Plywood is an engineered wood panel made by bonding thin veneer sheets in alternating grain directions under heat and pressure. Cross-lamination spreads loads, limits dimensional movement and gives a panel useful strength in both directions. The right sheet depends on the project’s structural requirements, expected moisture, surface appearance, applicable standard and local code—not on a product nickname alone.
This guide explains how plywood is built, what grades and markings mean, how Exposure 1 differs from Exterior, and how to evaluate a panel before you build, paint or install it.

What plywood is and why the construction matters
Manufacturers peel or slice logs into thin veneers, rotate each successive layer so its grain runs across the previous layer, apply adhesive and press the assembly with heat and pressure. The resulting cross-laminated panel is relatively strong for its weight, holds fasteners well and is more dimensionally stable than a single solid board of similar size.
Layer count, veneer species, adhesive system, panel thickness and manufacturing standard all affect performance. Two sheets that look similar at the rack can have different structural ratings or moisture classifications. Treat the stamp on the individual panel as the controlling specification.

What plywood is used for
Common applications include subfloors, wall and roof sheathing, ceilings, decks, siding, soffits, marine construction, concrete forms, furniture, mezzanine floors, industrial containers, trailer liners and recreational-vehicle components. Those categories describe possible uses, not a blanket approval for every plywood grade. A furniture face panel is not automatically suitable for a roof, and a sheathing panel is not automatically a good paint-grade surface.
EPA describes plywood and other composite-wood products as wood materials bonded—often with resin—under heat and pressure. Resin chemistry and emissions vary by product, so do not assume every panel uses the same adhesive or has identical indoor-air characteristics.
Veneer grades: appearance is not structural capacity
Face and back veneer letters describe appearance quality and the repairs allowed in the surface. The usual range runs from A, the cleanest appearance, through D, a utility face with more knots and permitted repairs. A designation such as A-B identifies the grade of the two exposed faces.
| Marking | What it tells you | What it does not tell you |
|---|---|---|
| A, B, C or D veneer | Surface appearance, knot limits and allowable repairs | Design strength, span capacity or weather suitability |
| A-B, B-C and similar combinations | The face and back veneer grades, in order | That the panel is rated for a particular structural use |
| Rated Sheathing or Rated Sturd-I-Floor | An end-use/performance category identified by the panel mark | That any thickness or span works in every assembly |
C-grade veneer is the minimum permitted for Exterior plywood under the cited APA guidance. D-grade veneer is limited to panels protected from long-term weather exposure. A higher appearance grade can be valuable when a surface will be clear-finished or painted, but appearance alone cannot substitute for a required structural rating.
Structural ratings and standards to check
For a structural panel in the United States, read the complete trademark or stamp rather than shopping by a short label. Look for the applicable standard, the intended structural application or performance rating, thickness or panel-category designation, veneer or panel grade where shown, and the bond or exposure classification.

PS 1-22 and performance-based approaches
Voluntary Product Standard PS 1-22 addresses structural-plywood species, veneer grading, adhesive bonds, panel construction, workmanship, dimensions, tolerances and moisture content. APA’s listing identifies PS 1-22 as revised October 2, 2023. Structural plywood covered by the standard includes Exposure 1 and Exterior classifications.
Other recognized approaches include PS 2 and APA PRP-108 performance-rated panel programs. The governing edition and any adopted building-code provisions can differ by jurisdiction, so verify the standard named by your plans, inspector or building department before ordering.
Performance labels and design documents
A label such as Rated Sheathing communicates an intended structural category; it does not provide a universal span table. Span, fastener schedule, support spacing, panel orientation and load requirements come from the project design and the panel’s technical literature. If the plans specify a species group, thickness, span rating or certification, match each item exactly.
Exposure 1 versus Exterior plywood
Exposure classification is one of the most important distinctions on a plywood stamp.

|---|---|---|
| Exposure 1 | Limited moisture, including construction exposure before the building is enclosed | Not intended for long-term weather exposure; it is not a waterproof designation |
| Exterior | Repeated wetting and drying or long-term weather exposure, when used in a correctly designed assembly | Not immune to decay and not automatically suitable for every unprotected outdoor condition |
What does CDX plywood mean?
“CDX” combines C and D face grades with an Exposure 1 bond classification. APA specifically distinguishes CDX from Exterior plywood: CDX is Exposure 1, not Exterior. The X does not mean the sheet can remain outdoors indefinitely.

Is Exposure 1 plywood suitable for outside?
Only for temporary or otherwise protected conditions that do not involve long-term weather exposure, such as limited wetting during construction. For a roof, wall, exterior soffit or other location designed for ongoing wetting and drying, the plans generally need a panel marked Exterior or another explicitly specified product. Confirm the complete assembly, flashing, drainage and finish; an Exterior bond does not make wood decay-proof.
Bond classification is not a rot rating
Bond classification describes how durable the adhesive bond is under moisture conditions. It does not establish structural strength, preservative treatment or resistance to fungal decay. Even Exterior plywood can deteriorate when water is trapped, edges are left exposed, detailing is poor or maintenance is neglected.
How to read a plywood panel mark
Read the stamp on the sheet you are buying, not just the wording on a bin label. A typical review follows this order:
- Identify the standard. Note PS 1, PS 2, APA PRP-108 or another standard named by the project documents, and check that the edition is acceptable locally.
- Confirm the use category. Look for Rated Sheathing, Rated Sturd-I-Floor or the exact performance designation in the plans.
- Check thickness and panel category. Match the specified thickness, span rating and orientation requirements; do not infer capacity from a nominal measurement alone.
- Read veneer or panel grades. Record face/back letters when appearance or repair limits matter.
- Verify exposure or bond classification. Distinguish Exposure 1 from Exterior and make sure it matches the moisture conditions.
- Record certification and plant information. Keep the mark, invoice and product data with your project records in case the inspector or designer needs confirmation.
If a stamp is missing, illegible or conflicts with the specification, pause the installation and ask the supplier or designer for written identification. Substituting a visually similar sheet can change both code compliance and service life.

1. Define the job and loads
State whether the panel is carrying floor, wall or roof loads; forming concrete; lining a vehicle; making furniture; or serving as a visible finish. Structural applications require the rating, thickness, span and fastening details from the design. Nonstructural work still needs a panel whose surface and moisture classification fit the environment.
2. Match moisture exposure
Separate indoor, temporarily damp, sheltered outdoor and repeatedly weathered locations. Exposure 1 covers limited exposure, not permanent weather. Exterior classification addresses bond durability for repeated wetting and drying, but the assembly still needs drainage, edge protection and appropriate finishes.
3. Select thickness and performance category
Use the thickness, span rating and panel category stated in the plans or manufacturer’s design data. A thicker sheet is not automatically an acceptable substitute if its rating, species group, edge profile or fastening requirements differ.
4. Choose the face and back grade
For a painted or clear-finished surface, compare A, B, C or D faces and inspect repairs, sanding and surface texture. For hidden sheathing, appearance may be secondary to the required performance mark. Remember that veneer letters do not replace a structural designation.
5. Verify species, standard and code acceptance
Species group and product-specific construction can matter to structural design. Check the panel’s standard, certification and local code acceptance before purchase, especially when substituting between manufacturers or regions.

| Decision axis | Question to answer |
|---|---|
| Use and loads | What will the panel support or contain, and what rating does the design require? |
| Moisture | Will it see only construction dampness, or repeated and long-term wetting? |
| Thickness/span | What thickness, span rating, orientation and fastening schedule are specified? |
| Appearance | Which face grade, repairs and finish are acceptable? |
| Species/construction | Does the design call for a particular species group or product construction? |
| Documentation | Does the panel mark identify an applicable standard and certification accepted by the jurisdiction? |
Painting and finishing plywood
A panel chosen for painting still needs the correct structural and exposure classification first. Then evaluate the face condition: veneer repairs, open grain, patches and texture will telegraph through a thin coating more readily than through a filled, sanded finish. Use the coating system specified for the panel and environment, and pay particular attention to cut edges, joints and locations where water can stand.

Coating can be part of a weather-protection system, but it does not change the bond classification stamped on the sheet or replace flashing, ventilation and drainage.
What happens if plywood gets wet on the job site?
Short-term wetting does not by itself identify a panel as failed or suitable for permanent exposure. The relevant questions are how long it stayed wet, whether edges or plies delaminated, what exposure classification is marked, and what the project specifications allow. Let panels dry as directed by the manufacturer, inspect for swelling, open joints, surface damage or delamination, and obtain the designer’s decision before enclosing questionable material. Do not relabel an Exposure 1 panel as Exterior because it survived a rain event.
Regulatory context: formaldehyde and composite-wood rules
EPA identifies plywood and composite-wood manufacturing as an emissions-regulated sector that includes formaldehyde among its pollutants. Separate EPA guidance explains definitions and implementation of the Formaldehyde Standards for Composite Wood Products Act.
A specific applicability change began March 22, 2024: certain laminated-product producers that are not exempt from the hardwood-plywood definition are included as hardwood-plywood producers and must test and certify products for compliance. This does not mean every plywood sheet is covered by identical requirements. For a compliance, purchasing or indoor-air question, check the current EPA rule, the product’s documentation and the responsible manufacturer’s certification.
Quick Recap
Common mistakes to avoid
- Buying by “CDX” alone and assuming the X means exterior weatherproofing.
- Treating an A or B face as proof of structural capacity.
- Assuming Exterior plywood is rot-proof, treated or acceptable without detailing in every climate.
- Using a bond classification as a substitute for a span rating or structural design.
- Ignoring thickness, species group, orientation or fastener requirements when making substitutions.
- Accepting an unmarked or unreadable sheet for structural work.
- Assuming all plywood uses the same resin or has the same formaldehyde-emission profile.
A practical purchase checklist
- Bring the plan or code note that names the required panel category.
- Write down the required thickness, span rating, species or construction, and exposure classification.
- At the yard, photograph or transcribe the complete stamp on the actual sheet.
- Compare face/back grades only after the performance requirements match.
- Ask for current technical data when the standard edition, certification or intended use is unclear.
- Store sheets flat, supported and protected from avoidable moisture, then inspect before installation.
