A “3%” or “III%” tattoo is commonly associated with the Three Percenters concept, a symbol used within the U.S. anti-government militia movement. The concept invokes a small group resisting a government viewed as tyrannical and relies on an inaccurate historical claim about Revolutionary War participation. The tattoo alone cannot establish the wearer’s beliefs, actions, or organizational affiliation.
What the Three Percenter symbol represents
The Three Percenters concept is part of the broader anti-government militia movement. It invokes the idea that a small, committed group of patriots could resist a government viewed as tyrannical. The Anti-Defamation League (ADL) traces the concept to 2008.
The movement’s origin story claims that only 3% of Americans fought the British during the Revolutionary War. The ADL describes this claim as inaccurate; The Washington Post also connects the symbol to this disputed historical story. The actual history of participation in the Revolution was more complicated than that slogan suggests.

The concept can signal affinity with this political idea without proving formal membership in a particular organization. The ADL notes that adherents may participate through paramilitary groups, non-paramilitary groups, online networks, or as individuals.
How to recognize Three Percenter tattoo imagery
A common logo is the Roman numeral III, often surrounded by thirteen stars. Variants include “3%,” “3%ers,” “III%ers,” and “Threepers.” The ADL identifies these as forms associated with the concept.
A design’s details can help describe its common association, but they are not a diagnostic test of the wearer. A plain number 3 or Roman numeral III, without more context, can have other personal or decorative meanings.

The ADL places the Three Percenters concept within the broader anti-government militia movement. It is therefore more accurate to describe the common political association than to label a person based only on a tattoo. The symbol alone does not prove that the wearer is racist, violent, or a member of a particular organization.
Why the tattoo can attract concern
Because the symbol is associated with the anti-government militia movement, people may seek context when they encounter it. That association does not support the conclusion that everyone with a 3% tattoo is violent or involved in illegal activity.

The evidence-based description is that the design is commonly associated with Three Percenter symbolism. That common association does not establish an individual’s beliefs or actions.
Could “III” have a completely different meaning?
Yes. A Roman numeral III or the number 3 can have personal or decorative meanings unrelated to Three Percenter symbolism. The association is more recognizable when the design uses forms such as “3%” or “III%,” especially the common logo of III surrounded by thirteen stars, but a design alone cannot establish the wearer’s personal meaning.
