David Chipperfield Architects Berlin’s 2018 “completion of the second phase” was a major construction milestone, not the end of the Neue Nationalgalerie refurbishment. Crews repaired the reinforced-concrete structure and sculpture-garden walls, added a second elevator, replaced the eastern-terrace ramp, restored Mies van der Rohe’s below-ground circulation, upgraded the café and cloakroom, and excavated 9,700 square feet for storage and technical rooms. The museum ultimately reopened on 22 August 2021 after the full 2012–21 project.
The renovation’s defining challenge was to make a landmark built in the 1960s safer, more accessible and technically capable without changing its visual identity. About 35,000 original components were dismantled, restored or modified where necessary, and reinstalled in their precise original positions.

What the 2018 second-phase milestone meant
The phrase “completes second phase” describes the point reached in a multi-stage refurbishment, not a finished museum. David Chipperfield Architects Berlin received the commission in 2012, construction began in 2016, and the architect’s project record dates the refurbishment from 2012 to 2021. A 2018 report from Architectural Record covered the end of phase two while later work was still planned.
That distinction matters because the Neue Nationalgalerie remained a construction project after the 2018 announcement. The building’s public return came on 22 August 2021, according to the Staatliche Museen zu Berlin. The Royal Institute of British Architects (RIBA) records a project completion date of 14 December 2020, while the architect lists completion in 2021; neither date should be confused with the public reopening.

What phase two changed in the building
Phase two concentrated on the parts of the museum that had to carry people, equipment and services while remaining visually faithful to Mies van der Rohe’s design.
Repaired the concrete and sculpture-garden enclosure
Crews restored the reinforced-concrete substructure and the walls enclosing the outdoor sculpture garden. These repairs addressed deterioration in the building’s structural fabric rather than introducing a new architectural expression. The museum authority identified structural concrete, construction defects and damage as central reasons for the technical overhaul.

A second lift improved vertical movement through the museum and provided additional capacity for visitors, staff and museum operations. The intervention formed part of a broader accessibility and circulation strategy: the goal was to make the existing building work better without replacing its characteristic open interiors.
Replaced the eastern-terrace ramp
The steep ramp on the eastern terrace was replaced with a gentler slope. This is a small-looking change with a direct effect on access, reducing the physical difficulty of entering and moving through the building while preserving the terrace’s role in the overall composition.

Restored the original public circulation below ground
Below ground, the work restored Mies’s public circulation scheme. The objective was not to redesign the visitor route but to recover the intended relationship between entrances, stairs, lifts and service areas after decades of wear and piecemeal adaptation.
Improved the café and cloakroom
Visitor services were upgraded in the basement, including the café and cloakroom. These facilities are operational necessities in a major museum, yet they also influence how long visitors can stay and how smoothly busy exhibition days function. Updating them allowed the museum to support contemporary use without altering the landmark’s public image.

Excavated new storage and technical space
The most extensive physical modification was excavation beneath the eastern terrace. The 2018 account reports 9,700 square feet of additional storage and technical space. Locating these functions below grade increased the museum’s capacity while keeping equipment and collections support largely out of the glass hall and other prominent spaces.
Why the renovation required both conservation and modernization
The Neue Nationalgalerie is a protected modernist landmark, but its original systems were not sufficient for a contemporary museum. The museum authority described the programme as a response to safety problems, construction flaws and structural damage. Its priorities included fire prevention, the building envelope, the causes of glass breakage, structural concrete and building services.

At the same time, the museum needed air conditioning, security, modern lighting, reliable electrical distribution, collection storage and visitor amenities. Those requirements can pull conservation in opposite directions: ducts, sensors, sprinklers, cables and plant rooms need space, while the architecture depends on an unusually clear visual field and a small number of carefully proportioned elements.
The project was coordinated with Berlin’s Monument Authority. Their shared goal was to preserve the landmark’s appearance and retain as much historic building fabric as possible. In practical terms, that meant treating new services as carefully integrated infrastructure rather than as an excuse to redraw the building.

The governing trade-off
| Conservation obligation | Contemporary museum requirement | Project response |
|---|---|---|
| Keep the visual character of Mies’s building | Provide safe, legible visitor routes | Restore the original circulation scheme and introduce a second elevator and gentler ramp |
| Retain historic concrete, walls and fittings | Correct damage and construction defects | Repair the reinforced-concrete structure and sculpture-garden enclosure |
| Protect the open glass-and-steel hall from clutter | Add storage and technical capacity | Excavate below the eastern terrace for 9,700 square feet of support space |
| Respect original details and proportions | Meet fire, climate, security and electrical needs | Install updated building services while preserving visible historic fabric |
This was not a choice between competing design schemes. It was the project’s governing constraint: improve performance while making the smallest possible visual and material departure from the original.
How the team preserved the original building fabric
The first phase involved dismantling, cataloguing, refurbishing and storing an estimated 35,000 building parts, while removing harmful materials. That inventory created a controlled way to work on the building rather than demolish and replace it. Components could be repaired, modified where necessary and returned to known locations.

David Chipperfield Architects says the approximately 35,000 original components were reinstalled in their precise original positions. This approach matters in a building whose character depends on alignment: mullions, panels, doors, stone elements, metalwork and other parts read as a coordinated system rather than as isolated objects.
Selective modification was still allowed. A component that could no longer meet safety or performance requirements was not treated as untouchable, but the intervention was expected to remain legible as a repair within the existing architecture. The result was a refurbishment rather than a new interpretation of the museum.

The 2018 report described a final phase in future tense. It was expected to reinstall the dismantled components and add new heating, air-circulation, lighting and electrical systems. Those statements describe the schedule and intentions known in 2018, not a present-day construction forecast.
Later records show that the overall refurbishment was completed in the 2020–21 period and that visitors returned in August 2021. The architect’s project page identifies the completed work as a 2012–21 refurbishment with a gross floor area of 13,900 square metres. The museum authority’s history confirms the public reopening date.

What the finished work means for visitors and collections
Visitors experience the renovation through a set of practical improvements rather than a new architectural style. A gentler eastern ramp and an additional elevator improve access. Restored circulation makes the below-ground route easier to understand. A renewed café and cloakroom support longer visits and reduce pressure on arrival and departure areas.
Much of the most consequential work is invisible. Fire protection, repaired concrete, improved building-envelope performance, updated electrical and lighting infrastructure, climate control, security systems and technical rooms determine whether exhibitions can be installed safely and collections can be protected. The excavation under the eastern terrace creates back-of-house capacity without filling the main hall with visible equipment.
These changes also address the operational reality of a museum housed in a landmark: exhibition requirements change, loaned works need controlled environmental conditions, and large numbers of visitors must move through the building without compromising the architecture. The refurbishment’s success therefore depends as much on reliable services and discreet logistics as on the restored surfaces visitors notice.
Chipperfield’s deliberately restrained design position
In the Architectural Record report by Mary Pepchinski, David Chipperfield described the approach in intentionally self-effacing terms: “You could say that our work here is really boring.” He followed that remark with, “We remain old-fashioned, how things are made and how they feel are lasting qualities of architecture.”
In context, “boring” means refusing to turn a conservation project into a signature redesign. The team’s contribution was measured through accuracy, repair and integration: making damaged elements sound, fitting new systems into the existing order and allowing the original architecture to remain the dominant experience.

The book is useful precisely because the project’s most important decisions are difficult to see in a finished photograph. It records how an apparently simple glass-and-steel pavilion required extensive structural repair, cataloguing, temporary storage, technical coordination and careful reinstallation to remain itself while meeting present-day museum standards.
