The Philippine flag is a horizontal blue, white and red design with an eight-rayed golden-yellow sun and three five-pointed stars. Under Republic Act No. 8491, its width-to-length proportion is 1:2, and the law sets rules for its orientation and display.
What does the Philippine flag look like?
Section 4 of Republic Act No. 8491 describes the flag as “blue, white and red with an eight-rayed golden-yellow sun and three five-pointed stars.” The design has two horizontal fields, blue above red in peacetime, and a white triangle at the hoist containing the sun and stars.

Official proportions and color references
Section 27 specifies a width-to-length ratio of 1:2 and gives the sides of the white triangle as 1. Section 28 identifies the colors by cable reference: blue 80173, white 80001, red 80108 and golden yellow 80068. The implementing rules identify the Standard Color Reference of America as the reference for those cable numbers. The cited legal sources do not specify RGB, HEX or Pantone equivalents, so screen-color conversions should not be presented as official specifications.

What do the sun and stars mean?
The statute establishes the flag’s components but does not assign a separate meaning to each sun ray, star or color in the cited provisions. Its policy section says national symbols embody national ideals and traditions and express sovereignty and national solidarity. That broader statement should not be mistaken for a legal definition of each design element.

Which way should the Philippine flag face?
Orientation depends on whether the country is at peace or at war. When flown from a pole, the blue field is uppermost in peacetime and the red field is uppermost in wartime. When displayed hanging, the corresponding field is on the viewer’s left. Republic Act No. 8491 also directs that the flag be raised at sunrise and lowered at sunset.
When should it be displayed?
The Act directs public buildings, official residences, public plazas and educational institutions to display the flag throughout the year. It identifies these dates for display at private buildings and residences:

What uses of the flag are prohibited?
Section 34 of Republic Act No. 8491 lists prohibited acts that include mutilating or defacing the flag; using it as a drapery, festoon, tablecloth or vehicle pennant; adding words or pictures; using it as a trademark or commercial label; and printing or attaching a representation of it to certain merchandise. These are examples from the statutory list, not an exhaustive description of every rule governing national symbols.

Use the legal design and proportions as your starting checks, then compare construction with the flag’s intended indoor or outdoor use. The Act requires government requisitions to follow design, color, craftsmanship and material requirements, but that does not certify an individual consumer product or seller.

- Check that the width-to-length ratio is 1:2 and that the triangle follows the statutory proportions.
