Geelong Library and Heritage Centre turns a former two-storey library footprint beside Johnstone Park into an eight-level civic interior where a carved dome, park views, social spaces, quiet study and heritage storage work as one composition. ARM Architecture completed the project in 2015; the National Gallery of Victoria dates the project 2013–15.
The design is distinctive because it treats landscape, library tradition and digital-era programming as equal architectural drivers. The result is not simply a sculptural exterior: each described floor has a different acoustic and social role, from café and community activity at ground level to supervised, climate-controlled heritage collections above.

ARM Architecture describes the project as a response to three linked questions: how to celebrate the traditions of great libraries, how to make a building that looks toward the future, and how to create an organic structure that allows the natural world to enter the interior. Those ambitions explain both the building’s familiar and unfamiliar elements.
The dome recalls the monumental reading rooms associated with institutions such as the State Library of Victoria. At the same time, ARM describes the form as an eroded sphere, a deliberately high-tech counterpoint to the historical image of a library. Instead of reproducing a conventional domed hall, the architects cut into the volume, hollowed out portions of its envelope and arranged rooms around changing views.

The building occupies the footprint of the former two-storey library. That decision keeps the project tied to the site’s civic history while allowing a much taller and more varied public program. The facility now contains eight levels, although the operator describes five of them as public levels.
Why the Johnstone Park setting matters
The library sits beside Johnstone Park, the 1926 Geelong Peace Memorial and the Geelong Art Gallery. Heritage-listed Monterey Cypress trees were a particular influence on the design. ARM says the dome is cut away so that part of the park appears to continue into the building, rather than ending at a conventional façade line.
On the west and south sides, crystalline glass forms are described as cave- or grotto-like. These walls are not presented as a single transparent sheet. Their geometry creates a sequence of ledges, projections and oblique outlooks, giving people on different levels distinct relationships with the park.

From inside, you can look out at the park not through a flat glass plane but from vantages, from outcrops and crags, that overlook other lookouts. The garden comes into the building, onto ledges and eyries.”

ARM also says every floor is oriented toward trees. In practical terms, the project’s landscape strategy is therefore sectional: views are not reserved for one grand room, but distributed through the building so that reading, study, children’s areas and circulation can all register the civic park.

How the interior is organised
The floor-by-floor arrangement separates noisy, social activity from quiet concentration while keeping both within one public institution. The descriptions below reflect the spaces identified by ARM and Geelong Regional Libraries; the published material does not enumerate the uses of every one of the eight levels.

Ground floor: a library as a civic living room
The ground floor is planned for movement, conversation and informal use. A café, community gathering areas, popular reading and multimedia make it less like a silent archive and more like a public living room. This placement also means that visitors can use the building without committing to a long stay in a study area.
First floor: children, young people and the tree canopy
Children’s and young people’s services occupy the first floor. ARM identifies a landscaped balcony at treetop level, extending the park relationship upward and giving younger visitors an outdoor-facing space rather than an enclosed room detached from the site.
Second floor: adult collections and concentrated work
The second floor brings together adult books, magazines, journals and electronic resources with a reading lounge and study rooms. Its position above the most active public areas creates a transition from social noise to quieter work, while the park outlook keeps the floor connected to the building’s landscape idea.
Third floor: a protected heritage environment
The Heritage Centre is a materially different kind of library space. Its storage is climate-controlled, and its reading room is supervised. ARM says the repository complies with State Archives Place of Deposit storage specifications. That distinction matters: heritage collections require stable environmental conditions and controlled access, unlike the open browsing model used for general collections.

Fifth floor: events and flexible use
A function room and deck provide a setting for events and adaptable programs. The arrangement gives the building a space that can operate differently from fixed collection floors, with a direct relationship to outdoor views.
Print, digital services and the “Great Wall of Stories”
The project does not position digital services as a replacement for books. ARM highlights the six-metre-high Great Wall of Stories, a tactile book display that makes the physical collection part of the architecture. Its scale turns browsing into a visible civic activity rather than hiding books behind compact shelving.
Geelong Regional Libraries describes a collection of more than 100,000 digital and print items. The operator’s facility information also lists public computers, high-speed internet, smart tables, a video wall, gaming machines and mobile devices. Scheduled programs can include virtual reality and 3D printing, subject to the operator’s current timetable and equipment availability.
This combination matters architecturally. The building accommodates traditional browsing, individual study and supervised heritage research alongside activities that need screens, network access or specialist equipment. The program therefore treats “library” as a range of learning and social services rather than a single room type.
Environmental design: what ARM reports
ARM reports that the building achieved a 5-star Green Star rating. The architect lists several systems and façade measures associated with that rating:

- A solar array on the adjacent Geelong Peace Memorial.
- Measures intended to reduce solar load on the western façade.
These are reported design features and a rating supplied by the architect. The available project information does not provide measured annual energy use, water savings, post-occupancy comparisons or a numerical assessment of how much each measure reduced consumption. It is therefore more accurate to describe the systems as the project’s documented environmental strategy than to claim verified operating performance.

City of Greater Geelong council minutes record that council endorsed ARM’s “Dome Concept” for public consultation in September 2012. Ashton Raggatt McDougall was appointed as design consultant in April 2012. ARM lists completion in 2015, while the National Gallery of Victoria describes the project period as 2013–15; neither date should be treated as a separately verified public opening date.
The City of Greater Geelong owns the facility, and Geelong Regional Library Corporation operates it on the City’s behalf. The operator reports total project funding of $45.5 million, divided as follows:

The funding page is undated, so these figures describe the operator’s reported project funding breakdown, not a current replacement cost or inflation-adjusted value.
Scale and public role
Geelong Regional Libraries describes the facility as 6,000 square metres with five public levels. The eight-level structure consequently includes areas that are not all presented as general public floors, an important distinction when comparing the building’s total size with the space visitors can freely use.

The operator promotes the centre as a cultural and civic destination, while the architect’s account focuses on how the building makes that role visible through its park setting, gathering spaces and layered views. Former Geelong Regional Library Corporation CEO Patti Manolis OAM described the visitor response this way:
“The phenomenal visitor numbers demonstrate to us that the project is meeting all of its objectives. It is creating a vibrant hub in the centre of Geelong, further enlivening the cultural precinct; acting as a significant tourist destination; and providing world-class library and heritage services to all visitors.”

That statement reports a qualitative judgement, not a published count. The available project material does not give a numerical visitor total, a measurement period or a post-occupancy comparison.
Recognition and how to read the awards
ARM’s project page lists the William Wardell Award for Public Architecture, Marion Mahony Award for Interior Architecture, Victorian Architecture Medal, Regional Prize and Sir Zelman Cowen Award for Public Architecture. The page does not provide award years, so the honours are best cited without attaching a specific award cycle unless the relevant award body is checked separately.
What makes the design “smart”
The intelligence of the project is less about one spectacular object than about coordination. The dome gives the building a memorable civic identity, but its cut-away geometry also performs practical work by framing trees and park views. The floor plan uses different acoustic and environmental conditions for different kinds of library activity. The heritage centre receives controlled storage and supervision, while the ground floor supports informal social use. Books remain highly visible through the Great Wall of Stories even as digital access, gaming, virtual reality and fabrication programs are incorporated.
