Before you build the patio, prove that the retaining wall has a continuous drainage path and that every outlet discharges to an approved location. The usual engineered solution is a free-draining aggregate zone behind the wall, a perforated collector pipe with positive fall, weep holes through the wall, or a combination. The patio must shed water away from the wall and building, and the paving, footings, railings, furniture, excavation and grade changes must be checked as possible loads on the wall. Local permit rules and an engineer’s review may apply based on wall height, surcharge, soil, excavation and jurisdiction.

Why drainage is part of the retaining wall structure
Soil that stays saturated exerts hydrostatic pressure in addition to its normal earth pressure. A wall designed for drained backfill can be overloaded if water has no reliable route out. Portland’s code states: “Retaining walls must be designed to support the weight of the full hydrostatic pressure of undrained backfill unless a drainage system is installed.” That makes drainage a structural feature, not merely a landscaping improvement.
The 2024 International Residential Code (IRC) requires qualifying retaining walls to be designed using accepted engineering practice for overturning, sliding, foundation pressure and water uplift. It specifies a 1.5 safety factor for lateral sliding and overturning. The same code also addresses perforated drainage pipe and an approved filter membrane for certain precast foundation-wall conditions; those provisions do not automatically establish one universal detail for every retaining wall.

A patio can change the drainage and loading conditions at the same time. Paving may block an existing outlet, direct roof or surface runoff toward the wall, add a slab edge or footing near the wall, or place concentrated loads above the retained soil. Resolve those issues before excavation and before any pipe or weep hole is covered.
Start with a wall-and-patio site assessment
Record the wall geometry
Measure the exposed wall height from the lowest visible grade, the retained height on the uphill side, the footing level if it is known, and the distance from the proposed patio to the wall. Identify whether the wall is segmental block, cast-in-place concrete, reinforced masonry, timber, stone, precast or another system. Note the wall’s batter, visible footing, anchors, tiebacks, steps and end conditions.
Also record the slope above the wall, soil type if known, groundwater or seepage, nearby property lines and any signs that the wall was previously repaired. A wall with an unknown footing or reinforcement should not be assumed capable of carrying a new patio load.

Map every water path
Trace roof downspouts, yard runoff, irrigation, hillside flow, groundwater seepage and existing surface drains. Locate each weep hole, cleanout, outlet pipe and daylight discharge. Follow the route to its final receiving point; an opening that disappears into buried soil is not a demonstrated outlet.
Do not pave over an existing weep hole, bury a pipe end, connect a wall drain to a storm system without approval, or redirect water onto a neighboring property. If the final discharge is not lawful or cannot remain accessible, the drainage design is incomplete.

List new loads and excavation
Show the patio slab or paver area, thickened edges, steps, planters, outdoor kitchens, hot tubs, retaining curbs, railings, furniture storage and any vehicle access on a sketch. Include the depth and location of proposed excavation. A load close to the back of the wall has more influence than the same load far away, and cutting into soil in front of the footing can reduce passive support.
Drainage components that may be required
Free-draining aggregate zone
Clean, free-draining granular material behind the wall gives infiltrated water a low-resistance path to a collector or weep holes. Where the design calls for it, a geotextile or other approved filter membrane separates native soil from the aggregate so fines do not migrate into and clog the drainage zone. The exact width, gradation and membrane type belong to the wall detail or engineer; there is no nationally universal gravel thickness.
Harrison, Ohio’s municipal concrete detail illustrates one local approach by calling for at least 12 inches of granular backfill against the wall. That 12-inch dimension is a jurisdiction-specific example, not a default for another city, wall system or soil.
Perforated collector pipe
A perforated pipe at the base of the backfill collects water and must have continuous positive fall to a designed outlet. Provide a cleanout or other inspection access when the detail allows it, protect the pipe from crushing during backfill, and keep the perforations and surrounding aggregate from being filled with soil.
Harrison’s detail permits a perforated pipe of at least 4 inches in diameter at the base of the backfill, laid with a proper gradient to an outlet. The pipe size, slope, bedding, outlet protection and discharge method may be different under your local code or engineered plan. A pipe that is level, back-pitched, crushed or terminated in opaque fill cannot be treated as a functioning collector.

Weep holes through the wall
Weep holes relieve water from the retained side directly through the wall face. Their diameter, vertical and horizontal spacing, elevation, sleeves, filters and outlet protection must match the wall design and local approval. They should remain open after the patio is installed and should discharge to a visible, protected location rather than into paving joints or soil that can clog the opening.
Harrison’s code example allows weep holes up to 4 inches in diameter at 6-foot on-center spacing, or the 4-inch minimum perforated-pipe alternative described above. That is one municipal detail; it is not a universal spacing rule and should not be copied without checking the governing jurisdiction and wall design.
Combined systems
Many engineered walls use both a granular drainage zone and a perforated collector, with weep holes as additional relief or as the visible outlet. Redundancy can improve resilience, but it does not excuse poor grading or an inaccessible final discharge. Every component still needs a route that can be inspected and kept clear.
Choose an outlet method deliberately
| Approach | Advantages | Limitations and checks |
|---|---|---|
| Gravity/daylight outlet | No pump power or controls; simple operation when a lower approved discharge point exists. | Requires uninterrupted fall, protection from erosion and a lawful receiving point. Outlet elevation may be impossible on a flat site. |
| Sump and pumped discharge | Can lift collected water where gravity cannot reach an approved point; basin can provide access for inspection. | Depends on electricity, pump capacity, controls, maintenance and an approved backup or overflow route. A failed pump can allow pressure to build. |
| Weep holes only | Simple wall-face relief where the wall detail and soil conditions permit it. | Openings can clog, freeze, discharge onto paving or lack enough hydraulic capacity for a large or wet backfill. |
| Collector pipe plus weeps | Provides a collection path and visible relief, with more than one drainage mechanism. | More components to coordinate; both the pipe outlet and wall openings must remain accessible and protected. |
Use the option required by the engineered detail and local authority. The deciding factors are hydraulic capacity, clog resistance, outlet reliability, inspection access, constructability and the load imposed by excavation and paving.
Set the patio grade and drains away from the wall
Maricopa County directs that patio slabs or pavers slope away from the building. Its alternate detail for a drain below a weep screed also requires positive slope to an approved drainage location. Apply the same principle to a patio beside a retaining wall: establish a deliberate fall away from the wall and building, and route water to a permitted stormwater, swale, daylight or pumped outlet.

No current official requirement establishes one numeric patio slope that applies everywhere. Your paving contractor or engineer must set the fall for the surface, joints, trench or strip drain, local rainfall and finish materials. The important test is that water cannot pond against the wall and that the drain has positive fall rather than a low spot.
Keep channel-drain grates, cleanouts and outlet boxes accessible after furniture and planters are installed. Protect exposed outlets from mulch, gravel and insects without reducing their capacity. If the patio must be higher than an existing weep hole, redesign the outlet before pouring; do not bury the opening behind a slab edge.

A surcharge is an added load or lateral influence near the retained soil. A concrete slab, paver base, footing, stair, wall, railing post, planter, outdoor kitchen, hot tub, stored materials or vehicle can qualify, depending on its weight, distance and the wall design. Excavating for the patio can also remove soil that helped support the wall or expose a footing to weather and water.
Portland requires permits for retaining walls over 4 feet measured from the bottom of the footing to the top of the wall and for walls supporting a surcharge. Other jurisdictions use different thresholds, and some regulate the patio, grading or drainage separately. Treat the 4-foot figure as Portland’s rule, not a nationwide exemption.

Permits and approvals are location-specific
Check the building or public-works department before demolition, excavation or paving. Portland applies ASCE 7-16 to retaining walls outside its specialty residential and structural codes and requires hydrostatic-pressure design unless drainage is installed. Brisbane advises owners to verify retaining-wall approval requirements and comply with applicable building codes and standards even when building approval might not be required.
Ask the authority these specific questions:
- Does the wall height use footing-bottom-to-wall-top measurement or another definition?
- Does a patio, footing, railing, planter or hot tub count as a surcharge?
- Is a grading, stormwater or drainage permit required in addition to a building permit?
- May the outlet discharge to the street, a storm system, a swale or daylight, and what protection is required?
- Are inspections required before backfill, before concrete placement or at final grade?
Construction sequence before paving
- Freeze the layout. Stake the wall, patio edge, drains, steps, utilities and excavation limits. Do not move a footing or drain in the field without resolving the design change.
- Confirm the wall design. Obtain drawings, permits, prior inspection records and any manufacturer detail. If they are unavailable, have the wall evaluated before loading it.
- Expose and inspect existing drainage. Locate weep holes, collector pipes, cleanouts and outlets. Clear vegetation and sediment without damaging the wall or pipe.
- Install the drainage zone. Place the specified clean aggregate and any required filter membrane. Keep native soil from mixing into the drainage material.
- Set the collector. Bed the perforated pipe as detailed, verify continuous positive fall with a level or laser, secure connections and provide the approved outlet or sump.
- Preserve wall-face relief. Install sleeves, filters and weep holes at the specified elevations and spacing. Keep each opening above the finished patio or connect it to an approved drain detail.
- Build the patio subgrade and surface. Shape the base and finished slab or pavers to fall away from the wall and building. Install trench or strip drains with their own positive fall.
- Inspect before covering. Photograph the aggregate, filter membrane, pipe, joints, cleanouts, weep holes, outlet protection and grades. Obtain required inspections before backfill and paving.
How much gravel and pipe do you need?
There is no single quantity that can be safely calculated from wall height alone. The required aggregate volume depends on wall length, drainage-zone width, height, corners, steps, outlets and the specified material. Pipe length follows the collector route and must include its outlet, cleanouts and any sump connection. Have the installer calculate quantities from the approved detail rather than using a generic online rule.
For orientation only, the Harrison example uses at least 12 inches of granular backfill, a 4-inch minimum perforated pipe at the base, or weep holes up to 4 inches at 6-foot on-center. Those figures describe that municipal concrete detail and do not establish a requirement for your property.
Warning signs that require a pause
New York City’s Department of Buildings identifies water accumulating behind or at the top of a wall from poor drainage and water leaking through cracks or clogged weep holes as retaining-wall problem signs. It also flags leaning, bulging, severe cracks and pavement or soil movement. New construction near a wall can undermine stability.
Quick Recap
- Water appears after ordinary rain: trace the source, keep people and equipment away from the wall, and obtain an evaluation before adding load.
- Weep holes stop flowing or discharge muddy water: treat this as possible clogging or soil migration; do not seal the openings or pressure-wash into the wall without a plan.
- The wall leans, bulges or cracks: stop excavation and paving. A drainage repair alone may not correct a structural movement.
- The patio base stays wet or settles: check for blocked outlets, inadequate fall, leaking utilities or groundwater before replacing the surface.
- Excavation exposes the footing: stop and have the footing and temporary stability reviewed before removing more soil.
Final pre-patio checklist
- Wall type, retained height, footing level and condition are documented.
- Every roof, surface and groundwater path has a planned route.
- Aggregate, filter membrane and pipe specifications come from an approved detail.
- Collector pipes have positive fall, cleanouts where required and a lawful outlet.
- Weep holes match the design, remain open and will not be buried by paving.
- Patio grades and channel drains fall away from the wall and building.
- Slab edges, steps, railings, planters, furniture, hot tubs and excavation have been checked as surcharge or support changes.
- Permit, inspection and engineering requirements have been confirmed with the local authority.
- Drainage work has been photographed and inspected before it is covered.
