How to Verify Concrib Retaining-Wall Components Meet Australian Code

Concrib components do not make a retaining wall compliant by themselves. This guide explains the AS 4678 design pathway, material controls, geotechnical and drainage checks, local approvals, inspection-and-test plans and the records needed to prove correct installation.

Concrib components can be part of a code-compliant retaining wall, but compliance is not automatic. It depends on a site-specific design to AS 4678 Earth Retaining Structures, verified soil and drainage conditions, competent installation, inspection records and the approvals required by the local authority. The principal Concrib specification available for review is dated April 2004, while an industry profile is from 2018; neither proves that a product, certificate or approval is current. Treat them as design references and obtain current supplier and engineer documentation before construction.

What “code compliant” means for a Concrib wall

A retaining wall has to satisfy several separate tests. A factory-made header or stretcher may meet its stated material specification, yet the completed wall can still fail if the footing, retained soil, surcharge, drainage or global stability has not been designed for the actual site.

  • Product compliance: the supplied components must match the specified type, dimensions, concrete grade, reinforcement cover and condition.
  • Structural design: an engineer must check overturning, sliding, bearing pressure, internal actions, overall or global stability and any seismic or other project loads required by the jurisdiction.
  • Ground and water conditions: foundation bearing capacity, soil shear strength, groundwater, surface runoff and backfill drainage must be established rather than assumed.
  • Construction compliance: the wall must be assembled, founded, drained and backfilled as shown on the approved drawings, with deviations recorded and resolved.
  • Regulatory approval: planning, building or development approval may apply even when the components themselves are engineered products.

The National Construction Code (NCC), administered through the Australian Building Codes Board, is Australia’s primary set of technical design and construction provisions for covered buildings. It is performance-based and sets minimum levels for safety, health, amenity, accessibility and sustainability. A retaining wall may also be controlled by state, territory or council rules that are separate from the NCC.

Know the parts before checking the paperwork

Concrib’s MC.01 specification describes a crib-wall assembly rather than a single monolithic panel. The load path and the installation checks make more sense when each part is identified.

Component or material Function in the assembly Inspection point
Header unit Runs perpendicular into the embankment and ties the face into the retained fill. Confirm the specified header family, orientation, seating and projection into the fill.
Stretcher unit Runs horizontally, parallel to the visible wall face. Check course alignment, bearing on headers and any damage or dimensional variation.
Closer unit Completes horizontal runs where a full stretcher does not fit. Verify that the drawing calls for a closer at that location; do not substitute by eye.
Taper unit Connects a stretcher course to the course below where the wall geometry changes. Check the taper direction and its interface with adjacent courses.
Back stretcher Forms the rear face of the crib structure. Inspect the rear line before infill hides it.
Spacer block Maintains separation between header courses. Confirm spacing and full seating; missing spacers change the designed cell geometry.
False header Used for double-cell and triple-cell construction. Check the number of cells and false-header locations against the plans.
Cribwall infill Dense rock placed within the cells to provide mass and restraint. Use clean, hard, durable material approved by the project engineer.
Retained fill and foundation material Soil behind and beneath the wall that controls earth pressure and bearing behaviour. Verify the tested parameters and the specified placement and compaction requirements.

MC.01 lists MICRO, MIDI, MAXI and MACRO header families, with historical configurations including MICRO 500, MIDI 700, MIDI LITE, MAXI 1000, MAXI LITE, MACRO 1300 and MACRO LITE. Those labels come from the April 2004 specification. Ask the supplier to identify the current catalogue designation and provide the dimensional and engineering data that correspond to the design, rather than relying on an old name.

Material controls that should appear in the supply record

MC.01 states that the crib-wall components are manufactured from 50 MPa concrete with 25 mm cover to reinforcement. It also specifies rigid steel forms and vibration-table compaction. These are manufacturing requirements in that document, not a blanket declaration that every component currently sold carries the same certification. The delivery docket, batch information and any current conformity documentation should be retained with the project file.

Infill is not ordinary loose soil. The specification calls for dense, hard, durable and clean material approved by the project engineer. It recommends rock between 10 and 50 mm and gives a typical loose-fill density of about 1.5 t/m³. The engineer should confirm whether those values suit the actual design, available stone and drainage arrangement.

MC.01 also calls for geotextile fabric above the gravel infill as a separation layer, with a minimum mass of 140 g/m². Mass alone does not establish suitability. Before buying a fabric, match its polymer, tensile and puncture strength, apparent opening size, permeability or flow rate, roll dimensions and installation details to the project specification. A product that meets the mass value but clogs, tears or cannot handle the site’s water flow is not an adequate substitute.

Design standards and the evidence they do—and do not—provide

The MC.01 design pathway refers to AS 4678 Earth Retaining Structures and Concrib recommendations. It requires site-specific checks of geometry, loads, soil properties, foundation bearing capacity and global stability by suitably qualified engineers. An industry profile published in 2018 says Concrib design proposals followed AS 4678 and that its concrete components complied with AS 3600 Concrete Structures Code.

Those statements are source-era claims. They should not be presented as proof that a current wall is certified, approved or available under today’s edition of a standard. The engineer should identify the editions adopted for the project, document any departures and obtain current supplier data for the exact component series.

Approval is a separate question. For example, Brisbane City Council advises owners to check property zones and overlays. Its guidance says Queensland Development Code NMP 1.7 recommends accepted-industry-standard construction for retaining walls up to one metre. The guidance describes a building-approval exemption only when stated conditions are met, including no surcharge loading, a combined wall-and-fill height no greater than one metre, and at least 1.5 m separation from a building or another retaining wall. That is a Brisbane and Queensland example, not a national one-metre rule. Other councils and jurisdictions can set different triggers, and a wall that is exempt from one approval may still need engineering, drainage or consent under another process.

Pre-construction checks: build the compliance file first

Use the following sequence before ordering components or excavating. It prevents a common mistake: trying to obtain certificates after the wall has been buried.

  1. Confirm the site constraints. Record boundaries, services, easements, nearby structures, roads, slopes, watercourses, trees and access for delivery and lifting. Mark the wall alignment and establish survey benchmarks.
  2. Obtain geotechnical parameters. The MC.01 workflow calls for certification of foundation bearing capacity, surface and subsurface drainage and soil shear-strength parameters. The report should identify the materials tested, groundwater assumptions and the design values used by the engineer.
  3. Define every load. Include retained soil, wall and infill weight, slopes, vehicles, buildings, fences, stored materials, construction equipment and water pressures. A “no surcharge” assumption must be explicit and maintained, not inferred from an empty site on inspection day.
  4. Have the engineer select the system. The design should state the header family or configuration, wall batter, cell arrangement, foundation dimensions, infill, geotextile, drainage, backfill zones, tolerances and any reinforcement or geogrid.
  5. Check the approval pathway. Ask the council or certifier which planning, building, development or neighbour-consent rules apply. Keep written advice and approved drawings with the contract.
  6. Verify installer competence. MC.01 requires, as a specification condition, contractor certification that the system has been used on at least five similar projects and installed on at least 2,000 m² of retaining walls. It also calls for design by an engineer with at least five years of documentable earth-retaining experience. These are requirements in a 2004 document, not current universal legal thresholds; use them as questions to verify experience and then apply the qualifications required in your jurisdiction.
  7. Approve substitutions in writing. Any alternate component, rock, geotextile, drain or plant must be reviewed by the engineer before installation. A visually similar part can have different strength, dimensions or hydraulic performance.

Construction quality assurance: what to inspect and record

Quality assurance is strongest when it is planned as an inspection and test plan (ITP), not left to a final walk-through. The ITP should list each activity, acceptance criterion, responsible party, inspection point, test result, drawing revision and non-conformance action.

Foundation and excavation

  • Set out the wall and excavation from the approved survey benchmarks.
  • Inspect exposed founding material before placing bedding or the first course. Confirm level, width, depth, bearing condition and groundwater against the geotechnical design.
  • Record unsuitable material, soft spots, over-excavation and the engineer’s approved remedy.

Component installation

  • Check delivered units for cracks, spalls, contamination, identification marks and dimensions before use.
  • Assemble headers, stretchers, closers, tapers, back stretchers, spacers and false headers exactly as shown on the drawings.
  • Measure line, level, batter, cell dimensions, course elevations and the position of every drainage element at hold points before they are concealed.
  • Photograph interfaces and record the component batch or delivery reference where available.

Infill, backfill and drainage

  • Confirm the approved rock type and grading, and place it without contaminating it with fines.
  • Install geotextile and drains to the specified overlap, outlet, fall and protection details.
  • Place retained fill in the specified lifts and compact it without pushing the wall out of tolerance.
  • Have a qualified technician or engineer perform required density, material or other tests and attach results to the ITP.

MC.01 places quality-control testing responsibility on the contractor even when the owner commissions independent quality assurance. Independent inspection therefore supplements, rather than replaces, the contractor’s documented controls. The current AHCLSC319 competency document gives a practical field checklist: mark services and wall position, establish benchmarks and excavation depths, assemble components to plans, install drainage to plans and inspect finished work against drawings and specifications.

Drainage is a stability requirement, not an accessory

The stability assumptions in the specification depend on keeping water out of the retained mass and foundation where it has not been designed for. Water adds pressure, reduces effective soil strength and can carry fines into the crib cells.

Depending on the design, measures may include subsoil drains, blanket drains, geocomposite drainage products and catch drains that divert surface water. A geocomposite must be checked for compressive stress; a product that is crushed by the backfill cannot provide its rated flow. Surface runoff must be intercepted so it does not enter the cribwall and create an un-designed load. Outlets need a safe discharge route that will not erode the toe or undermine a neighbour’s land.

How to prove the wall was installed correctly

A defensible handover package lets a certifier, owner or future engineer reconstruct what happened after the excavation is closed. Assemble:

  • the signed design drawings, calculations, standard editions and geotechnical report;
  • approval letters, permits, conditions and any council or certifier correspondence;
  • current supplier data for the exact components, delivery records and damage inspections;
  • the ITP, hold-point releases, survey records, test certificates and non-conformance close-outs;
  • photographs before, during and after installation, including foundations, drains, geotextile, cell infill and outlets;
  • as-built dimensions, wall alignment, top and toe levels, batter, drainage locations and any approved deviation;
  • installer and engineer declarations required by the contract or jurisdiction; and
  • maintenance instructions, inspection intervals and a record of who is responsible for keeping drains and catchments clear.

If a required inspection was missed, do not assume a later visual check can prove concealed work. Ask the engineer whether survey, non-destructive investigation, selective exposure or a revised design is needed, and document the decision.

Choosing between a crib wall and other retaining systems

There is no reliable current, like-for-like price comparison in the available technical material. The correct comparison is the complete installed system, including excavation, drainage, lifting, engineering, approvals, access, maintenance and risk—not the price of a single unit.

Decision axis Questions for a Concrib crib wall Questions for sleepers, modular blocks, gabions or geogrid systems
Structural form and footprint How many cells, headers and courses are needed, and what batter and foundation width does the design require? Does the alternative rely on mass, reinforcement, anchors, a facing system or a different footprint?
Soil and surcharge Which soil strengths, groundwater levels and surcharge limits were used in the AS 4678 design? Are the alternative system’s assumptions and connection details valid for the same loads?
Drainage Where are subsoil, blanket and catch drains, geotextile and outlets shown? Can the alternative remain stable if water levels rise, and how are filters and outlets protected?
Strength and durability Do current component records confirm concrete grade, cover, dimensions and exposure suitability? What material tests, corrosion protection or facing durability evidence is supplied?
Installation and access Can delivery, lifting and cell filling be performed within the site constraints? What plant, reinforcement placement, anchoring or specialist labour is required?
Inspection and approval Can the contractor provide the specified experience, ITP and hold-point records? What qualifications, tolerances, testing and local approval triggers apply?
Lifecycle obligations How will outlets, catch drains, settlement and vegetation be inspected? What movement, corrosion, joint, mesh or reinforcement maintenance is expected?

Common failure modes and corrective decisions

Water appears behind the wall

Possible causes include blocked outlets, missing filters, an unconnected drain or runoff entering from above. Keep people and heavy equipment away from the affected zone, control the water source if safe, and have the engineer inspect before adding fill or drilling through the wall.

The face is out of line or bulging

Check whether the movement occurred during assembly, backfilling or after a rain event. Do not push the wall back with machinery or add a cosmetic facing. Survey the wall, review compaction and water records, and obtain an engineered repair or reconstruction method.

The foundation settles or rotates

Re-check founding material, bearing pressures, groundwater and any unrecorded excavation. Remediation may require unloading, drainage, underpinning or rebuilding; the appropriate action depends on the engineer’s investigation.

A component or material was substituted

Stop the affected work and identify the exact product, dimensions, strength and installation location. The design engineer should accept, reject or redesign the substitution in writing before concealment.

The practical verdict

Concrib’s documented system provides a clear starting framework: engineered crib components, specified concrete manufacturing controls, approved infill, geotextile separation, AS 4678-based design and a formal inspection process. A compliant result still requires current component evidence, a site-specific geotechnical and structural design, drainage that matches the stability assumptions, the correct local approval pathway and records proving that construction followed the drawings. Treat the April 2004 MC.01 specification and 2018 profile as historical references, confirm current requirements with Concrib and the project engineer, and do not sign off the wall until concealed work and non-conformances are documented.
