Western Australian Premier Roger Cook’s 2025 announcement combined two separate proposals: $10 million for planning an expanded Art Gallery of Western Australia (AGWA), and cultural vouchers worth $50 per eligible child. The gallery’s final design, construction budget and completion date were not settled in the January announcement. The voucher program later launched as a rebate for tickets bought from approved providers—not as a permanent promise that every child enters AGWA free.

What Roger Cook proposed for the Art Gallery of WA
On 11 January 2025, Cook said he wanted an expanded, internationally acclaimed gallery in Perth’s Cultural Centre, with ambitions to create a “world-class building” that could attract visitors in the way Tasmania’s MONA does. WA Labor promised $10 million for planning if re-elected. That was planning funding, not a construction budget or a commitment to build a gallery to a completed design. PerthNow reported the announcement on 11 January 2025.
What was—and was not—known about the building
At the time of the announcement, the gallery’s design, scope and total construction cost were undecided, and no completion date was stated. AGWA director Colin Walker had suggested an $850 million price tag in October 2024, but Cook did not adopt that figure as a government budget. It should not be treated as the approved cost of the proposal.

How the children’s cultural vouchers work
The January announcement described a proposed $50 offer for each child aged five to 15, with up to 120 venues and a stated program cost of $2.5 million. Those figures describe the announcement; the later official program description gives the terms of the launched scheme.
In a Western Australian Government release dated 11 December 2025, the Kids Access All Areas Vouchers Program was described as offering up to 50,000 vouchers over two years. Each voucher is worth $50, children must be aged five to 15, and more than 100 venues and providers participate. About 40% of participating providers are in regional areas. Families can claim up to four vouchers per household, with the rebate paid after tickets are purchased from an approved provider. See the Western Australian Government’s program announcement.

“Kids enter free” is not a blanket admission rule
The headline phrase compresses the value of a voucher into a simpler promise than the program terms support. The official description makes it a post-purchase rebate through approved providers. It does not establish permanent free entry for every child at every AGWA visit. Check the program’s current dates, eligibility rules and participating-provider information before buying tickets.

The January 2025 report said the Perth Cultural Centre redevelopment budget had risen from $35 million to $55 million, with federal and state governments sharing the funding. Cultural institutions were expected to remain open during the work. This is a separate redevelopment figure from the unapproved $850 million gallery estimate; the report did not say the $55 million was the cost of the proposed AGWA expansion.
