A building is in a good state of repair when its structure, weatherproofing, materials and essential services are performing reliably, deterioration is found early, and defects are dealt with before they become loss of fabric, a safety risk or a barrier to useful occupation. For an older or listed building, that usually means regular inspection and small, compatible repairs rather than waiting for a major restoration project.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThe practical test is not whether every surface looks new. It is whether the building is stable, dry, safe and usable, while its significant materials and character are retained wherever possible. The right response depends on what is damaged, why it failed, the building’s age and construction, and the jurisdiction in which it stands.

What “a good state of repair” actually means
“Good state of repair” is a condition, not a particular style of project. It describes a building whose defects are understood and controlled: rain is shed, water is directed away, structural elements remain sound, finishes are not hiding active decay, and rooms can be used without avoidable hazards. A building can be old, weathered and visibly patched yet still be well maintained. Conversely, a freshly decorated building can be in poor repair if water is entering through the roof or masonry is losing its bond.
Historic England summarises the conservation principle this way: “Keeping historic buildings in good repair and, where possible, in use, is the key to their preservation.” The Government of Jersey’s supplementary planning guidance makes the same point more directly: “Regular maintenance and repair is the key to the preservation of historic buildings.” Both statements concern historic buildings; they should not be read as a universal legal rule for every building or country.
- Weatherproof: roofs, flashings, gutters, downpipes, joints, windows and external coatings keep water out and carry it safely away.
- Structurally stable: movement, cracking, distortion or corrosion is monitored and addressed before it threatens occupants or significant fabric.
- Materially compatible: repairs use methods and materials that suit the existing construction instead of trapping moisture or accelerating decay.
- Usable: the building can be occupied for its intended purpose, with essential services and access kept in working order.
- Documented: owners and managers know what has been repaired, what remains under observation and when specialist advice was obtained.
Why routine care matters more than dramatic restoration
Water is often the starting point of a repair problem. A blocked gutter can wet a wall; repeated wetting can damage mortar, timber, plaster and paint; concealed decay can then become a structural or conservation emergency. Regular inspection interrupts that sequence while the work is still limited.
Jersey’s guidance specifically highlights inspection and routine attention to roofs, gutters and downpipes for historic buildings. Those items are easy to overlook because they are high, narrow or visually unobtrusive, yet they control where rainfall goes. Clearing a channel, resecuring a slipped slate or renewing a failed joint may preserve far more original material than replacing a saturated wall later.

Maintenance also protects the usefulness of future improvements. In the discussion of Scottish tenement housing published in Context 181 in September 2024, the condition of the building is treated as a prerequisite for successful energy-efficiency work. Insulation, draught reduction or new equipment cannot compensate for unresolved leaks, unstable masonry or defective common fabric. The Scottish context matters: the observation concerns tenement housing there, not every building type or jurisdiction.
A practical inspection sequence
An inspection should move from the parts that shed water and carry loads to the rooms and finishes below. The aim is to identify symptoms, trace causes and record decisions, not to make an unqualified diagnosis from a single mark.
- Start with a safety check. Keep people away from falling masonry, bulging ceilings, exposed electrical components, unstable chimneys and areas affected by active flooding. Arrange an urgent professional assessment when there is a risk of collapse, fire or electric shock.
- Walk the roofline and rainwater system. Look for slipped or missing coverings, damaged flashings, overflowing gutters, disconnected downpipes and staining at eaves or wall junctions. Check where each downpipe discharges; water should not be saturating the base of the wall.
- Read the external walls. Note open joints, vegetation, spalled masonry, bulges, stepped cracking and patches that remain damp. Distinguish long-standing weathering from fresh movement by comparing photographs and previous records.
- Check openings and joinery. Windows and doors should shed water, close safely and allow the building to ventilate as intended. Examine sills, lintels, frames and surrounding plaster for staining or decay.
- Inspect internal evidence. Map damp marks, peeling paint, salt deposits, mould, musty odours, distorted floors and cracked plaster. A stain is evidence of moisture, not proof that repainting is the cure; trace the source first.
- Review services and high-risk areas. Have qualified tradespeople examine unsafe wiring, leaking plumbing, heating equipment, chimneys and accessible plant. Keep building-conservation concerns separate from regulated gas, electrical or fire-safety work.
- Record and prioritise. Photograph each defect with its location, date and apparent change. Classify it as an immediate safety issue, active water entry, progressive deterioration or routine work, then assign an owner and a follow-up date.
Maintenance, repair, renovation, refurbishment and retrofit
These labels are useful shorthand, but they are not universal legal categories. The cited scholarly and industry discussions use them differently, and a consent authority may define a project by its effect on the building rather than by the label on a quotation. Describe what will happen to the existing fabric, then check the relevant rules.

| Term | Typical purpose | Effect on existing fabric | Questions to ask |
|---|---|---|---|
| Maintenance | Recurring inspection and small, timely work that prevents deterioration. | Usually retains the existing material and keeps systems functioning. | Is the defect minor and predictable? Can it be corrected without changing character? |
| Repair | Addressing damage or deterioration through restoration, stabilisation or limited reconstruction. | May retain and restore material, with replacement only where loss or failure requires it. | What can be retained? What must be replaced, and why? |
| Renovation | Improving the physical condition of a building. | Can range from modest renewal to substantial alteration. | Does the improvement change layout, fabric, appearance or performance? |
| Refurbishment | Updating, redecorating or improving spaces and components. | Often affects finishes and fittings; scope varies widely. | Will new finishes conceal defects or alter significant interiors? |
| Retrofitting | Adding components or systems to improve function, structural stability or energy performance. | Introduces new work into an existing construction and may require interfaces or penetrations. | Will the addition create moisture, load, access or visual problems? |
Projects can combine categories. Replacing a failed gutter is maintenance or repair; adding insulation while repairing a roof is a retrofit combined with repair. The purpose and consequences matter more than the chosen word.

Choosing between retaining, restoring and replacing fabric
For an older building, the first question is not “Which new product should be installed?” It is “What is still serviceable, and what caused the failure?” A sound original window that needs eased joints and renewed paint has a different conservation impact from a wholesale replacement. A cracked render may need local repair, but only after the source of movement or trapped moisture is understood.
- Retain sound material whenever it can continue to perform safely.
- Restore damaged material when repair can recover its function without unnecessarily removing original fabric.
- Replace selectively where material is lost, unstable or beyond practical repair, matching the building’s construction and appearance where appropriate.
- Make additions legible and reversible where feasible. New work should not make future maintenance impossible or permanently obscure significant evidence.
Good conservation practice requires materials and techniques appropriate to the building. A hard, impermeable repair may perform well on a modern substrate but cause problems in an older wall designed to exchange moisture. Obtain advice from a conservation professional when the construction is unusual, the defect is persistent or the proposed work would remove historic material.
Painting and finishes: what a decorator should look for
Paint is both a finish and a diagnostic surface. Flaking, blistering, tide marks, powdering and repeated patches can reveal moisture movement, salts, failing timber or incompatible earlier coatings. Scraping and repainting before the cause is resolved usually gives a short-lived cosmetic result.
Before preparation
- Identify whether the surface is masonry, lime or gypsum plaster, timber, metal or a previous coating whose composition is uncertain.
- Find and correct leaks, condensation sources and defective joints before applying a new finish.
- Test a small area and document the result, especially in a historic interior where layers may carry evidence of earlier decoration.
- Use the least aggressive preparation that will provide a sound key; avoid removing sound historic finishes simply to achieve a uniform modern surface.
During application
- Select a coating compatible with the substrate and the building’s moisture behaviour.
- Keep repairs visually coherent without pretending that new work is centuries old; a quiet distinction can help future caretakers understand what was done.
- Protect carved, glazed, stained or otherwise significant details from abrasion, solvents and accidental overpainting.
After completion
Record the product, colour, preparation method, date and areas treated. A future inspector can then distinguish a new failure from an old layer and avoid repeating an incompatible specification.

Legal duties and enforcement depend on location
“Good repair” is not a single legal standard. Duties, consent requirements and enforcement powers depend on the country, local authority and status of the building. Listed-building controls, planning designations, dangerous-building powers, landlord obligations and health-and-safety rules may all apply separately.
| Place or source | What is established | Qualification |
|---|---|---|
| England | Historic England’s Stopping the Rot: A Guide to Enforcement Action to Save Historic Buildings, published 13 January 2023, discusses Urgent Works Notices, Repairs Notices and Section 215 Notices available to local authorities. | The guide concerns listed historic buildings in England and is marked as under review. Check current official guidance and the relevant council before relying on procedure or legal effect. |
| Jersey | Jersey planning guidance says there is no specific owner duty to keep a historic building in good repair, while the Minister can act when preservation is at risk. | This is jurisdiction-specific and must not be generalised to England, Scotland or elsewhere. |
| Scotland | The cited discussion links repair condition and energy-improvement decisions in Scottish tenement housing. | The point is about that building type and context, not a universal rule for every Scottish property. |
If a building is listed, scheduled, in a conservation area or otherwise protected, ask the planning or heritage authority what consent is needed before starting work. Emergency stabilisation may have separate procedures, but “urgent” does not automatically mean “exempt.”
When to call a specialist
Seek specialist or official guidance when the defect involves structural movement, a historic roof or wall system, uncertain materials, repeated damp, decorative interiors, archaeological fabric, listed-building consent or a proposed energy upgrade that changes moisture or loading. A conservation-accredited surveyor, structural engineer, building physicist or specialist contractor may each answer a different part of the problem; one general quotation is not a substitute for the right diagnosis.
- Immediate specialist response: falling masonry, a sagging roof, rapidly widening cracks, a collapsed ceiling, active flooding or suspected hazardous services.
- Planned specialist assessment: persistent damp, recurring paint failure, timber decay, chimney movement, incompatible previous repairs or uncertainty about historic materials.
- Authority consultation: any intervention that changes external appearance, removes significant fabric, affects a listed building or could trigger a notice.
Common mistakes that shorten a building’s life
Painting over symptoms
New paint can hide a stain temporarily while the leak continues. Trace moisture and allow the substrate to become suitable before decorating.

Replacing instead of repairing by default
Wholesale removal can discard serviceable historic fabric and create new junctions that fail. Establish what is salvageable and specify replacement only where it is necessary.
Using a familiar material in an unfamiliar building
A modern cement-rich, sealed or rigid product may be unsuitable for an older construction. Compatibility must be judged against the existing wall, roof or finish, not convenience alone.
Treating labels as permissions
Calling work “maintenance” or “refurbishment” does not decide whether consent is required. Authorities assess the actual intervention and its effect.

Ignoring shared elements
In a terrace or tenement, one owner’s roof, gutter, chimney or common wall can affect many homes. Coordinate inspections and decisions rather than repairing only the visible interior symptom.
A repair plan that remains useful
Keep a simple building log containing inspection dates, photographs, drawings or marked-up plans, contractor details, materials, invoices, approvals and unresolved observations. Link each repair to the defect it addressed. When a finish fails again, the record helps determine whether the cause was missed, the repair was incompatible or a new defect has appeared.
Prioritise work in this order: protect people, stop active water entry, stabilise threatened fabric, restore weatherproofing, then improve performance and appearance. Energy upgrades, accessibility work and interior renewal are more durable when the underlying building is dry and sound. The goal is not perpetual intervention; it is a managed cycle of inspection, small repair and informed improvement.
The standard to aim for
A good state of repair is achieved when the building’s risks are known, water is controlled, significant fabric is conserved, and work is proportionate to the defect. Routine care should be visible in the records even when it is invisible in the finished appearance. For historic buildings especially, keeping the structure in use, choosing compatible materials and acting before minor defects become major losses is the most reliable form of preservation.
