A QUIC STREAM frame carries application bytes for a particular QUIC stream. Its fields identify the stream and locate the bytes within it; a FIN flag can mark the end of data sent in that direction. This article uses “stream frame” in the QUIC transport-protocol sense, not as a reference to video images or a streaming service.
What a QUIC STREAM frame contains
RFC 9000 defines STREAM frame types from 0x08 through 0x0f. Their low three bits indicate whether the frame includes an offset, includes a length, and sets FIN. The conceptual layout is:

- Type: Identifies a STREAM frame variant and encodes the optional fields and FIN flag.
- Stream ID: Identifies the QUIC stream to which the bytes belong.
- Offset (optional): Gives the starting byte position in that stream. Without this field, the data starts at offset zero.
- Length (optional): Gives the size of the stream data in the frame. If absent, the data continues to the end of the QUIC packet.
- Stream Data: The bytes being carried.
- FIN: Signals that the sender has no more data to send on this stream. The final size is the frame’s offset plus its data length.
STREAM frames implicitly create a stream when needed. The application works with streams; it does not necessarily choose one frame for every application message. Implementations assemble frames into packets. RFC 9000, Sections 2 and 19.8
How offsets and FIN fit together
Consider this illustrative sequence on one stream: a frame carries bytes at offset 0, and another carries later bytes at offset 5. The offset identifies where the second frame’s bytes belong; it does not identify a separate stream. If that later frame carries two bytes and sets FIN, the sender’s final size is 7. These values are an example, not a measurement.

Offsets matter because stream data is a byte sequence, not a set of separately ordered application messages. The receiver uses positions to place data in the right order within the stream. FIN closes only the sending direction: on a bidirectional stream, the other endpoint can still send in the opposite direction.

A QUIC packet is not the same thing as a STREAM frame. A packet may contain one or several STREAM frames, potentially carrying data for different streams. QUIC provides ordered delivery within an individual stream, but it does not guarantee a delivery order across separate streams. Multiple streams therefore allow independent data to proceed concurrently without requiring the application to put all of it into one ordered byte sequence. RFC 9308, Section 4

Streams may be unidirectional or bidirectional and may be initiated by either endpoint. Only the initiator sends data on a unidirectional stream; both endpoints can send on a bidirectional stream.

An HTTP/3 DATA frame is not a QUIC STREAM frame. Instead, the QUIC stream transports bytes that encode HTTP/3 frames. Keeping those layers distinct avoids confusing transport delivery with HTTP/3 message and control framing. RFC 9114
