The best workplace flooring is not one material or one “safe” rating. Specify each zone for its actual work, users, contaminants, wheeled equipment, standing time, cleaning regime and maintenance capacity, then verify product evidence for slip resistance, emissions, acoustics, durability and installation. This approach can improve comfort and control hazards without claiming that any floor material alone makes people healthier or more productive.

Why flooring belongs in a workplace wellbeing brief

Flooring affects several conditions people experience throughout a workday: walking and standing comfort, noise, glare, traction, trip exposure, dust control and the time required to clean or repair a surface. Those effects depend on the task and the way the floor is operated. An open-plan office, a reception entry exposed to rain, a kitchenette, a warehouse route for trolleys and a counter where someone stands for hours should not receive the same specification by default.

Australia’s model Managing the Work Environment and Facilities Code of Practice states: “Floor surfaces should be suitable for the work area.” The 2016 model code can be adopted differently by Commonwealth, state and territory governments, so it is guidance for design decisions rather than a substitute for checking the current requirements in the project’s jurisdiction.

Safe Work Australia gives the design priority plainly: “The best way to manage the risk of slips, trips and falls is to eliminate hazards at the design stage of the workplace.” Flooring is therefore part of a wider control system that also includes drainage, housekeeping, lighting, footwear, access planning and worker consultation.

Start with a zone and user map

Describe the activity before choosing a finish

Draw a plan that labels what happens in every area, not just its room name. Record seated desk work, walking routes, collaboration areas, reception queues, deliveries, cleaning access, food preparation, wet processes and any task involving prolonged static standing. Note whether people turn frequently, carry loads, push carts or move office chairs. A material that is comfortable under foot may create too much rolling resistance for a trolley route; a very smooth surface may be easier to move across but become hazardous when contaminated.

Identify the people who will use the floor

Consider employees, visitors, contractors, cleaners and anyone with limited mobility or vision. Ask affected workers about existing problems, such as glare, noise, fatigue, difficult thresholds or wheels catching at transitions. Include likely changes in furniture, equipment and staffing rather than documenting only today’s arrangement.

Map moisture and other contaminants

List rainwater at entrances, drink spills, food residue, cleaning solution, dust, oils or any process-specific substance. Queensland WorkSafe explains that slip risk changes with the contaminant, the task, the cleaning method, footwear, the condition of the floor and the people using it. A generic product label cannot establish that a surface is safe in every one of those situations.

Carpet, resilient vinyl or a harder surface?

Use the following comparison to frame a project discussion, then request evidence for the specific product and installation. “Harder surface” here means a non-carpet finish; performance varies widely between products, textures, joints and maintenance conditions.

Option Where it may help Risks or questions to resolve Evidence to request
Carpet, including modular carpet tile Walking comfort and sound absorption can suit some office settings. It may reduce the harshness of footfall and chair movement when the product, underlay and installation are appropriate. Friction can make trolleys and other wheeled equipment harder to push. Loose edges, ripples, damaged tiles or poorly secured transitions can create trips. Retained dust is not removed until the carpet is vacuumed. Product emissions, acoustic performance, cleanability, wear rating, installation tolerances, edge details and a maintenance method matched to traffic and spills.
Resilient vinyl Cushion-backed vinyl is one of the protective measures named in the model code for prolonged static standing on hard floors. A resilient, cleanable finish may suit areas where spills and frequent cleaning are expected. Slip resistance still depends on wet or dry conditions, contaminants, footwear, wear and cleaning. Smoothness, glare, joints and transitions must be assessed for the actual use. Slip results under relevant conditions, emissions documentation, acoustic and impact data where needed, cleaning instructions, repair method and expected service life.
Other hard, non-carpet surfaces May provide a firm route for equipment and can be appropriate where the process, hygiene needs or traffic demand it. Hard standing can be tiring; reflective finishes can increase glare; sound may travel farther. A surface that performs well when dry may not perform the same way when wet or contaminated. Wet and dry slip data, texture and wear information, glare or reflectance considerations, acoustic treatment around the floor, and details for level changes and edge protection.

There is no evidence here that one of these categories is universally healthiest. “Is carpet better than vinyl for office flooring?” has a zone-specific answer: compare the work, movement, contamination and maintenance requirements, not the material name alone.

How to specify slip and trip safety

Match testing to the real condition

Ask the supplier which Australian or other applicable test standard was used, what contaminant and footwear conditions were tested, and whether the result applies to the installed product rather than a laboratory sample. Queensland WorkSafe’s position is that there is no single correct or safe slip-resistance level independent of task and context. Do not promise “slip-proof” flooring.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Control transitions and edges

Set requirements for level changes, thresholds, ramps, joints and the edge profile of mats. Define installation tolerances so carpet tiles sit flush, resilient sheets or planks remain secure, and adjacent finishes do not form an abrupt lip. Loose mats, curled corners, worn surfaces and uneven repairs should have an owner and an inspection process. Include accessible routes and emergency movement in the review, not only the normal walking path.

Plan for wear and cleaning

A floor can lose traction as its texture wears or as cleaning residue builds up. Require the proposed cleaning products, dilution, equipment and frequency in the handover information. Specify who checks for damage, how quickly spills are isolated, and when a damaged tile, strip or transition is replaced.

Comfort, acoustics and prolonged standing

Carpet can support walking comfort and noise reduction in some offices, but it must not obstruct wheeled equipment. Confirm chair casters, carts and delivery equipment on a representative installed sample. Acoustic performance is product-specific: request measured data for impact and airborne sound where open-plan reverberation or confidential conversations matter. Also check glare from reflective resilient or hard finishes under the actual lighting design.

For prolonged static standing on a hard floor, the model code lists carpet, cushion-backed vinyl, shock-absorbent underlay and anti-fatigue matting as possible protective measures. Treat that list as task-specific guidance, not a prescription for every office. A mat must lie flat, have safe edges, allow mobility aids and cleaning equipment to pass, and not interfere with carts or create a new trip hazard. Test the complete workstation arrangement, including the worker’s footwear and reach pattern.

Indoor air quality: what flooring can and cannot do

Flooring is one component of indoor environmental quality. Evaluate product emissions alongside ventilation, moisture control, dust removal, allergen management and the cleaning regime. Request current product-specific VOC or emissions documentation and identify the test method, date, product construction and installation adhesive covered by it.

Do not say that carpet “cleans” the air or guarantees health benefits. A carpet can retain particles in its fibres; those particles remain there until effective vacuuming removes them. WorkSafe Victoria advises regular vacuuming and dust removal from carpets and adequate ventilation in office air.

A Tarkett workplace whitepaper distributed through Architecture & Design includes historical statistics that need narrow attribution:

Figure How the whitepaper presents it How to use it responsibly
About 1,600 hours at work each year Attributed to the Organisation for Economic Co-operation and Development and cited through a 2018 World Economic Forum article; the year of the OECD estimate is not stated. It illustrates why the workplace environment matters; it is not a current Australian workforce measurement.
About 90% of time indoors Attributed to the Australian Government’s State of the Environment website, accessed by the whitepaper authors in 2019; the underlying year is not stated. Use as historical context, not as proof that a particular floor improves health.
57%, 85% and 45% From a 2012 Allen Consulting Group report commissioned by Medibank: 57% considered an employer’s health and wellbeing focus important, 85% believed employers should offer programs or invest in health, and 45% reported that employers offered initiatives. These are survey results from 2012, not present-day prevalence estimates or evidence of a flooring effect.
“Almost three times more effective” The whitepaper’s characterization of a Comcare study; the original report and year are not identified in the supplied material. Do not quote it as a verified causal result without checking the original study.

The same whitepaper reports that 90% of carpet VOC emissions dissipated within two days of installation, attributing the statement to the Carpet Institute of Australia. The product, adhesive, test conditions, year and underlying study are not stated, so it cannot be generalized to every carpet installation. It also reports average airborne dust particles over smooth floors as twice those over carpeted floors, again attributing the claim to Carpet Institute of Australia cited studies without supplying the study details. Treat both statements as manufacturer-associated claims requiring current, product-specific evidence.

A practical specification checklist

  1. Map each zone. Record activities, traffic intensity, static-standing duration, mobility needs, wheeled equipment and likely future changes.
  2. Consult users and cleaners. Include workers who experience the current floor, people with mobility or sensory needs, facilities staff and contractors who will maintain it.
  3. Document contaminants. Identify where floors may be wet, dusty, oily or exposed to food and cleaning chemicals.
  4. Set slip and trip requirements. State the expected wet and dry conditions, test evidence required, transition details, edge profiles, installation tolerances and wear inspections.
  5. Request product evidence. Obtain emissions, acoustic, slip-resistance, cleanability and durability information relevant to the application. Confirm the applicable standard and jurisdiction with qualified project professionals.
  6. Check movement. Trial chairs, trolleys, carts, mobility aids and delivery equipment on the proposed installed build-up, including thresholds and turns.
  7. Design the cleaning system. Specify ventilation expectations, vacuuming and dust removal, spill response, approved agents, equipment, access and maintenance intervals.
  8. Plan standing protection. Where hard-floor standing is intensive, assess carpet, cushion-backed vinyl, shock-absorbent underlay or anti-fatigue matting while preserving safe access and equipment movement.
  9. Assign responsibility. Name who inspects edges, transitions, loose tiles, worn areas and mats, and who authorises repairs or temporary isolation.
  10. Record handover information. Keep the installed product identification, adhesive details, cleaning instructions, test reports, warranties and replacement specifications with the facilities documentation.

Applying the framework by workplace zone

Zone Primary questions Specification emphasis
Open-plan desks How much footfall and chair movement occur? Is reverberation a problem? Are there glare-sensitive users? Verify acoustic and comfort performance, chair movement, emissions, cleaning access and flat transitions.
Entry and reception Can rainwater, grit or cleaning residue reach the walking surface? Will visitors queue or turn? Use contamination-specific slip evidence, robust edge details, drainage or entry controls and a rapid spill response.
Breakout and kitchen areas What liquids, food residues and frequent cleaning will occur? Prioritise cleanability, wet-condition traction, sealed or secure transitions and documented cleaning agents.
Routes for trolleys and chairs What rolling resistance, turning and threshold conditions are acceptable? Test the complete route; avoid loose edges, excessive pile or abrupt level changes that impede wheels.
Static-standing task How long do people stand, and can a mat or cushioned build-up fit without blocking access? Assess the model-code measures, mat stability, edge safety, cleanability and compatibility with footwear and equipment.

What “best flooring for an office” means in practice

For a conventional office, begin with the work patterns and routes rather than selecting carpet or vinyl on reputation. Carpet may be appropriate where walking comfort and sound absorption are valuable and wheeled movement is manageable. Resilient or other hard finishes may be preferable where spills, frequent cleaning or equipment movement dominate. Mixed specifications are often more defensible: one finish for quiet desk areas, another for entries or spill-prone zones, and a defined treatment for standing-intensive tasks.

Before approval, require a physical sample or mock-up that includes the substrate, underlay, adhesive, transitions and lighting. Observe walking, chair and trolley movement; inspect the surface after cleaning; and review emissions, slip, acoustic and durability documents against the actual use. That evidence-led process is more reliable than a universal “healthy flooring” claim.

Compliance and evidence boundaries

The model code, Safe Work Australia guidance and state or territory regulator material support risk-based selection, design controls, cleaning and consultation. They do not establish that a named material automatically complies everywhere. Confirm current local adoption, accessibility obligations, fire requirements, building approvals and any industry-specific rules with the project’s qualified professionals.

Likewise, manufacturer claims about particle retention, VOC dissipation or wellbeing should be treated as claims about a stated product or study, not independent endorsements. Specify what is measured, under which conditions, and how the result will be maintained after installation.

The decision rule

Choose the floor that performs acceptably for the most demanding credible condition in each zone, then verify that installation and maintenance will preserve that performance. A comfortable surface that creates trolley resistance, a low-emission product that becomes slippery when contaminated, or a durable finish that produces glare and standing fatigue is not a complete workplace solution. Health and wellbeing gains come from matching the floor, the task and the operating system—not from declaring one material best for every workplace.
