A smoking area is a place a venue or rule identifies as one where smoking may be permitted. A sign alone does not make smoking lawful: local law and venue rules determine whether an area may be designated and what conditions apply. There is no universal design standard. The examples below come from Canada, Singapore, British Columbia, the Philippines and Ontario, and are not global rules.
What makes a smoking area valid?
Permission comes first. Before marking a smoking area, confirm that the governing law allows it in that setting and check any venue-specific restrictions. The official examples differ on whether an area may be indoors, what separation is required and how it must be managed. A “SMOKING AREA” or “Designated Smoking Area” sign communicates a boundary; it does not override a prohibition.

Once an area is legally permitted, its setup should follow the applicable local requirements. Across the examples here, useful considerations include signage, location, separation, ventilation, access and cigarette-waste disposal. The exact requirements vary by jurisdiction.
Signs and notice
Canada’s federal Non-smokers’ Health Regulations require covered workplaces to identify designated smoking areas with a clearly visible sign and to notify employees of smoking restrictions and the location of designated areas. Philippine rules provide a separate example by calling for a visible “SMOKING AREA” sign. These examples do not establish universal wording or placement rules.

Location and boundaries
Singapore National Environment Agency guidance dated 14 March 2023, titled “Designated Smoking Areas (DSA) Set-up”, says designated areas should be at least 5 metres from building entrances and exits and ventilation intakes. It also addresses clear demarcation, pedestrian routes, boundaries, size, partitions and wayfinding. These are Singapore-specific setup instructions, not a general standard.
Cigarette-waste disposal
Canada’s federal rules for covered workplaces require designated areas to be “equipped with ashtrays or non-combustible covered receptacles for the disposal of wastes.” Singapore’s guidance recommends a cigarette-butt canister or a litter bin with an ashtray. Operators should follow the applicable local specification rather than assume one type of receptacle is acceptable everywhere.

Indoor areas, separation and ventilation
Indoor smoking areas are especially jurisdiction-specific. British Columbia’s Occupational Health and Safety Regulation describes a designated area as either a safe outdoor location or a room structurally separated from other work or break areas. Where necessary to prevent smoke from entering the workplace, the smoking room must have its own non-recirculating exhaust ventilation system discharging outdoors, with airflow maintained from nonsmoking to smoking areas.
Philippine tobacco rules also describe enclosure or separation and ventilation requirements for certain areas. Ontario’s Smoking in the Workplace Act illustrates another approach: it provides for designated locations in enclosed workplaces subject to limits and consultation requirements. These jurisdiction-specific examples should not be treated as permission to build an indoor smoking room elsewhere.

Practical setup checklist
- Confirm permission. Check the laws and venue rules that apply to the exact property and setting before designating a space.
- Choose a compliant location. Check any local distance rules, building entrances and exits, ventilation intakes, pedestrian routes and access requirements.
- Define the boundary. Use the demarcation, partitions or separation required locally, while keeping routes and exits unobstructed.
- Provide required signs and notices. Follow local wording, visibility and placement rules; in workplaces, check whether employees must also be notified about restrictions and the area’s location.
- Provide an approved waste receptacle. Check whether local rules specify an ashtray, a covered non-combustible receptacle or another arrangement.
- Apply indoor controls only where allowed. If an indoor area is permitted, verify the specific separation and ventilation rules before using it.
A sign or ashtray can support a compliant setup, but neither establishes that smoking is allowed. The operator must verify permission and meet the requirements that apply to that location.
