Architecture and design do not operate outside society’s racial hierarchies. Decisions about land, housing, public space, funding, hiring and professional authority can reproduce unequal treatment even when a project brief appears neutral. Miriam Sitz’s June 2020 Architectural Record report, published amid protests after George Floyd’s killing, documented designers confronting that reality. Its central warning was that public statements matter far less than who holds power, who receives opportunity and whose knowledge shapes the built environment.
The report is historically situated: it records responses and demands voiced in 2020, not a current measurement of the profession. It shows why representation in leadership and education became urgent questions, describes several forms of action, and makes clear that stated commitments are not the same as demonstrated institutional change.

Sitz’s article appeared during nationwide protests following the killing of George Floyd. For architecture and design practices, the moment connected police violence and racial injustice to the spaces professionals help plan, finance, regulate and build. The built environment carries the effects of earlier decisions about segregation, land ownership, displacement, lending, zoning and public investment. Designers may not have written every policy that produced those conditions, but their work can reinforce or challenge them.
The report focused on a professional response that was becoming visible in 2020: firms, schools, organizations and individual practitioners issuing statements, volunteering, donating, reviewing hiring practices and seeking more representative leadership. It also questioned whether those actions altered the institutions that distribute commissions, credentials, salaries and authority. The distinction remains crucial. A statement can express solidarity; a change in board composition, promotion criteria or project control changes how decisions are made.

Why statements became a test of credibility
Tiffany Brown, then a project manager in SmithGroup’s Detroit office and an executive-board member of the National Organization of Minority Architects, argued that some public statements lacked empathy and purpose. She asked whether firms had Black people in leadership or on their boards. Her challenge turned a general declaration into an accountable question: does the organization’s internal structure reflect the values it announces?
The article therefore treated representation as an issue of institutional practice rather than public relations. Leadership determines which projects are pursued, which risks are accepted, whose concerns receive resources and who is positioned to mentor or promote others. A diverse entry-level cohort without authority at the senior level can leave those decisions unchanged.
How racism can be reproduced through design institutions
Structural racism does not require every individual participant to hold explicitly racist beliefs. It can persist through ordinary rules and accumulated advantages: unequal access to education, unpaid internships that exclude people without financial support, informal recruiting networks, biased evaluations, limited access to capital and a professional culture that treats one group’s experience as universal.
Professional pipelines
Architecture and design careers often begin long before a first full-time job. Portfolio preparation, software access, studio culture, test-preparation courses and unpaid or underpaid placements can all affect who enters the field. If firms recruit primarily from a narrow set of schools or personal networks, those early filters are repeated at every hiring round.

Authority and advancement
Even when hiring becomes more representative, promotion can remain unequal. Advancement may depend on high-visibility assignments, client relationships, billable-hour expectations, sponsorship by senior staff or subjective judgments about “fit.” Without transparent criteria and documented promotion data, an organization can mistake a diverse intake for equitable opportunity.
Projects and public decisions
Designers influence choices about location, access, safety, environmental risk, housing type and public amenities. Those choices interact with planning and financing systems that have distributed benefits and burdens unevenly. Artist Amanda Williams described racist foundations in the built environment as “a metastasis baked into every kernel, from planning and zoning to multi- and single-family housing and conversations about public and private space.” The metaphor emphasizes that inequity can be embedded across connected decisions rather than isolated in one drawing or building.

What the representation numbers do—and do not—show
AIGA’s 2019 Design Census was reported as finding that 3% of designers identified as Black. That is a historical survey figure, reported by AIGA Eye on Design in 2020; it should not be presented as a current estimate of the design workforce. AIGA’s 2019 annual report recorded 9,429 Design Census participants. That is the number of people who participated, not a complete count of all designers, so it cannot by itself establish the profession’s exact demographic composition.
| Figure | What it measures | How to interpret it |
|---|---|---|
| 3% of designers identified as Black | Share reported from the 2019 Design Census | Historical survey result; not a 2026 workforce estimate |
| 9,429 participants | People counted in AIGA’s 2019 Design Census participation total | Participant count, not a census of every designer |
No comparable current statistic for racial representation in architecture or design is established here. It would be misleading to infer a trend from the 2019 percentage or to treat it as evidence that later initiatives succeeded or failed.

Responses documented in the article
Individual action
The report described designers volunteering, contributing money and examining their own professional responsibilities. Such actions can provide immediate support and signal solidarity, but they do not automatically alter hiring, ownership, procurement or project governance. Their effect depends on whether they are connected to sustained institutional commitments.
Organizational commitments
Some firms and organizations discussed hiring for greater diversity and changing internal practices. The meaningful questions are practical: Which roles are being filled? Who has authority over recruitment and promotion? Are goals time-bound and publicly reported? Are retention, pay equity and advancement tracked as carefully as hiring?
Beyond the Built Environment
The article highlighted Beyond the Built Environment’s work to profile Black architects, curate exhibitions and maintain a professional database. Visibility can counter the assumption that Black designers are absent from the field and can help educators, clients and journalists find practitioners. A profile or database, however, is an infrastructure for recognition, not proof that commissions, tenure or leadership have become equitable.
Design to Divest
Van Newman, founder of Design to Divest, stated, “Our goal is to shift real power collectively.” That formulation distinguishes symbolic inclusion from control over resources and decisions. Power shifts when affected communities and historically excluded practitioners can determine priorities, budgets, contracts, evaluation criteria and outcomes—not merely advise after the central choices have been made.

A process lens: design justice
The Design Justice Network Steering Committee describes design as capable of reproducing race, class and gender inequality. It says: “We created the Design Justice Network (DJN) as a space where designers, community organizers, and others can work together to use design to help dismantle the matrix of domination.”
This approach changes the unit of analysis. Instead of asking only whether a finished object looks inclusive, it asks who defines the problem, who benefits, who bears risk, whose labor is paid and who can contest a decision. Community organizers and residents are treated as partners with expertise, not as audiences for a predetermined solution.

- Who requested the project, and who has the authority to change its scope?
- Which communities are likely to experience its benefits, costs or disruptions?
- What historical policies produced the conditions the project is entering?
- How will community knowledge be compensated and incorporated before major commitments are fixed?
- What mechanisms allow participants to reject, revise or stop a proposal?
Designer and writer Anoushka Khandwala summarized the issue this way: “[I]t’s important not just to bring people to the table, but also to ask yourself, what sort of seat are you offering?” A seat with no decision rights is participation in appearance only.

The examples in the 2020 report are different kinds of responses, not a controlled comparison. A useful evaluation therefore looks at four dimensions rather than declaring one initiative universally effective.

- Decision-making power: Identify who approves budgets, hires staff, selects consultants, sets curricula and signs off on project changes. Record whether that authority has moved.
- Community control: Determine whether affected residents and organizers helped define the problem and retain meaningful influence throughout implementation, not just at a listening session.
- Institutional change: Look for alterations to hiring, leadership, education, procurement, compensation, promotion and resource allocation. A one-time panel or donation is not equivalent to a changed system.
- Outcome evidence: Ask what is measured, over what period and by whom. Separate an announced goal from documented results, and publish limitations when data are incomplete.
This framework prevents a common error: treating visibility, intention or activity as proof of redistribution. It also makes room for partial progress without claiming that structural inequity has been resolved.
Practical steps for design firms and schools
Make leadership accountable
- Publish the racial and gender composition of leadership, boards and promotion cohorts where lawful and ethically collected.
- Assign responsibility for equity goals to named leaders with authority over budgets and personnel.
- Use clear promotion criteria and review compensation, retention and project access—not only recruitment numbers.
- Pay interns, community advisors and guest educators for their labor.
Change recruitment and education pathways
- Broaden recruiting beyond familiar schools and personal networks.
- Fund scholarships, software access, portfolio support and paid work placements that reduce entry barriers.
- Teach the history of segregation, redlining, displacement, environmental racism and exclusionary planning as part of core design education.
- Invite Black practitioners and community experts into curriculum design and decision-making, rather than limiting them to occasional lectures.
Build community authority into projects
- Engage residents before the brief, site and budget are settled.
- Provide accessible information, interpretation and childcare where needed so participation is not restricted to people with spare time and resources.
- Document how community input changed the design and what requests could not be met.
- Establish a route for ongoing oversight after completion, including maintenance and evaluation.
What readers should not conclude
The article does not establish that any single firm, campaign or network solved structural racism. It offers examples of responses and a record of demands made during a specific 2020 moment. The available material also does not establish current representation, the present status of every initiative or outcomes at professional scale. Those limits are part of an honest account.

Nor does the 3% figure describe every architect or designer, every country or the profession today. It comes from a dated survey of participants and secondary reporting. Use it to understand why representation was identified as an urgent problem in 2020, not as a substitute for current, comparable data.
Further reading for design practice
AIGA’s design-teaching resources list The Black Experience in Design among publications addressing diversity, equity, inclusion, anti-racism and design. The Design Justice Network’s 2020 membership report references Design Justice, a book focused on community-led design and structural inequality. Either can support discussion and teaching, but no book alone can change an institution’s hiring, governance or allocation of resources.
The central lesson
The 2020 confrontation was not simply about whether designers expressed sympathy after George Floyd’s killing. It was about whether professional institutions would examine how authority, opportunity and the built environment are organized. The durable test is concrete: who is represented in leadership, who is paid and promoted, who defines the problem, who controls resources and what evidence shows that conditions changed.
