Penrith Shopping Centre Double Diamond Mesh Barriers: What the 2020 Access Installation Shows

Caddens Corner Shopping Centre in Penrith installed foldaway double diamond mesh barriers in September 2020. Here is what the project report confirms, what ATDC’s separate product page says, and why the exact model and compliance evidence remain unverified.

Foldaway double diamond mesh barriers were installed at Caddens Corner Shopping Centre in Penrith, New South Wales, in September 2020. The project report says the barriers were intended to secure public entry areas and access points, and identifies the Australian Trellis Door Company (ATDC) as the installer.

That establishes the barrier type, location, timing and contractor. It does not establish the exact ATDC model, the project’s access-control rationale, or any project-specific testing certificate. Those distinctions matter when interpreting the installation or specifying a similar system.

What was installed at Caddens Corner

Caddens Corner is a retail and cultural precinct in Penrith, New South Wales. A Retail Insight Network project report describes foldaway double diamond mesh barriers at the centre’s public entry areas and access points. The stated purpose was “to secure all the public entry areas and access points.”

The report places installation in September 2020 and names ATDC as the contractor responsible for the barriers. It also identifies Western Sydney University as the site owner, Kaipara Property Group as developer, Mainbrace Constructions as project manager and nettletontribe as architect. Those are project-report statements rather than independently verified records in the available material.

The installation should therefore be understood as a site-specific access-security measure within a new shopping-centre development, not as a published product case study with a complete bill of materials or compliance file.

What “double diamond” and “foldaway” mean

Interwoven mesh construction

Double diamond mesh barriers are formed from linked metal members that create repeating diamond-shaped openings. The interwoven construction allows a barrier to expand across an opening and contract into a narrower stored position. The visual mesh provides a physical boundary while retaining visibility through the barrier, which is useful where staff need to see a closed frontage or entry zone.

The project report does not state the metal grade, finish, mesh opening, height, number of panels or fixing details used at Caddens Corner. Those specifications should not be inferred from the barrier’s appearance in a photograph or from a similarly named product.

Foldaway operation

A foldaway barrier is designed to move out of the circulation path when an area is open and return across the opening when access must be restricted. In a shopping centre, that arrangement can support a daily operating cycle: the barrier is stored or folded during trading, then positioned and locked at a public entry or other access point when the area closes or requires temporary control.

The report confirms the foldaway format but does not document who operated the barriers, how long deployment took, where each unit was stored, or what emergency-opening procedure applied. Those operational details are essential parts of a real security design and require site documentation.

What the ATDC product page does—and does not—prove

ATDC’s page titled “Security Gates, Doors & Shutters for Tobacconists & Supermarkets” describes an S04-1 DD double diamond mesh portable expanding barricade in a separate Woolworths Metro liquor-aisle application. It reports a 65 mm pitch between metal cross linkages, a floor-mounted locking arrangement and storage away from the aisle during trading hours.

Those details provide useful context for understanding the product category, but the available evidence does not prove that an S04-1 DD was installed at Caddens Corner. The page does not identify the Caddens Corner model, serial number, dimensions or configuration. The 65 mm pitch, floor lock and aisle-storage description must therefore be attributed to the separate Woolworths Metro application rather than presented as specifications for the Penrith centre.

Testing claims need the same separation

The vendor page says its portable barricade was tested by an independent NATA testing authority against certain provisions of AS 4687-2007 and passed the tests described on that page. This is a vendor statement about the portable barricade discussed in the Woolworths Metro example. It is not evidence that the Caddens Corner installation was tested to that standard.

Before making a compliance claim about the Penrith project, an owner or contractor would need to match the test report to the installed product, confirm the applicable edition of AS 4687, check the exact provisions covered and establish whether the test applies to the installed layout, fixings and locking hardware. A product-level test cannot automatically certify a different site configuration.

How the barriers support shopping-centre access control

Separating open and restricted conditions

Public entrances and internal access points change status throughout the day. A physical expanding barrier can mark that change without requiring a permanent wall or a roller shutter at every opening. When folded away, it can preserve a clear route; when expanded, it creates a visible boundary that staff can lock and inspect.

That function is different from electronic access control. A mesh barrier can prevent passage only when it is fully deployed, correctly aligned and secured. It does not by itself identify users, record events or release automatically during an alarm. Those functions, if required, depend on separate hardware and procedures that are not described in the project report.

Maintaining visibility

Open mesh permits sightlines across a closed frontage. Visibility can help staff confirm that a space is clear before locking and allow security personnel to observe the area after closure. The report does not quantify visibility, resistance or surveillance performance, so these should be treated as design objectives to verify rather than measured results from Caddens Corner.

Managing storage and circulation

Any foldaway system needs a planned storage position that does not obstruct accessible routes, fire egress, shopfronts or cleaning operations. The vendor’s separate example describes storing its barricade away from an aisle during trading hours, but the Caddens Corner report does not say where its barriers were stored. A site survey should record the folded footprint, turning space, floor transitions and any points where a folded unit could become a trip or impact hazard.

How to compare a similar barrier system

The Caddens Corner material does not document alternative systems or explain why this barrier was selected. A fair comparison should use attributes that can be verified for each candidate rather than assuming that every double diamond mesh product performs alike.

Comparison attribute Questions to ask
Movement Does the unit fold, telescope, roll or remain fixed? What clearance is needed while it is being moved?
Access control Is it secured with a padlock, integrated lock, floor socket, latch or an electronic release? Who holds keys or credentials?
Storage Where does the barrier sit when the area is open, and does the folded unit affect accessible circulation or emergency routes?
Mesh and frame What are the verified opening size, cross-link dimensions, frame material, corrosion protection and design load?
Installation Does the system require floor fixing, overhead guidance, wall returns or a level threshold? Who is responsible for substrate checks?
Testing Which exact product and configuration were tested, by which laboratory, to which standard and for which provisions?
Operation How many people are needed to deploy it, what inspections are required and how is emergency release handled?

Using these questions prevents a catalogue description from being treated as proof of suitability for a particular shopping-centre opening.

Verification checklist for the Penrith installation

Anyone responsible for documenting, modifying or replacing the barriers should obtain the project record rather than identify the system by appearance alone.

  1. Locate the installed-product record. Request the purchase order, approved shop drawings, handover documents or asset register entry that names the model and configuration.
  2. Map every barrier position. Record the opening width, folded location, deployment direction and any connection to walls, floors or adjacent doors.
  3. Confirm the locking method. Photograph or document floor sockets, latches, padlocks, key cylinders and any electronic components, then identify who controls them.
  4. Check circulation and egress. Verify that both the deployed and folded positions preserve required pedestrian, accessible and emergency routes under the centre’s operating procedures.
  5. Match certificates to the installed unit. For any claimed AS 4687 performance, obtain the full report, laboratory identity, test date, product description and stated limitations. Confirm the standard edition currently required by the approving authority.
  6. Document maintenance. Set inspection points for mesh links, wheels or guides, locks, floor hardware, corrosion, sharp edges and smooth deployment. Record defects and the person authorised to remove a barrier from service.
  7. Record operating instructions. Provide staff with the normal opening and closing sequence, key custody, obstruction checks and emergency-release method. The public project report does not supply these instructions.

Questions the public project report cannot answer

Which exact ATDC model was used?

No model number is identified for Caddens Corner. The S04-1 DD designation belongs to ATDC’s separate product description and should not be assigned to the centre without an installation record or written confirmation from the contractor.

Why was this system chosen?

The available report does not describe the architect’s or owner’s comparison of fixed gates, roller shutters, electronic access control or other barrier types. It confirms the installed solution, not the decision process behind it.

What compliance documents apply?

No project-specific test certificate, engineering assessment, approval condition or operating procedure is included in the available material. The vendor’s NATA and AS 4687-2007 statement cannot fill that gap because it refers to a separate application and product description.

Has the installation changed since 2020?

The report gives an installation date but does not document later replacement, relocation, refurbishment or changes to the centre’s access arrangements. Current conditions should be checked on site.

Why the distinction matters for future projects

A named barrier category is enough to describe what visitors would see at Caddens Corner, but not enough to specify a safe procurement or compliance outcome elsewhere. Mesh opening, height, locking hardware, floor condition, storage space and emergency procedures can change the performance of an otherwise similar-looking system.

For a new shopping-centre project, the design team should define the access points to be secured, operating hours, staff responsibilities, accessibility requirements and emergency arrangements before selecting hardware. The supplier should then provide drawings, installation requirements, maintenance instructions and test documents tied to the exact model and configuration. That process turns a general “foldaway barrier” description into an auditable access-control specification.

For Caddens Corner, the defensible conclusion is narrower: foldaway double diamond mesh barriers were reported at public entry areas and access points in September 2020, with ATDC named as installer. The public evidence does not identify the exact model or establish project-specific testing, so any more detailed claim requires the centre’s own records or confirmation from the parties involved.
