Richmond has identified 85 properties for possible tax sale, but they are still under review—not a confirmed auction list. The City says legal review must determine whether each property meets state-law requirements. The announcement also leaves the program’s relaunch timing unclear: City materials give conflicting dates.
Are the 85 properties already going to auction?
No. Richmond’s September 28, 2026 announcement says 85 properties have been identified for potential tax sale, pending review to confirm they meet legal requirements. A City Chief Administrative Office (CAO) memo describes those properties as under City Attorney’s Office review. The figure is not a count of properties cleared for auction, and the City has not published a final parcel list in the cited materials.
Keep the City’s account and property figures distinct. As of August 31, 2026, Richmond reported about $24.2 million in delinquent real-estate taxes. Of that amount, $5.4 million had passed the general two-year delinquency threshold; the CAO memo associates that balance with 7,626 delinquent accounts, not 7,626 properties headed to auction. The remaining $18.8 million was not yet eligible as of the September 28 announcement: $5.7 million related to FY 2025 accounts and $13.1 million to FY 2026 accounts. The City said those groups would pass the relevant threshold after December 31, 2026, and after December 31, 2027, respectively. Richmond’s announcement gives these figures and dates.
When will Richmond restart tax sales?
The City’s materials conflict, so the relaunch date and auction schedule should be treated as projections rather than a final calendar.

The different dates appear in the City’s tax-sale program page, the CAO memo, and the press release. None establishes when a particular parcel will be sold. Owners should rely on notices and account-specific information from the City, not the projected annual schedule.
When does a property become eligible for tax sale?
Richmond describes a judicial process under Virginia Code §§ 58.1-3965 et seq. The general delinquency rule is two full calendar years of unpaid real-estate taxes. The City also identifies a one-year threshold for qualifying blighted, nuisance, or derelict property. Meeting a time threshold alone does not put a parcel on an auction list: the City says it must review eligibility, provide required notices and outreach, and comply with state law.

Some properties are excluded in circumstances the City identifies. An unbuildable property that does not meet minimum permit requirements is ineligible. A property is not deemed eligible while its owner is in bankruptcy, although the City says it may proceed if the bankruptcy case is dismissed. These are general program rules, not a determination about a specific property.
How does Richmond’s tax-sale process work?
The City’s outline describes a sequence involving Finance, the City Attorney’s Office, notice to interested parties, and—if the debt remains unpaid—a public auction. The precise timing can vary with eligibility review and the individual case.

- Selection and notice: Finance and the City Attorney’s Office select properties for the process. The City Attorney’s Office sends a Notice of Intent and publishes notice.
- Opportunity to resolve the case: Owners, heirs, and lienholders can ask about case status and amounts owed, arrange payment, or redeem the property under the City’s procedures.
- Possible sale: If the debt remains unpaid, the City says a Special Commissioner is appointed to sell the property at public auction.

Can a payment plan stop a tax sale?
According to the City, an owner may request a payment plan after receiving a Notice of Intent and before a Notice of Auction is mailed. Once a plan is established, the City Attorney’s Office stops further tax-sale action while the plan remains in good standing. A plan is not a permanent protection if the owner falls out of good standing.

The City also says an owner can redeem the property before auction by paying the taxes, penalties, interest, and legal fees. Contact the City to confirm the amount, status, and options for the specific account; the general program description cannot establish what is owed on an individual parcel.

For general delinquent real-estate-tax questions, the September 28 announcement directs property owners to 311 and the tax-sale information page. The program page lists RVA311 at (804) 646-7000 for questions about payment arrangements. Ask the City to verify the case status, balance, notices issued, and available resolution options for the property in question.

Heirs dealing with property ownership or estate questions may also find relevant support through the Richmond Heirs Property Network. The CAO memo says City staff met with its operator, LISC Virginia, on September 25, 2026, to explore resources for affected owners, including estate-planning education and legal-aid referrals. The memo does not establish that every affected heir is eligible for those services.
Why could the review take time?
The CAO memo provides a dated snapshot of the City’s administrative capacity, not a guaranteed processing rate. It says one attorney was handling this work at the time and historical throughput had been about 50 accounts a month; the memo described that pace as unsustainable with current staffing and said the City was considering additional capacity. The memo also describes phased work on account review, eligibility validation, updated procedures and systems, and coordination with the City Attorney’s Office.
