An Australian office fit-out does not have one national price. For 2026 planning, published benchmarks range from AUD $2,406 to $2,938 per square metre across six capital cities in Cushman & Wakefield’s guide, while JLL reports AU$3,011 per square metre for a moderate-style, medium-quality fit-out at Q1 2026. Those figures are benchmarks, not quotations: the result for your tenancy depends on area measurement, demolition, services, finishes, IT and AV, furniture, approvals, building constraints and the scope agreed with the landlord.

The safest route is to define the workplace brief and base-building interface first, test the design against the applicable state or territory rules, then compare tenders on identical inclusions. This guide sets out the cost evidence, compliance checks, design decisions and procurement sequence Australian tenants, owners and project teams need in October 2026.

What an office fit-out includes

An office fit-out converts an existing commercial tenancy, shell space or substantially refurbished building into a usable workplace. The scope may include planning and design, demolition and make-good, partitions, doors, ceilings, floor and wall finishes, painting, mechanical and electrical services, lighting, fire and life-safety interfaces, data and audiovisual systems, security, signage, joinery, kitchens, meeting rooms, accessibility work, loose furniture and commissioning.

Do not assume that everything physically inside the tenancy belongs to the tenant’s project. A landlord may retain responsibility for base-building areas and systems, while the tenant funds works and equipment inside its demise. Your brief should label each item as one of the following:

  • Tenant works: items procured and paid for by the occupier, such as internal finishes, lighting controls, data, workstations or loose furniture where included.
  • Landlord or base-building works: shared or central systems such as foyers, lifts, central HVAC plant and common bathrooms, subject to the lease and building rules.
  • Interface items: connections that require both parties, including fire services, air-conditioning capacity, metering, after-hours access, loading docks and penetrations.
  • Excluded or future works: items deliberately left out of the current contract, with an owner and allowance identified so they do not appear later as surprises.

A written scope matrix prevents a low tender from becoming expensive through variations. It should identify quantities, performance requirements, responsible party, approval route, handover evidence and whether the amount is included, provisional or excluded.

2026 Australian office fit-out cost benchmarks

The following figures are published guide benchmarks. They are useful for an early feasibility test, but none is a guaranteed market rate or a substitute for a project-specific estimate.

Source and basis Location or comparison Reported cost Qualification
Cushman & Wakefield, 2026 Australian office fit-out cost guide Canberra AUD $2,938/m² Average city benchmark in the guide; inclusions and specification must be checked.
Cushman & Wakefield, 2026 guide Brisbane AUD $2,615/m² Average city benchmark in the guide.
Cushman & Wakefield, 2026 guide Sydney AUD $2,599/m² Average city benchmark in the guide.
Cushman & Wakefield, 2026 guide Melbourne AUD $2,535/m² Average city benchmark in the guide.
Cushman & Wakefield, 2026 guide Adelaide AUD $2,406/m² Average city benchmark in the guide.
Cushman & Wakefield, 2026 guide Perth AUD $2,406/m² Average city benchmark in the guide.
JLL, Q1 2026 Australian benchmark Australia; moderate-style, medium-quality fit-out AU$3,011/m² JLL’s stated average for its defined workplace and quality category.
JLL, Q1 2026 comparison Asia-Pacific AU$2,197/m² Use only when the compared categories, currencies and inclusions are equivalent.
JLL, Q1 2026 comparison Global AU$3,031/m² Use only when the compared categories, currencies and inclusions are equivalent.

The difference between the two Australian guide figures is not an error to be averaged away. They use distinct methodologies and descriptions. Before concluding that one city or contractor is cheaper, ask whether each number includes demolition, builders’ works, mechanical and electrical services, security, IT and AV, furniture, professional fees, approvals, testing, taxes and contingency. Check whether the area is net lettable area, usable area or another measurement basis, and record the benchmark date.

How to turn a benchmark into a planning allowance

  1. Measure the area using one agreed basis and write that basis on every estimate.
  2. Select a benchmark whose city, quality and workplace type resemble the proposed project.
  3. List every inclusion and exclusion beside the rate rather than relying on the label “fit-out”.
  4. Price known landlord works, tenant works and interface works separately.
  5. Obtain concept-level trade advice before committing to a lease, funding limit or construction date.
  6. Replace the benchmark with quantity-based design estimates as soon as the plan, services strategy and finishes are developed.

JLL reports Australian fit-out cost growth of 3.5–6% year on year, depending on state, in its 2026 material. That range is a market observation, not an escalation formula for your contract. A project with a long approval or procurement period should state the pricing date, validity period, escalation treatment and responsibility for changes in labour or materials.

Where the money goes

JLL’s 2026 Australian cost breakdown allocates the reported total as follows:

Category Share of reported total What to define in the brief
Builders’ works 50% Demolition, partitions, doors, ceilings, finishes, painting, joinery, make-good and other construction trades, as specifically scheduled.
Mechanical and electrical services 20% HVAC distribution, electrical reticulation, lighting, controls, power, testing and connection requirements.
Security, IT and AV 14% Access control, security devices, structured cabling, networks, meeting-room technology and audiovisual equipment.
Furniture, fixtures and equipment (FF&E) 11% Workstations, meeting furniture, storage, task seating, appliances and other movable or installed items within scope.
Professional services 4% Design consultants, project management, contract administration, specialist advice and related documentation.

These are reported shares in JLL’s guide, not fixed allowances. Skilled-trade shortages and labour and material pressure are identified as drivers of the builders’ works share. A project with unusually intensive technology, a high-end reception, major mechanical upgrades or substantial furniture procurement can have a very different mix.

Painting and finishes: avoid an incomplete trade allowance

Painting is often treated as a small line item until access, preparation and protection are considered. State exactly which walls, ceilings, doors, skirtings, columns and exposed services are to be painted; identify new, existing and repaired surfaces; and specify who removes signage, protects furniture, works around occupants and completes touch-ups. Confirm whether surface preparation, primers, low-odour or low-emission requirements, after-hours work and final cleaning sit within the painting package or another builders’ works trade. Do not accept “paint throughout” as a measurable scope.

What contractor sentiment means for your budget

Cushman & Wakefield’s 2026 Australian contractor survey records expectations for the following six months:

  • 83% expected their company’s pricing to increase slightly.
  • 75% expected vendor pricing to increase slightly.
  • 83% expected labour costs to increase slightly.
  • 58% expected material costs to increase slightly.
  • 91% reported a current backlog of six months or less.

These are respondent expectations and workload observations, not realised price changes or a promise that a project will be delivered within six months. Use them to test programme and tender-validity assumptions. Ask bidders to state lead times for long-lead equipment, the period for which prices are held, the treatment of substitutions and the effect of delayed approvals. Early release of genuinely long-lead items may help, but it also creates design and coordination risk if the specification is not stable.

Regulatory framework: which NCC rules apply?

The Australian Building Codes Board describes the National Construction Code (NCC) as a performance-based code setting minimum requirements for safety, health, amenity, accessibility and sustainability. Its legal effect comes through each state and territory’s regulatory framework, which can include local variations and different adoption dates. Volume One covers Class 2 to 9 buildings, including commercial buildings.

The NCC primarily addresses new buildings, but provisions can also be triggered in an existing office when work involves alterations, additions, renovations or a change of use. The trigger depends on the building, the extent of work and the jurisdiction; it is not safe to assume that an internal refurbishment is exempt.

Edition and approval checks in October 2026

The ABCB general FAQ identifies NCC 2022 Amendment 2 as effective from 29 July 2025 and notes that jurisdictions may consider NCC 2025 adoption from 1 May 2026. Each state and territory determines its own timing and rules. Therefore, there is no single NCC edition that can be stated as applying uniformly across Australia in October 2026.

Before design is frozen, ask the relevant state or territory building authority and your registered building certifier to confirm:

  • the NCC edition and amendment adopted at the project location;
  • state or territory variations and any local requirements;
  • whether the proposed work requires a building approval, permit, certification or other notice;
  • the classification and any change-of-use implications;
  • accessibility, fire, egress, sanitary, health and essential-services requirements;
  • required plans, certificates, inspections, testing and occupancy or completion documentation.

Lease consent, owners-corporation rules, fire-engineer review, heritage controls, planning conditions and landlord design guidelines may apply in addition to the NCC. Treat those as separate approval tracks with named owners and dates.

Energy, metering and the landlord interface

The Australian Government’s commercial-buildings information, updated 6 October 2026, states that the commercial building sector accounts for around 25% of Australia’s electricity use and 10% of total carbon emissions. Those are sector-wide figures, not a prediction of savings from a particular fit-out, and the available evidence does not establish a fit-out-specific energy-saving percentage.

NABERS and Commercial Building Disclosure are different tools

NABERS is a voluntary commercial-building rating system using a 0-to-6-star scale. Commercial Building Disclosure (CBD) is a disclosure program that requires owners of large commercial office buildings to obtain and disclose an energy-efficiency rating when selling, leasing or subleasing a building or office space. Confirm the current program scope and which party has the obligation for the proposed transaction; do not treat a NABERS rating as the same thing as a CBD disclosure requirement.

Agree who pays for which energy decision

Owners typically pay for base-building areas and systems such as foyers, lifts, HVAC and bathrooms, while tenants generally pay for lighting, IT and other plug-load appliances in their tenancy. Leases can allocate costs differently. At briefing stage, document:

  • metering boundaries and access to energy data;

  • power, cooling and network loads for servers, appliances, meeting rooms and specialist equipment;

Invite the landlord or building manager to design reviews early. A tenant may choose efficient equipment yet be unable to use it as intended if the central HVAC schedule, controls or metering arrangement is not coordinated.

Build a brief that can be priced

The WA Government’s office accommodation brief is a useful example of a government procurement framework. It covers planning, design and delivery, consultant and subconsultant roles, project-brief development, contract administration and procurement and delivery of loose furniture. It is not a national rule for private projects, but it demonstrates why furniture and professional services should be addressed explicitly.

Workplace requirements

  • Headcount now and at the end of the planning horizon.
  • Work settings required: individual workpoints, quiet rooms, meeting rooms, collaboration areas, reception, training, breakout and storage.
  • Attendance patterns, visitor numbers, hybrid-work assumptions and accessibility needs.
  • Security zones, confidential work, records, deliveries and facilities management.
  • Brand, finish, acoustic, lighting and environmental objectives expressed as measurable requirements.

Building constraints

  • Existing survey information, tenancy boundaries, floor-to-floor and ceiling heights.
  • Column grids, risers, wet areas, façade limitations, natural light and escape paths.
  • Existing HVAC, electrical capacity, fire systems, sprinklers, alarms, data pathways and metering.
  • Loading dock, lift, delivery, noisy-work and after-hours rules.
  • Hazardous-material, heritage, access and neighbour constraints requiring specialist advice.

Furniture and equipment

Include loose furniture in the brief and procurement plan whenever it is part of the project. Schedule quantities, dimensions, performance, finishes, power and data interfaces, delivery route, installation, storage, warranty and removal of packaging. An ergonomic office chair may be a relevant product category, but a consumer listing does not establish that a particular model has been tested, is compliant or suits your workplace. Select furniture against the project’s ergonomic, accessibility, durability, infection-control and maintenance requirements.

A practical delivery sequence

  1. Confirm the business case and lease. Record term, incentives, reinstatement obligations, permitted use, landlord works, access hours and approval rights.
  2. Survey the existing space. Verify dimensions, services, condition, capacity and building records rather than designing from an outdated plan.
  3. Write and sign off the brief. Freeze headcount, room schedule, workplace standards, furniture scope, sustainability objectives and exclusions.
  4. Develop concept options. Test adjacencies, circulation, accessibility, fire and egress, services capacity, acoustics, daylight and cost against the same area basis.
  5. Obtain compliance advice. Have the certifier and relevant specialists confirm NCC triggers, permits, fire strategy, accessibility and any state or territory variations.
  6. Coordinate landlord and base-building interfaces. Agree shutdowns, penetrations, HVAC, electrical capacity, metering, fire systems, deliveries and after-hours work in writing.
  7. Progress coordinated documentation. Issue architectural, services, technology, security, furniture and finishes information that can be measured and tendered.
  8. Seek comparable tenders. Give every bidder the same drawings, schedules, exclusions, programme, site rules and pricing form. Require a list of assumptions and departures.
  9. Evaluate total value. Compare compliant scope, qualifications, programme, lead times, provisional sums, exclusions, warranties, safety record and proposed team—not only the headline price.
  10. Procure long-lead items deliberately. Release only when design responsibility, approvals, storage, delivery and substitution rules are clear.
  11. Control construction and changes. Use an approval process for variations, maintain a decision register and protect the programme from late selections.
  12. Commission and hand over. Require testing, balancing, certificates, as-built information, controls training, warranties, furniture records, cleaning and defect close-out before occupation.

  • city, project date and pricing-validity period;
  • floor area and measurement method;
  • quality level and workplace typology;
  • demolition, make-good and builders’ works;
  • mechanical, electrical, fire and other services;
  • security, IT, data and AV;
  • fixed furniture, joinery and loose FF&E;
  • consultant, project-management and approval fees;
  • testing, commissioning, cleaning, relocation and handover;
  • contingency, escalation, programme and procurement assumptions;
  • tax treatment, provisional sums, exclusions and owner-supplied items.

A bid that omits furniture, technology, professional services or landlord interface work is not cheaper on a like-for-like basis. Ask the estimator to price each omission or identify its owner before making a decision.

Common failure modes and corrections

Using one national rate

Problem: A single per-square-metre figure hides city, quality and scope differences.
Correction: Use a dated, city-specific benchmark, then replace it with a quantified estimate and documented inclusions.

Designing before surveying

Problem: Existing services, slab penetrations, ceiling conditions or capacity are discovered during construction.
Correction: Commission a measured survey and services investigation before fixing the layout or tender.

Leaving furniture until the end

Problem: Workstations, storage, task seating and meeting technology consume budget or do not fit the plan.
Correction: Schedule FF&E at brief stage, coordinate dimensions and power, and include delivery and installation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming the tenant controls the base building

Problem: HVAC hours, fire systems, metering or access rules prevent the proposed operation.
Correction: Obtain written landlord and building-manager requirements and assign each interface item.

Treating approval as a final formality

Problem: A late certifier or authority comment forces redesign, delay or unplanned work.
Correction: Confirm the applicable NCC edition, jurisdictional variations, permits and evidence requirements at concept stage.

Accepting vague finishes

Problem: “Paint throughout” or “standard carpet” creates disputes over preparation, product, colour, durability and cleaning.
Correction: Use room-by-room schedules, samples, measurable quantities, approved substitutions and a sign-off process.

Decision checklist before committing funds

  • Has the project defined the tenancy area and measurement basis?
  • Are tenant, landlord, base-building and interface works separated?
  • Does the budget show builders’ works, services, security/IT/AV, FF&E and professional services independently?
  • Are demolition, painting preparation, protection, make-good and cleaning explicit?
  • Is loose furniture included where the workplace requires it?
  • Has the lease been checked for reinstatement, access, approvals and after-hours conditions?
  • Has a certifier confirmed the applicable NCC edition, state or territory variations and approval pathway?
  • Have fire, accessibility, health, egress and change-of-use implications been reviewed?
  • Have NABERS, CBD disclosure, metering and landlord energy responsibilities been distinguished?
  • Do tenders use the same drawings, schedules, exclusions, programme and pricing form?
  • Are lead times, price validity, escalation, substitutions and variations documented?
  • Is handover defined by testing, certificates, as-builts, training, warranties and defect close-out?

The practical conclusion

For an Australian office fit-out in 2026, start with a scope and responsibility map rather than a favourite rate per square metre. Use the Cushman & Wakefield city benchmarks or JLL’s AU$3,011/m² moderate-style, medium-quality benchmark only as dated feasibility references. Build the estimate by work category, include furniture when it belongs to the project, and test every tender on identical inclusions. Confirm the locally adopted NCC requirements and approval pathway with the authority and certifier, then coordinate energy, metering and base-building decisions with the landlord. That sequence produces a budget that can be explained, compared and controlled instead of a headline number that changes as soon as construction starts.
