The right aged-care door is not chosen by leaf size alone. Specify each doorway against its building classification, resident-use function, accessway and exit role, fire compartment, jurisdictional code adoption, and the way residents will actually find and operate it. The specification must deliver a usable clear opening, understandable hardware, safe egress, compliant fire separation and, where relevant, a level and recognizable route outdoors.
Use the National Construction Code (NCC) for mandatory requirements and the Australian Government’s National Aged Care Design Principles and Guidelines (20 June 2024) for resident-centred design outcomes. They answer different questions and must be coordinated rather than treated as interchangeable.

Begin with a doorway-by-doorway register. A single aged-care project may contain resident bedrooms, communal living rooms, bathrooms, treatment spaces, kitchens, laundries, staff areas, smoke compartments, exits and external courtyards. Their doors can have different access, fire, privacy and supervision duties.
Record the classification and jurisdiction
Confirm the building classification (including whether a part is Class 9c or another class), construction type, storeys, fire compartments, sprinkler coverage and the state or territory adoption of the NCC edition. The cited access and fire provisions below are from NCC 2022 Volume One, while the egress wording cited is from NCC 2019 Amendment 1. An older clause must not be assumed to be the rule for a current project: check the edition and variations legally adopted where the facility is built.

Describe the doorway’s job
For every opening, state whether it is on an accessway, in a resident-use area, part of an exit path, an opening in a fire or smoke barrier, a controlled security boundary, or the principal route to an outdoor area. Note who uses it, in which direction, with what mobility aids, and under normal, alarm and power-failure conditions.
Separate compliance from design aspiration
NCC clauses establish enforceable conditions. The aged-care design guideline adds recommendations about recognition, independence, sightlines and operation. A door can satisfy a dimensional clause yet still be confusing, hard to see or difficult for a person with reduced strength or cognition. Keep both sets of requirements in the schedule so that a compliant detail is also usable.
Clear opening and visibility requirements
Measure the opening that residents receive
NCC 2022 Part D4 states that where a doorway on an accessway has multiple leaves (except an automatic opening door), one leaf must provide a clear opening width of at least 850 mm in accordance with AS 1428.1. “Clear opening” is the usable passage after the door is installed, including the effects of frames, stops, seals and hardware; it is not the nominal width printed for a door leaf.
Show the clear dimension on drawings and verify it on site with the leaf in its normal open position. If a pair is proposed, identify the compliant leaf and make sure furniture, hold-open devices or adjacent construction cannot reduce its effective passage. Confirm any additional circulation, landing and manoeuvring requirements under the applicable AS 1428.1 provisions.
Make glazed doors recognisable
Part D4 also addresses frameless or fully glazed doors, sidelights and glazing that could be mistaken for an opening on an accessway. They must be clearly marked in the conditions of the clause. Put the marking locations, contrast treatment and extent on the drawings and door schedule, then verify the detail against the AS 1428.1 requirements adopted for the project. A transparent panel that is invisible in changing light can cause a collision even when the passage dimension is compliant.

Design for approach as well as passage
Check the approach space on both sides, the direction of swing, the position of furniture and the route used by wheelchairs, walkers and staff trolleys. A clear leaf is of little value if a person cannot get close enough to the handle or must reverse into a circulation path. Coordinate the door with floor finishes, skirtings, wall protection, handrails, signage and lighting.

Know the restrictions on hazardous door forms
The cited NCC 2019 Amendment 1 D2.19 text says a doorway in a resident-use area of a Class 9c building must not be fitted with a sliding fire door, sliding smoke door, revolving door, roller shutter or tilt-up door. The commentary explains that these forms can impede resident movement and hinder egress. Because this is a 2019 edition, obtain the current adopted wording and any state or territory variation before relying on it. Do not copy the prohibition into a generic schedule without checking the doorway’s classification and the code in force.
Understand powered-door conditions
For specified exit conditions, the same D2.19 text addresses power-operated doors, including manual opening when power fails and automatic opening in specified circumstances. It gives a maximum manual opening force of 110 N for the conditions covered by that clause. The value is not a universal limit for every aged-care door; document the clause’s scope, exceptions and test method in the compliance notes.
Compare common operations against the project brief
| Operation | Potential advantages | Risks or coordination checks |
|---|---|---|
| Hinged swing door | Familiar action, straightforward visual recognition and a clear emergency state when held open or closed as designed. | Confirm swing arcs, approach space, closing force, latch release and impact on corridors or beds. |
| Automatic sliding door | Can provide hands-free passage and wide opening where an automatic opening door is permitted. | Check sensor reliability, detection of slow-moving residents, manual operation on power loss, fire interface and emergency release. |
| Bi-fold or large sliding door to a room | Can expand a communal room to an outdoor area when the track, threshold and clear route are properly detailed. | Coordinate panels, pinch-point protection, maintenance, weather exposure, security and fire separation; do not use a form prohibited for the doorway. |
| Revolving door | Generally unsuitable for resident-use egress. | The cited D2.19 text prohibits it in a resident-use area of a Class 9c building; verify current law and classification. |
| Roller shutter or tilt-up door | May serve a specialist service opening in another context. | Not appropriate for a Class 9c resident-use doorway under the cited D2.19 wording; check classification before use. |
The table is a decision aid, not a universal approval list. Fire engineering, access design, security and the current NCC determine whether a particular system is permissible.
Hardware that residents can understand and operate
Schedule the latch, handle and height
The cited NCC D2.21 text specifies accessible latch-operation arrangements in relevant locations. It includes a single-hand pushing action for some devices, an operation height between 900 mm and 1.2 m, and requirements for lever-handle grip and clearance. Select hardware against the exact clause and referenced access standard, not by appearance. State the mounting height, projection, clearance, return shape, handing and force criteria in the hardware schedule.

Match the control to the user
- Use an obvious action that can be performed with limited grip strength or dexterity.
- Avoid controls that require simultaneous twisting, pinching or a key while the user is supporting a mobility aid, unless a specific security strategy requires it and an accessible alternative is provided.
- Keep controls visually distinct from the door and surrounding wall, and place them where a seated or standing user can see and reach them.
- Coordinate privacy, staff access, anti-barricade measures and emergency override with the clinical and safeguarding brief.
Test powered and held-open hardware in every state
For an automatic or assisted door, demonstrate normal operation, delayed or failed sensor detection, manual opening, loss of mains power, generator operation, fire alarm activation and reset. A hold-open device must release as required by the fire strategy; a security lock must not prevent lawful egress. Record test results, not just the product model.
Fire and smoke separation
NCC 2022 C4D12 addresses protection of specified openings in Class 2 and 3 buildings and Class 4 parts. Its special residential-care concession applies only to specified Class 3 buildings with compliant sprinklers. It is not a blanket concession for aged-care buildings, and it does not remove the need to identify the actual fire compartment and opening type.
Build the fire-door decision from the compartment plan
- Mark the wall, shaft or barrier that creates the fire or smoke separation.
- Confirm the building classification, construction type and sprinkler design with the fire engineer and certifier.
- Identify the required door, frame, glazing, seals, closer and latch performance for that opening.
- Determine whether an automatic-closing action is initiated by the prescribed detection arrangement and how it interfaces with access control.
- Check that any hold-open, swing-free or powered arrangement releases and closes in the emergency condition.
- Document tags, ratings, installation details, inspection points and maintenance responsibilities.
Do not infer a rating from a door’s appearance or from a residential-care example in another building class. The concession, where available, is conditional; the current NCC text and the project’s fire report control.
Outdoor doors that support independence
The Australian Government’s National Aged Care Design Principles and Guidelines states: “Doors to the outside must be visible, identifiable, and easily operated by residents.” For a main route to a garden, terrace or courtyard, apply that principle through the whole approach rather than by adding a sign after construction.
Provide a legible route
- Use direct access from a resident area and maintain good sightlines to the destination.
- Make the door visually identifiable from the room, with lighting and contrast that remain effective at different times of day.
- Remove abrupt level and tonal changes at the approach.
- Provide no raised threshold or level change at a main outdoor door; coordinate drainage and weather detailing without creating a trip edge.
- Keep planting, furniture and stored equipment from obscuring the door or narrowing the route.
Select an operation that fits the room
The guideline recommends considering a main swing door that can be latched open or held open automatically. Large sliding, bi-fold or outward-opening doors can also expand a room to outdoors. Choose among them only after checking the fire strategy, egress direction, clear opening, threshold, weather performance and resident supervision. A wide opening is not automatically safer if it creates an uncontrolled exit or a difficult track.

Pair physical access with operating policy
The guideline recommends a policy to unlock outdoor doors daily, staff education that addresses safety concerns, and a system that silently alerts staff when exit doors open. Treat these as part of the access design. Decide who unlocks and relocks, how staff respond to an alert, how the system behaves during a power or network failure, and how residents are supported during activities. A lock, alarm or camera cannot substitute for a documented supervision procedure.
A practical specification workflow
- Map every opening. Give each doorway a unique tag and mark its room, wall, accessway, exit route, fire compartment and outdoor connection.
- Confirm the code basis. Record the NCC edition adopted in the jurisdiction, referenced AS 1428.1 provisions, building classification and any certifier or fire-engineer interpretation.
- Set the usable geometry. State clear opening, swing direction, approach and landing space, threshold treatment, glazing and any pair-leaf arrangement.
- Choose the operation. Compare swing, automatic, sliding or bi-fold options against resident capability, egress, supervision, weather and maintenance.
- Develop the hardware set. Specify latch type, lever or push action, mounting height, clearances, closer, hold-open, access control, emergency release and finish durability.
- Coordinate life safety. Show fire or smoke rating, seals, detector interface, automatic closing, power-failure mode and alarm behaviour.
- Coordinate the user experience. Add glazing markings, contrast, signage, lighting, sightlines, furniture clearances and outdoor wayfinding.
- Write the operating requirements. Include daily outdoor unlocking, silent alerts, staff response, key control, inspection frequency and resident communication.
- Inspect and commission. Measure clear openings, test forces and hardware, verify thresholds and markings, run alarm and power-loss scenarios, and close defects before handover.

Common specification failures and corrections
Nominal width substituted for clear width
Failure: The schedule lists an 850 mm leaf and assumes compliance. Correction: Dimension the installed clear opening, identify the compliant leaf in a pair and verify it after hardware and seals are fitted.
Old code wording copied into a new project
Failure: A team applies the 2019 Amendment 1 D2.19 text without checking current adoption. Correction: Put the edition and jurisdiction on the compliance matrix and obtain current confirmation from the certifier.
Fire concession treated as universal
Failure: A residential-care exception in C4D12 is applied to every aged-care opening. Correction: Confirm Class 3 scope, sprinkler compliance and all stated conditions; otherwise design to the ordinary applicable fire provisions.
Accessible hardware chosen as a catalogue style
Failure: A lever is selected without checking height, grip, clearance or single-hand action. Correction: Schedule the D2.21 and AS 1428.1 criteria and test the installed set with representative users or an access consultant.

Area-by-area coordination checklist
Resident bedrooms and small living spaces
- Confirm the route is an accessway and provide the required clear opening and approach space.
- Keep the operation familiar and avoid hardware that residents cannot use with limited dexterity.
- Coordinate privacy with staff override and emergency access.
Communal rooms and dining areas
- Check high traffic, furniture layouts, trolley routes and potential two-way movement.
- Use glazing markings where transparency could be mistaken for an opening.
- For doors opening to gardens, preserve direct sightlines and a level transition.
Bathrooms and assisted-care rooms
- Coordinate outward or emergency-opening strategy with room dimensions and anti-barricade requirements.
- Keep latches, pulls and emergency releases reachable and understandable.
- Confirm wet-area thresholds do not create an inaccessible step.
Exits and smoke compartments
- Verify the door form, swing, latch, closer and powered operation against the current egress provisions.
- Show how access control releases, how power failure is handled and how alarms initiate closing.
- Keep exit routes free of furniture, equipment and stored supplies.
Service, kitchen and laundry openings
- Separate staff/service requirements from resident-use rules, then confirm classification before selecting shutters or specialist doors.
- Coordinate impact protection, hygiene, durability and cleaning with fire and access details.
Inspection, handover and ongoing maintenance
Before handover, inspect each tagged opening in its installed condition. Measure clear width, check thresholds and approach space, confirm glazing markings and contrast, operate the latch with one hand, and verify that the closing force and manual release are within the applicable criteria. Run the fire-alarm, detector, access-control, generator and mains-failure scenarios specified by the design team.
Give operators a door register showing ratings, hardware, test dates, responsible personnel and fault-reporting contacts. Schedule periodic checks for closer adjustment, worn seals, loose handles, damaged glazing markings, sensor performance, alert delivery and outdoor-door unlocking. Record defects by door tag so a recurring failure can be traced to a component, setting or procedure rather than treated as an isolated incident.
The final specification should therefore read as a coordinated life-safety and usability document: current code basis, measured clear passage, recognisable operation, tested fire behaviour, level outdoor access and a staff process that keeps the system safe in daily use.
