In Photoshop desktop, open Window > Layers, select the locked layer, and click its padlock or active lock control. A regular layer should then become editable. If the locked item is the special Background layer, double-click it and choose Layer from Background instead.
A lock protects a layer from unintended changes; the right fix depends on whether Photoshop has locked the whole layer, one layer property, or a parent group—or whether you selected the wrong thumbnail or layer.
How to unlock a regular layer in Photoshop
These instructions apply to Photoshop on desktop. Menu names and icon positions can vary slightly by release, workspace width, or language. Locking is different from hiding a layer: the eye icon controls visibility, while lock controls restrict editing.

- Open the document.
- Choose Window > Layers to display the Layers panel. If the workspace is rearranged or the panel is missing, try Window > Workspace > Essentials. See Adobe’s Layers panel guide.
- Click the layer name or image thumbnail—not the canvas object—to select the layer.
- Click the padlock or active lock control associated with that layer.
- Try the edit you need: move, paint, transform, delete, or change opacity.
When the layer is unlocked, the lock symbol should disappear or change to show that the restriction has been removed. Adobe’s current instructions also document a shortcut: press Ctrl + / on Windows or Command + / on macOS with the layer selected. If the shortcut does nothing, use the Layers panel; customized shortcuts, keyboard layouts, browser-based Photoshop, and mobile versions may behave differently.

How to unlock the Background layer
A default Photoshop document often contains a special layer named Background. It is locked initially and does not always behave like an ordinary locked layer. The dependable way to make it fully editable is to convert it into a regular layer.
- Open Window > Layers.
- Select the Background layer.
- Double-click the Background layer.
- In the dialog, choose Layer from Background.
- Rename the layer if you want, then click OK.
The former Background layer can now be moved in the layer stack, given different opacity, transformed more freely, and deleted like a normal layer. Converting it changes the layer’s role and properties; it does not inherently damage the image. For the documented procedure, see Adobe’s unlock guide and Layers overview.

If you want to preserve the untouched original, select the Background layer and use Layer > Duplicate Layer first. Keep the duplicate hidden or protected while you work on the copy.
How to remove partial locks
Photoshop can restrict individual layer properties instead of locking everything. A fully locked layer generally shows a solid lock icon; a partially locked layer shows a hollow lock icon, according to Adobe’s layer-lock documentation.
- Lock Transparent Pixels: prevents edits outside the layer’s existing opaque pixels.
- Lock Image Pixels: prevents painting or other direct pixel changes.
- Lock Position: prevents the layer from moving.
Select the layer, inspect the lock controls above the layer stack, and turn off the specific active restriction. Then test the operation again. For example, if you can paint but cannot move the layer, inspect Lock Position. If you can move it but cannot paint, inspect Lock Image Pixels.
On type and shape layers, some transparency and image-pixel lock options may be selected by default and cannot be cleared like they can on ordinary pixel layers. Edit text with the Type tool and shapes with shape or path controls; do not rasterize a layer just to remove a lock, because rasterizing can sacrifice editable text or vector behavior. If several restrictions are active, remove the full lock and then reapply only the protections you still need.
When unlocking does not solve the problem
A parent group is locked
An individually unlocked layer may still be affected by a locked folder. Expand the group, select the parent group, and check its lock control. Unlock the group or move the layer outside it if appropriate. Also check whether several layers or the entire group were selected.
You selected a mask instead of the layer
A layer thumbnail represents the image or object; a mask thumbnail controls visibility. Clicking the mask thumbnail makes mask edits active, which can make the layer seem unresponsive or make content appear missing.
To edit the layer itself, click its image thumbnail. A link icon between the layer and mask controls whether they move together—it is not the same as the padlock. To enable or disable a mask, Shift-click its mask thumbnail, use the Properties panel, or choose Layer > Layer Mask > Disable/Enable. The wrong layer is selected
Click the row in the Layers panel rather than relying on an object selected on the canvas. If the Move tool is set to select layers automatically, it may target a different layer than the one you intended to unlock.
The panel or controls are hard to see
Use Window > Layers, widen the panel, and expand collapsed groups. Depending on the workspace and Photoshop release, some controls may appear above the layer stack rather than as a prominent padlock beside the layer name.
The layer type does not accept the intended edit
Unlocking removes an access restriction, but it does not make every layer type behave like a pixel layer.
- Type layer: edit it with the Type tool. Do not rasterize merely to remove a lock, because rasterizing removes editable text behavior.
- Shape layer: edit it with Photoshop’s shape or path controls. Rasterize only if you specifically need pixel-based editing and accept the loss of vector editability.
- Smart Object: edit its contents or use Smart Object-compatible transformations and filters rather than expecting ordinary painting to work directly on the layer.
- Adjustment or fill layer: edit its settings or mask instead of painting directly onto image pixels.
Choose the least destructive fix

Unlocking solves a restriction; it does not automatically make a text, shape, Smart Object, adjustment, or fill layer suitable for every operation.

Photoshop desktop, web, and iPad
The main steps above are for Photoshop desktop. Photoshop on the web and Photoshop on iPad use different interfaces and should not be expected to show the same menus, icons, or keyboard shortcuts.
On iPad, Adobe documents a Layer actions panel containing Lock layer. See Adobe’s Photoshop on iPad layer guide. Do not assume that the desktop Ctrl/Command + / shortcut applies to iPad or Photoshop on the web.
FAQ
Why is my Photoshop layer locked?
It may have a full lock, a partial lock such as Position or Image Pixels, a locked parent group, or it may be the special Background layer. It is also easy to select a mask or a different layer by mistake.
Why can’t I move a layer after unlocking it?
Check Lock Position, the parent group’s lock, and the selected layer thumbnail. If the object is still not moving, confirm that the intended layer—not another layer chosen by the Move tool—is selected.

The image pixels may still be locked, or the selected layer may be text, a shape, an adjustment, a fill, or a Smart Object. Click the image thumbnail and use the layer type’s native editing tools.
Does unlocking a layer delete anything?
No. Unlocking or converting the default Background changes what operations are allowed. However, the edits you make afterward can be destructive, so duplicate the layer first when the original matters.
What is the difference between unlocking a layer and disabling its mask?
Unlocking changes whether the layer or one of its properties can be edited. Disabling a mask temporarily stops the mask from controlling visibility; it does not unlock the layer.
