A turnkey natural-ventilation or smoke-control system is an agreed end-to-end delivery scope, not a standard product package. Depending on the project, one specialist may provide design input, equipment, installation, wiring, programming, commissioning, handover and maintenance; on another job, those duties remain divided among the builder, façade contractor, electrician, mechanical and fire contractors, BMS integrator and consultants.
The useful question is therefore not “Which turnkey product should we buy?” but “Who owns every interface, test and handover requirement?” Defining that answer before procurement prevents gaps between the opening, actuator, control panel, fire-alarm signal, BMS, power supply and commissioning plan.

What a turnkey smoke-control or natural-ventilation system includes
Turnkey describes the scope of work agreed for a particular building. EBSA NZ describes delivery options from equipment-only supply through supported supply and defined installation scopes to coordinated supply-and-install and full turnkey delivery. The boundary depends on the project’s size, programme, site conditions, trade capability and required technical coordination.
In a natural-ventilation project, the package may include automated windows, roof vents or architectural louvres, compatible chain or rack-and-pinion drives, control panels, room switches, sensors and weather inputs. A smoke-control arrangement may use similar opening hardware but adds a smoke-control strategy, dedicated control equipment, fire-system inputs, standby provisions where the design requires them, and a documented sequence for smoke events. The opening element and its control system must be selected together: an actuator that is suitable for one window geometry, load or stroke may be unsuitable for another.

“Turnkey” does not remove the need for project-specific design, engineering coordination or local approval. It means that the contract clearly assigns responsibility for delivering and proving the agreed result.
How the system fits into a building project
Early design and opening selection
Design consultation should start while the façade, roof, smoke compartments and mechanical strategy are still being coordinated. The team identifies which openings are intended for everyday ventilation, smoke exhaust, replacement air, or more than one operating mode. It then checks the opening size and weight, available fixing zones, required travel, weather exposure, access for maintenance and the location of controls and power supplies.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteEarly coordination also reveals conflicts that are expensive to solve after construction: a façade profile that cannot accept the selected drive, a louvre that cannot achieve the required free area, a panel location without service clearance, or a fire-alarm cable route that was never included in the electrical package.
Scope and trade allocation
The project team should write a responsibility matrix before orders are placed. It should identify who supplies each item, who installs it, who provides cable and containment, who terminates and labels conductors, who programs the controls, who provides signals from the fire system or BMS, and who witnesses integrated tests. “By others” is not a sufficient allocation unless the responsible party and completion condition are named.
Equipment and interface coordination
The specialist supplier, consultant and relevant trades coordinate the opening hardware, control panels, sensors, switches, weather inputs, room controls and building-system interfaces. Panel capacity, circuit zoning, cable routes, access panels, fire-rated construction and isolation points should be checked against the drawings and the installation sequence.

Installation and integration
Installation normally spans several trades. The façade or aluminium contractor prepares and installs the opening elements; the system installer fits actuators and local components; the electrician provides power and control cabling; the fire contractor connects the fire-alarm interface; the mechanical contractor coordinates smoke paths and replacement-air provisions; and the BMS contractor integrates approved supervisory points where required. A turnkey provider can perform some or all of these tasks, but the contract must state exactly which ones.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsCommissioning, handover and maintenance
Commissioning should prove both local operation and the complete cause-and-effect sequence. That includes normal ventilation commands, manual controls, weather responses, fault indications, fire-alarm initiation, panel behavior, opening and closing times where specified, and the response of connected mechanical or BMS equipment. Handover should include marked-up drawings, settings, test records, equipment schedules, operating instructions, maintenance requirements and access arrangements.
Who coordinates actuators, controls and the fire-alarm interface?
No single trade can safely assume every interface unless the contract appoints one party as the integration owner. A practical allocation looks like this:
| Party | Typical responsibilities to assign | Acceptance evidence |
|---|---|---|
| Builder or main contractor | Programme, builder’s work, penetrations, access, sequencing, protection of installed equipment and coordination among subcontractors. | Approved programme, coordinated drawings and completed builder’s work. |
| Façade or aluminium contractor | Opening fabrication, compatible profiles, actuator fixing provisions, weather sealing and safe access to windows, vents or louvres. | Installed openings inspected against approved details. |
| Electrical contractor | Power supplies, containment, cabling, isolators, earthing, terminations, labels and test certificates for its work. | Continuity and insulation results, labelled circuits and as-built cable records. |
| Mechanical contractor | Smoke paths, replacement-air strategy, associated fans or dampers where present, and coordination with the ventilation design. | Mechanical test records and confirmed operating sequence. |
| Fire contractor | Fire-alarm outputs, monitoring points, cause-and-effect information and witnessed alarm initiation tests. | Signed interface test and updated fire-system documentation. |
| BMS contractor | Agreed supervisory points, network or hard-wired connections, graphics, alarms and trend information where included. | Point-to-point and functional BMS test records. |
| Consultant or fire engineer | Performance brief, smoke-control strategy, design review, specification, approval coordination and witnessing requirements. | Approved design documents and review comments closed out. |
| Specialist system supplier or turnkey contractor | Equipment selection, technical submittals, panel configuration, actuator compatibility, programming, interface coordination, commissioning, training and handover for the contracted scope. | Submittals, programmed settings, commissioning sheets and handover pack. |
The matrix should also name the person who owns the integrated test. Without that appointment, each trade may demonstrate its own component while no one proves the complete fire or ventilation sequence.
Delivery models compared
These models are alternatives in responsibility, not different levels of product quality. A project can move from one model to another only when the additional design, installation and testing duties are expressly added.

| Delivery model | Usually included | Responsibility boundary | When it can fit |

| Equipment-only supply | Specified actuators, panels, sensors, controls or louvres supplied to an agreed specification. | Installation, cabling, programming, interfaces, commissioning and maintenance remain with the project team unless separately purchased. | A project with experienced installation trades and a complete design. |
| Supported supply | Equipment plus technical submittals, design assistance, coordination meetings or installation guidance. | The supplier advises, but named contractors retain physical installation and integration duties. | A job needing specialist input without transferring site responsibility. |
| Defined installation scope | Equipment and selected installation tasks, such as actuator fitting, panel installation or wiring, as listed in the order. | Unlisted terminations, fire-alarm or BMS work, programming and testing may remain with other trades. | A project where trade packages are already established and interfaces are simple. |
| Coordinated supply-and-install | Equipment, coordinated drawings, installation and a broader set of interface and commissioning activities. | Residual duties, such as fire-system programming, mains power or BMS graphics, must still be identified. | Multi-trade projects that need one specialist to control more of the installation sequence. |
| Full turnkey | An agreed end-to-end scope covering design input, equipment, installation, wiring, terminations, programming, integrated commissioning, handover and any stated maintenance service. | The provider owns the listed deliverables, while the client and other contractors still retain duties expressly excluded from the contract. | Complex projects where interface risk, programme pressure or limited in-house capability justify a single delivery lead. |
EBSA NZ summarizes the decision this way: “The right delivery model depends on the project scope, trade responsibilities, programme, site requirements and the level of technical coordination required for the window automation, natural ventilation, smoke control or louvre system being delivered.”
What should be agreed before procurement?
Use the following checklist in the employer’s requirements, specification and subcontract order. Each item should have an owner, a drawing or schedule reference, and an acceptance method.
- Opening type and actuator suitability: record window, vent or louvre geometry, weight, clear opening, stroke, fixing detail, environmental exposure and access for replacement.
- Operating modes: state normal ventilation, smoke mode, manual override, reset behavior, weather closure and any priority between automatic commands.
- Control architecture: identify panel type, zones, local switches, sensors, weather inputs, fault monitoring, remote indications and the location of every control component.
- Fire-alarm interface: define initiating signals, relay or network method, supervision, cause-and-effect logic, reset authority and the party responsible for programming and witnessing.
- BMS interface: list hard-wired or network points, command priorities, alarms, status feedback, graphics and whether the BMS is supervisory rather than safety-critical.
- Mechanical coordination: document smoke paths, replacement-air openings, fans, dampers and any dependencies on other plant.
- Power and cabling: assign mains and low-voltage supplies, cable types, containment, fire-rated routes and standby power provisions where required by the approved design.
- Builder’s work and access: include penetrations, supports, weatherproofing, inspection panels, safe roof or façade access and clear space around panels.
- Testing: define factory checks if applicable, installation tests, point-to-point checks, functional tests, integrated fire scenarios, witness requirements and retest rules.
- Handover and maintenance: specify drawings, settings, certificates, training, recommended inspection intervals, spare parts, fault response and who retains maintenance access.
- Local approvals: identify the authority, fire engineer, building-control process and standards that apply to the actual building and jurisdiction. Do not treat a supplier’s general product statement as project approval.
Panels, certification and precise claims
EBSA states that it supplies and supports D+H RZN, CPS-B, CPS-P and CPS-M panel platforms, and that applicable products and configurations are available with certification to EN 12101-10 and ISO 21927-9. That wording matters: certification applies to particular products and configurations, not automatically to every panel model, wiring arrangement or completed project. Request the exact certificate, scope, revision and installation conditions for the proposed configuration.
A panel’s label alone does not demonstrate that the installed system meets the building’s smoke-control strategy. The design still has to address opening performance, zoning, power, cabling, interfaces, environmental conditions, commissioning and local approval requirements.
Installation, commissioning and integrated testing
Before energising
- Confirm that each opening moves freely and that actuators are fixed to the approved details.
- Check cable identification, polarity, termination torque, segregation and panel zoning against drawings.
- Verify that fire-alarm, BMS and mechanical contractors have completed their side of every interface.
- Record software or configuration versions and back up programmed settings.
Functional sequence
- Operate each local control and confirm the expected opening, closing and indication.
- Apply normal ventilation commands and weather inputs, checking priorities and fault responses.
- Initiate the agreed fire-alarm signal and observe panel status, actuator movement, mechanical plant and replacement-air provisions.
- Test manual override, emergency controls, reset and loss-of-power behavior according to the approved sequence.
- Prove BMS status, alarms and commands without allowing supervisory graphics to replace the safety-system test.
- Record results, defects, corrective action and witnessed retests in a single integrated report.
Commissioning should be planned with enough time for retesting. If the fire contractor arrives after the façade and controls have been signed off, an apparently complete installation may still lack proof of the most important interface.

Handover and ongoing maintenance
The handover pack should let a facilities team operate, inspect and repair the system without reconstructing its design intent. Include an equipment schedule, panel and actuator locations, zone diagrams, cable routes, cause-and-effect matrix, settings, test results, certificates, warranties, operating instructions and training records. Note which access equipment or permits are needed to reach roof vents, high-level windows and façade louvres.
Maintenance responsibility should be explicit. The contract can include planned inspections and fault response, or it can hand those duties to the building operator. In either case, define who checks opening movement, obstructions, fixings, weather seals, batteries or standby supplies where fitted, panel indications, manual controls and the fire-alarm interface.
Geography, providers and local review
The evidence for EBSA relates to its New Zealand commercial services. The Smoke Control Association’s members directory provides examples of UK companies describing design, installation, commissioning, maintenance and turnkey smoke-ventilation work. Directory inclusion is not an endorsement, certification or evidence that a provider is suitable for another country.

Before appointing a provider, confirm its geographic coverage, experience with the building type, ability to coordinate the named trades, insurance and safety requirements, commissioning resources, maintenance response and familiarity with the regulations and approval route for the project location. The applicable rules depend on the building, jurisdiction, use, height, fire strategy and authority having jurisdiction; a generic “compliant” statement is not enough.
Common failure points and how to prevent them
The opening was selected before the actuator
Symptom: insufficient fixing space, travel, force or clear opening. Prevention: approve the opening-and-drive combination together and inspect a representative installed detail before production.

Symptom: the panel works locally, but no verified fire-alarm or BMS signal reaches it. Prevention: assign cable, termination, programming and witness duties line by line in the responsibility matrix.
Commissioning is treated as a final demonstration
Symptom: defects appear when the fire contractor first initiates the alarm sequence. Prevention: require staged point-to-point checks followed by a planned integrated test with all trades present.

Symptom: a certificate is supplied for a related product but not the installed configuration. Prevention: match the certificate and installation conditions to the exact panel, components, wiring and project arrangement.
Maintenance access was omitted
Symptom: high-level actuators or panels cannot be safely inspected or replaced. Prevention: include access, isolation and replacement routes in the design review and handover inspection.
A practical decision rule
Choose equipment-only or supported supply when the project already has competent trades, a coordinated design and a clear test owner. Choose coordinated supply-and-install or full turnkey delivery when multiple interfaces, a demanding programme or limited specialist capacity makes responsibility gaps more likely. In both cases, the quality of the outcome depends on the same fundamentals: compatible openings and drives, an explicit control strategy, named interface owners, documented commissioning and a maintenance plan that fits the completed building.
