Water-resistant paint tolerates a defined amount or type of moisture; waterproof paint is marketed to resist water penetration under stated conditions, which may include pressure. Neither label has one universal consumer meaning, and neither guarantees success on every surface or in every wet location. The right choice depends on the substrate, the exposure—such as condensation, splashes, rain, seepage, immersion, or hydrostatic pressure—and the product’s technical data sheet.
For a sound specification, compare the tested exposure, substrate, preparation requirements, application directions, exclusions, and warranty terms rather than choosing by the front-label word alone.

“Water-resistant” is a limited claim. It indicates that a coating is intended to withstand a specified degree or type of moisture exposure. The specification might address occasional splashes, damp air, condensation, or rain, but the label alone does not tell you how the coating behaves when water is continuously present or pushed through the substrate.
“Waterproof” is a stronger product claim, commonly associated with resisting water penetration under defined conditions. In building products, those conditions can include water held against the coating or pressure from the opposite side of a wall. The claim still belongs to the particular product and test configuration; it is not a universal approval for every surface, climate, or wet environment.

Paint terminology also varies by manufacturer and market. The standards used to evaluate coatings define test methods, not one consumer-wide definition that makes every product carrying either word equivalent. A coating can perform well in a condensation test and still be unsuitable for immersion. An immersion result does not automatically prove resistance to natural weathering or long-term hydrostatic pressure.
Start with the water exposure, not the label
Identify what the coating will actually encounter. These conditions place different demands on a film and should not be treated as one category of “wet.”
| Exposure | What it means for the coating decision |
|---|---|
| Incidental splashes | Short, localized contact. A moisture-tolerant interior coating may be adequate if the substrate and product instructions allow it. |
| Condensation | Water forms repeatedly on a cooler surface. Look for suitability for humid or condensation-prone locations and follow the preparation instructions closely. |
| Water fog | Fine droplets contact the film during a controlled test. Fog testing is a distinct method and does not establish immersion performance. |
| Driven rain | Repeated exterior wetting, often with wind. Exterior exposure, substrate movement, drainage, and joint details matter in addition to the coating. |
| Seepage | Water moves through cracks, joints, or porous masonry. A surface film cannot be assumed to stop a path that has not been repaired or detailed. |
| Immersion | The coated specimen is partly or completely under water. ASTM D870-25 addresses this type of controlled testing, but its result is not a general service-life promise. |
| Hydrostatic pressure | Water is pushed against the back or face of a wall by pressure. Use only a system whose technical documentation explicitly addresses that condition. |
The practical rule is simple: a result under one moisture condition does not automatically establish performance under another. Treat every exposure change as a new specification question.
What the main coating tests actually tell you
Immersion testing
ASTM D870-25 covers partial or complete immersion testing for coatings. It can reveal blistering, adhesion loss, discoloration, or other changes after a controlled water exposure. However, ASTM’s significance-and-use text warns that immersion results should not be represented as equivalent to a period of natural exposure until a quantitative correlation has been established for the coating or coating system.
That limitation matters when a product sheet shows a laboratory immersion result. The test demonstrates behavior under the stated procedure, temperature, duration, specimen construction, and evaluation criteria. It does not by itself predict how many years the same coating will last on a foundation, siding, floor, or submerged structure.
Condensation testing
ASTM D4585/D4585M-25 covers controlled-condensation testing. The method creates a repeatable environment in which moisture condenses on the coated surface. It is useful for comparing resistance to persistent condensation, but it is not interchangeable with either immersion or pressure testing.
Water-fog testing
ASTM D1735-21 addresses water-fog exposure. Fine water droplets provide another controlled way to challenge a coating. A product that has a fog-test result has evidence for that test environment only; readers should not treat it as proof of suitability for a submerged wall or a leaking basement.

Pressure and waterproofing claims
Waterproofing discussions often concern water under hydrostatic pressure. The pressure can force water through pores, cracks, joints, or defects that would remain harmless during a brief splash. Sto’s architectural-coatings guidance describes waterproofing in relation to resisting water under hydrostatic pressure, but the relevant pressure level, substrate, and system construction must still come from the product documentation.
Why a coating can fail even when the label sounds right
A failed coating is not automatically evidence that its formula was defective. ASTM identifies coating deficiency, contamination, and inadequate surface preparation as possible causes. The substrate may also contain cracks, salts, active leaks, or movement that the film cannot accommodate.
- Contamination: Dust, oil, efflorescence, curing compounds, and other residues can interfere with adhesion.
- Inadequate preparation: Loose material, unsound masonry, gloss, or excessive moisture can prevent the film from forming a continuous bond.
- Wrong substrate: A product specified for concrete masonry may not be suitable for wood, drywall, tile, or a previously painted surface.
- Unaddressed water paths: Cracks, joints, penetrations, and drainage defects can move water behind the coating.
- Application outside the sheet: Incorrect coats, spread rate, drying conditions, or recoat timing can change the finished barrier.
Use the complete coating system described by the manufacturer, not just the can label. The system may include cleaning, repairs, a primer, multiple coats, and specific curing or weather requirements.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteMatch the product to the substrate and location
Substrate is a first-order decision. A masonry waterproofer is not a general-purpose solution for every wall or floor.
| Project condition | Information to verify before purchase |
|---|---|
| Concrete block or cast-in-place concrete | Confirm that the technical sheet names the exact masonry type, interior or exterior location, preparation method, and water exposure. |
| Basement wall | Determine whether the problem is condensation, dampness, seepage, or pressure. Confirm that the product addresses foundation or basement use and follow its repair requirements. |
| Retaining wall or exterior foundation | Check exterior weathering suitability, drainage details, substrate condition, and any limits on below-grade or continuously wet service. |
| Wood, drywall, or tile | Do not infer masonry performance. Use only a product sheet that specifically covers that substrate and the expected moisture. |
| Swimming pool or potable-water contact | Require explicit approval. A masonry coating that is waterproof for building use may expressly exclude pools or contact with drinking water. |
Two product sheets illustrate why details matter
Rust-Oleum EnviroSHIELD Masonry 3000
The EnviroSHIELD Masonry 3000 technical data sheet describes a waterproof latex coating for specified concrete masonry applications, including concrete block and cast-in-place concrete. It also excludes swimming pools and potable-water contact. Those statements define the product’s documented scope; they do not approve the coating for every masonry surface or every submerged installation.
Benjamin Moore WaterBlock
The WaterBlock technical data sheet describes an acrylic masonry waterproofer for applications that include basement walls, foundations, retaining walls, and exterior masonry. The sheet reports a hydrostatic-resistance test result. Use that result only within the conditions and system described in the current sheet, and do not extend it to a different substrate, pressure, or construction detail without supporting documentation.
These examples show why “waterproof masonry paint” is a useful search phrase but not a complete specification. Before ordering, verify the current technical sheet and listing for your substrate, pressure exposure, intended location, exclusions, and application method.

How to choose between water-resistant and waterproof paint
- Describe the moisture precisely. Write down whether the surface sees splashes, condensation, fog, rain, seepage, immersion, or pressure. Note whether exposure is occasional or continuous.
- Identify the substrate. Record the material—such as concrete block, cast-in-place concrete, wood, drywall, or tile—and whether it is bare, previously painted, repaired, or deteriorated.
- Separate surface moisture from water entry. Condensation on the room side is a different problem from water moving through a foundation. If water is entering through cracks, joints, or drainage defects, address that pathway rather than expecting paint alone to solve it.
- Read the technical data sheet. Look for named substrates, interior or exterior suitability, exposure type, test method, preparation, coat count, application conditions, exclusions, and warranty terms.
- Compare like with like. An immersion test should be compared with another immersion test using comparable conditions. Do not rank a fog result against an immersion result as though they measured the same property.
- Confirm the system. Check whether repairs, primer, reinforcing treatment, or multiple coats are required. The stated performance may depend on the complete system rather than the topcoat by itself.
- Check the boundaries. Look specifically for exclusions involving pools, potable water, continuous immersion, below-grade pressure, damp substrates, or incompatible previous coatings.
- Plan inspection and maintenance. Understand how the warranty is limited, what preparation it requires, and what defects or water conditions void it.
Application planning for masonry waterproofer
Exact procedures vary by product, so the current technical sheet controls. A sound workflow follows this order:
- Inspect the wall. Locate cracks, open joints, loose masonry, efflorescence, active leaks, and areas with failed previous coatings. Record where water appears and under what conditions.
- Repair and clean. Remove unsound material and contamination using the methods permitted by the sheet. Repair cracks and joints with compatible materials before coating. Do not bury active defects under a film.
- Verify moisture and conditions. Confirm that the surface moisture level, temperature, humidity, and weather fall within the product’s application limits. A damp wall may be acceptable for one system and prohibited for another.
- Apply the specified coats. Follow the sheet’s tool, spread-rate, coat, and recoat instructions. Coverage is not interchangeable between products, and a thicker-looking application is not automatically a better barrier.
- Protect the curing film. Keep the coating away from excluded water contact and conditions listed as harmful during cure. Prevent traffic, washing, rain, or immersion until the specified cure has been reached.
- Inspect the finished system. Look for pinholes, holidays, missed joints, blistering, and incomplete coverage. Correct defects according to the manufacturer’s repair procedure.
For a foundation or basement, exterior drainage and structural repairs may be as important as the coating. A waterproofer selected for hydrostatic exposure should be treated as one component of the documented system, not as permission to ignore cracks, failed drains, or grading problems.
Basement decision guide
If you see condensation
Condensation is moisture from humid air collecting on a cool wall. Choose a product whose sheet addresses the substrate and interior conditions, but also investigate humidity and ventilation. A coating cannot change the dew point or remove water vapor from the room.
If the wall is damp but not actively leaking
Confirm whether the dampness is migrating through porous masonry, coming from interior humidity, or entering at a joint. Select a masonry system whose documentation covers that exposure and preparation condition. Do not infer pressure resistance from a generic interior or exterior paint label.
If water pushes through the wall
Hydrostatic pressure requires explicit product documentation and careful substrate preparation. Identify the source and pressure pathway, repair defects, and use only a system specified for the condition. Ordinary bathroom or exterior paint should not be described as a basement waterproofing solution.
If water is continuously present or the surface will be submerged
Require an explicit immersion approval that matches the intended service. ASTM D870-25 results are controlled test evidence, not a promise that a coating will survive an unspecified period of natural exposure. Pool and potable-water exclusions must be treated as firm boundaries.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to read a technical data sheet
Use this checklist before comparing products:
- Substrate: Is your exact material named, including concrete block, cast-in-place concrete, or another masonry type?
- Location: Is the product approved for interior, exterior, below-grade, or retaining-wall use?
- Exposure: Does the sheet address splashes, condensation, rain, seepage, immersion, or hydrostatic pressure?
- Test method: Is the result from immersion, condensation, water fog, or another procedure? Are the conditions reported?
- Preparation: What cleaning, repairs, moisture limits, and previous-coating conditions are required?
- Application: How many coats, what tools, what spread rate, and what recoat or cure conditions are specified?
- Exclusions: Are pools, potable water, continuous immersion, or other uses prohibited?
- Warranty: What preparation, maintenance, inspection, and exposure conditions govern coverage?
If a sheet does not state the condition you need, treat that omission as a reason to seek clarification rather than assume approval.

Common mistakes and better fixes
Choosing by the word “waterproof” alone
Why it fails: The word does not identify substrate, pressure, test conditions, or exclusions.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Better approach: Match the documented exposure and substrate to the project before comparing brands or prices.
Using bathroom paint to stop foundation seepage
Why it fails: A coating intended for humid interior air or occasional splashes is not automatically a barrier against water driven through masonry.
Better approach: Diagnose the water path and use a masonry system specifically documented for the condition, with repairs and drainage addressed.
Assuming immersion test hours equal years outdoors
Why it fails: ASTM states that immersion results should not be represented as equivalent to natural exposure without a quantitative correlation.

Better approach: Follow the preparation section, repair unsound areas, and inspect the finished film for defects.
Ignoring exclusions
Why it fails: A product can be suitable for building masonry while excluding pools or potable-water contact.
Better approach: Treat every exclusion as a boundary and select a separately approved system when the use changes.
Warranty, inspection, and maintenance
A warranty is product-specific. Read its scope, required preparation, application conditions, maintenance duties, and exclusions instead of treating the warranty as proof that any similarly labeled paint will perform the same way.
Inspect coated areas for blistering, peeling, cracking, pinholes, discoloration, and renewed dampness. A defect can indicate a local coating problem, contamination, movement, or water pressure behind the film. Document the location and exposure before making repairs, then use the manufacturer’s repair procedure. Recoating over a symptom without correcting the cause can conceal the problem temporarily and make later diagnosis harder.
Bottom line for a paint specification
Use “water-resistant” when the product’s stated moisture tolerance matches a limited exposure. Use a product sold as “waterproof” only when its technical documentation covers your substrate and the actual water condition, including pressure or immersion when relevant. The defensible choice is the coating system whose preparation, test evidence, exclusions, and application instructions fit the wall in front of you—not the product with the strongest word on its label.
