AIA’s headquarters story has two distinct chapters. In 2008, the American Institute of Architects proposed a comprehensive renovation of its 180,000-square-foot Washington, D.C., office to demonstrate sustainable retrofit and integrated project delivery. That scheme was reported on hold in 2009. A later project, led by a different design team, renewed the building as a fully electric, net-zero retrofit, according to AIA. Keeping the proposals separate is essential: the original 60 percent energy-reduction figure was a goal, while the later 58 percent decrease was reported for the completed renewal by USModernist in 2026, using a baseline and scope not shown to be identical.
Why AIA targeted its headquarters for a demonstration renovation
AIA had occupied its headquarters on New York Avenue in Washington, D.C., since 1973. The 180,000-square-foot building was designed by The Architects Collaborative as a Modernist concrete office. By 2008, its mechanical and other building systems were aging and increasingly difficult to maintain. James Gatsch, FAIA, the owner’s representative for the proposed project, described the practical problem plainly: “The building is 35 years old and it is becoming increasingly difficult to keep the systems operational,” he told Architectural Record.

AIA named its planned comprehensive renovation the “21st Century Workplace Project.” The ambition went beyond repairing equipment. AIA wanted the project to show that a mid-century urban office could be upgraded sustainably instead of being discarded, while also demonstrating a more collaborative way to design and build. That made the headquarters a public case study: the building itself was the subject, but the process was part of the lesson.
The 2008 article presented a proposed energy-use reduction of 60 percent. That number came from Gatsch as a target for the planned project, not from a completed measurement. It should therefore be read as a design goal rather than proof that the building achieved that performance.

What the 2008 design was supposed to change
Windows, ventilation and daylight
The proposal called for operable double-pane windows. Operability could give occupants a way to use outdoor air when conditions allowed, while the double glazing was intended to improve the envelope over the building’s original windows. The design also proposed reconfiguring interior areas to make more natural ventilation and daylight possible. These were coordinated changes rather than isolated window replacement: room layouts, air movement, electric lighting and occupant comfort all had to work together.

The plan included slightly reducing a later first-floor expansion so the building would more closely regain its original footprint. That move linked preservation and performance. Instead of treating every later addition as permanent, the team considered whether a smaller, clearer volume would better support the building’s architecture and its environmental goals.
Design status, not construction status
When the 2008 account was published, the team was nearing the end of detailed design. The report did not describe a completed renovation, an occupied finished building or verified operating data. Any description of the 2008 scheme as the building’s final form confuses a design proposal with an outcome.

How AIA planned to deliver the project differently
The project team
AIA selected Studios Architecture in December 2007 after seeking qualifications from its membership. DPR Construction was hired as general contractor in March during the 2008 planning cycle, and Syska and Hennessey were retained as engineers the following month. The arrangement placed architecture, construction and engineering decisions in the same early conversation rather than waiting for conflicts to appear in the field.
Building information modeling
The team planned to use building information modeling (BIM) to coordinate systems before installation. Gatsch explained that lighting and audiovisual systems could be worked out in the model ahead of field work. In practical terms, a coordinated digital model can expose spatial conflicts—such as ductwork competing with structure, lighting or technology pathways—while changes are still relatively inexpensive. The 2008 report described this as an intended method; it did not publish a post-occupancy assessment proving how many clashes were avoided.
Integrated project delivery documents
AIA also intended to use newly published integrated project delivery legal documents. Integrated delivery generally aligns the owner, architect, contractor and key consultants around shared decisions, risk and information instead of treating design and construction as fully separate handoffs. For a renovation with existing conditions, that alignment matters because drawings rarely capture every hidden condition in an older building. The documents were part of AIA’s demonstration objective, but the available account does not establish the final contractual results.

Stated participation goals
The 2008 article reported AIA’s intention to award 15 percent of subcontracting work to young firms and another 15 percent to women- and minority-owned firms. Those were stated procurement intentions at the time. They are not verified final percentages, and they should not be presented as completed outcomes.
What happened after the proposal
In July 2009, Architectural Record reported that the headquarters renovation had been temporarily put on hold because of the troubled economy. A separate June 2009 Washington Business Journal search result referred to a possible start in early 2010, but that result does not establish that the 2008 design proceeded, nor does it document a completed construction phase.
The pause is a critical dividing line in the project history. The 2008 concept cannot be treated as a construction record simply because a later headquarters renewal eventually occurred. The evidence supports a proposal, a reported hold and then a separately organized project.

The later headquarters renewal was a different project
A new design and construction team
AIA subsequently announced a renewed headquarters project led by EHDD, with Hood Design Studio, Hartman-Cox Architects and Point Energy Innovations as consultants. Turner Construction oversaw construction management. This team is distinct from the Studios Architecture, DPR Construction, Syska and Hennessey group named in the 2008 proposal.
A fully electric, net-zero retrofit
AIA’s current Global Campus description characterizes the later result as a fully electric, net-zero retrofit. The listed measures include an external photovoltaic sunshade system, a cool roof, insulated glazing and LED lighting with occupancy sensors. Together, those elements address generation, solar control, envelope performance and lighting demand. AIA says the project is on course to attain LEED Platinum and WELL Building Standard certifications. “On course” describes a stated trajectory, not completed certification, so the wording should not be upgraded to “certified” without a later certification record.
Robert Ivy, FAIA, AIA’s executive vice president and chief executive officer, said, “The AIA Headquarters renovation will dramatically transform AIA’s home for its members, staff, and visitors.” His statement refers to the later renewal, not evidence that the 2008 proposal was built unchanged.

How to read the 60 percent and 58 percent figures
The two percentages sound comparable, but the available sources do not document equivalent measurement conditions. The 60 percent number belongs to the 2008 proposal and expresses an intended reduction. The 58 percent number belongs to a 2026 USModernist report about the later renewal and is presented as a decrease in energy use. The sources supplied for this history do not identify matching baselines, measurement periods, boundaries or energy scopes.
That means neither of the following conclusions is justified: that the later project “missed” the original target by two percentage points, or that it “met” the target because 58 percent is close to 60 percent. A defensible comparison would require the same baseline year, the same area and equipment boundary, the same treatment of renewable generation and the same measurement period. Without those details, the figures should remain separate facts attached to their respective projects.
Why the headquarters case matters to renovation practice
Retrofit can be a design project, not just a replacement schedule
The 2008 proposal treated an existing office as an opportunity to rethink windows, air, daylight, circulation and footprint together. That approach is useful for owners of aging commercial buildings: replacing failing equipment may solve an immediate maintenance problem, but coordinated envelope, lighting and layout decisions can address comfort and energy at the same time. The proposal demonstrates the intended direction; it does not prove that every measure was installed.
Early coordination is especially valuable in old buildings
Existing structures contain unknown conditions, and renovations add new systems to a fixed frame. The proposed BIM workflow and integrated delivery documents were meant to move coordination earlier, when design changes are easier to make. Owners considering a similar process should define who maintains the model, which systems must be modeled, how existing conditions will be verified and how field discoveries change the decision process. Those are implementation questions, not documented outcomes of AIA’s 2008 effort.
Performance claims need a measurement plan
An energy target is useful only when paired with a baseline and a post-occupancy method. The separation between AIA’s 60 percent goal and the later 58 percent report illustrates why project teams should publish the reference year, utility boundaries, weather normalization, occupancy assumptions and treatment of on-site generation. Without that information, a percentage can describe ambition or a result without allowing a fair comparison.

AIA’s proposed 15 percent allocations for young firms and for women- and minority-owned firms show that procurement was part of the 2008 demonstration. They remain intentions in the documented account. Renovation case studies should distinguish a commitment, an award, a completed subcontract and a paid final amount; each is a different milestone.
Quick Recap
A concise history of the project
- 1973: AIA begins occupying its 180,000-square-foot New York Avenue headquarters, designed by The Architects Collaborative.
- December 2007: AIA selects Studios Architecture after seeking qualifications from its membership.
- 2008: The “21st Century Workplace Project” is reported as a detailed-design proposal featuring operable double-pane windows, daylight and ventilation strategies, footprint changes, BIM coordination and integrated delivery.
- July 2009: Architectural Record reports that the renovation is temporarily on hold because of the troubled economy.
- Later renewal: AIA announces a separate project led by EHDD with additional design consultants and Turner Construction construction management.
- 2026: USModernist reports a 58 percent decrease in energy use for the renewed headquarters; AIA describes the building as a fully electric, net-zero retrofit and says LEED Platinum and WELL certification are on course.
What the record supports—and what it does not
- The 2008 initiative was a proposed sustainable retrofit and integrated-delivery demonstration for AIA’s existing headquarters.
- The building’s age and maintenance burden were central reasons for considering a comprehensive renovation.
- The original 60 percent energy figure was a goal, not a verified result.
- The 2009 hold means the original design cannot be assumed to have been built as published.
- The later renewal used a different named project team and a different set of documented systems.
- The later 58 percent energy-use decrease is attributed to USModernist’s 2026 report and is not shown to share the 2008 goal’s baseline or scope.
