, membranes, joints, penetrations, connections, load level, orientation and whether protection remains attached as the timber chars. The Approved Document B FAQ stresses that evidence must be appropriate to its field of application.

The Building Safety Regulator’s 2025 structural fire-resistance programme examined traditional construction, volumetric and panellised steel, mass timber and timber-frame systems. Its design fire-resistance periods were 60, 90 and 120 minutes; these are test-programme values, not a rule that every timber building must achieve one of those ratings. A fifth large-scale experiment used a timber-frame compartment designed for 60 minutes and reported survival through complete burn-out of the movable fire load, with overall stability maintained and no observed integrity failure in that test. The result applies to that tested design and conditions, and the report reviewed the 2019 edition of Approved Document B incorporating 2020 amendments, not the 2026 edition. See the Building Safety Regulator report for its scope.

How do fire and moisture risks affect project planning?

The building regulations’ functional requirements include protection from ground moisture, precipitation including wind-driven spray, interstitial and surface condensation, and water spillage. The operative requirements should be checked against the current legislation and guidance for the project; the consolidated regulations are available at legislation.gov.uk.

Protect the frame before it is enclosed

  1. Define the weather-tightness milestone for each zone, including temporary roofs, wraps, flashings and drainage.
  2. Sequence deliveries so panels and mass-timber members are not stored exposed longer than the supplier allows.
  3. Keep timber off the ground, ventilated and separated from standing water; protect it without trapping moisture.
  4. Inspect after rain, leaks or condensation. Record moisture readings, location, date and the action taken.
  5. Do not close walls, floors or ceilings until wet materials have dried to the project’s specified limits and any hidden damage has been assessed.
  6. Detail penetrations, interfaces and balconies so water is directed out and can be inspected or repaired.

The government’s Timber in Construction Roadmap 2025 identifies water ingress, humidity and ultraviolet exposure as evidence needs for engineered mass timber. It also highlights smouldering, potential delamination, competence and repairability. These are reasons to set product-specific controls and preserve inspection access, not proof that every timber system has the same durability.

Timber frame versus engineered mass timber: what should be compared?

Comparison axis Questions for the project team
Building and consequences What are the height, size, use, occupancy, fire load and consequences of failure?
System Is it an open or closed panel, post-and-beam or engineered mass-timber system? What evidence covers the exact assembly?
Construction phase How quickly can permanent compartmentation, linings and weather protection be installed? What temporary protection bridges the gap?
Moisture and durability How will exposure, drying, inspection, repair and replacement be controlled and documented?
Competence and coordination Do the designer, supplier, erector, fire engineer, contractor and building-control team understand the system?
Commercial resilience Have insurer, lender, warranty, programme and whole-life repair requirements been addressed?

The roadmap describes low- to mid-rise commercial and non-residential expansion of engineered mass timber as possible where risks are adequately assessed and consequences of failure are accounted for. That is a conditional statement, not a blanket endorsement of a height, use or product.

What should be handed over at completion?

  • As-built fire strategy, compartmentation drawings and evidence schedules.
  • Records of fire-stopping, cavity barriers, protection boards, penetrations and deviations.
  • Moisture readings, drying decisions, leak repairs and concealed-condition photographs.
  • Maintenance instructions for fire doors, alarms, sprinklers where provided, membranes, drainage and accessible timber interfaces.
  • Residual-risk information explaining restrictions on later drilling, cutting, coating or alteration.
  • Contacts for the timber supplier, fire engineer, structural engineer and warranty or insurer conditions.

Insurers and warranty providers may consider property damage, water damage, repairability, durability and business restoration as well as life-safety compliance. The roadmap notes a Mass Timber Insurance Playbook and continuing work on the evidence base. This does not establish that any particular building is uninsurable; it means those stakeholders should be involved early enough to influence design and sequencing.

Where can project teams get practical guidance?

HSE’s HSG 168 and its timber-sector “16 Steps to Fire Safety on Timber Frame Construction Sites” provide construction-phase starting points. Timber Development UK, the Structural Timber Association and Swedish Wood launched the digital “Timber Frame: Where to Start” guide on 3 March 2026. Use these resources alongside the current local regulations, project-specific engineering evidence and competent professional advice.
