1. Establish the existing conditions
The consultant first needs reliable information about the property: the public approach, level changes, doors, circulation, service points, seating, toilets, signage and any shared areas controlled by a landlord or council. A site inspection should distinguish what is physically present from what is shown on an old drawing. Photographs, measured surveys and the lease boundary can prevent a design team from promising work it cannot control.
2. Trace the customer route
The review should map a continuous route from the public way to the parts of the restaurant that customers are expected to use. 5. Record decisions and residual issues
An assessment report should separate observed conditions, proposed changes, items requiring confirmation and matters outside the project boundary. If a constraint remains, the report should identify it plainly, explain the design response and state who must approve or verify the decision. This creates a usable handover record instead of relying on informal conversations.

Current requirements, approvals and interpretations must be checked for the actual property, proposed work and jurisdiction.

Documents that would substantiate a project account
A reliable account of the refurbishment would need more than a supplier profile. Useful records would include:
- The venue name and address, with the project dates.
- Existing and proposed floor plans showing the public route, dining layout, counters and amenities.
- A measured access audit or assessment report identifying observed barriers.
- Consultant correspondence or meeting notes showing the alternatives considered and the decisions reached.
- Permit, construction certificate, development consent or other approval documents, where applicable.

- Define the brief. State whether the work is a minor fit-out, a structural refurbishment, a tenancy change or a broader building upgrade. Identify the customer areas that must remain open during construction.
- Provide the right base information. Give the consultant current plans, the lease boundary, photographs, survey information and any previous notices or complaints. Ask the consultant to flag missing measurements.
- Request a site-based assessment. A drawing-only review cannot confirm gradients, door forces, obstructions or conditions in shared public space.
- Review options with the design team. Ask each option to be assessed for access outcome, technical feasibility, effect on the existing structure, approvals, cost and day-to-day operation. Do not assume that the cheapest or most compact option is acceptable.
- Coordinate approvals. Confirm which items must be reviewed by the certifier, council, landlord, fire-safety adviser or other authority. Keep the access advice aligned with the final permit set.
- Inspect before opening. Check the completed route with the installed doors, furniture, counters, signs and fixtures. Record defects, assign responsibility and close them out before relying on the design.
Common failure points and practical responses
The plan works on paper but not with furniture
Furniture is often moved after approval. Mark the intended route and customer positions on the final layout, then inspect after installation. If operators need flexibility, define which furniture may move and which clear areas must remain protected.

The entrance is treated as the whole job
An accessible threshold does not help if a customer cannot reach the counter, host, table or toilet. Review the complete customer journey and include shared approaches that the restaurant relies on.
A temporary workaround becomes the permanent arrangement
Staff assistance, a portable ramp or moving tables may be proposed as a quick fix. Before accepting one, document when it is available, who operates it, whether it provides an equivalent experience and whether the relevant authority accepts it. A temporary measure should have an owner and review date.

Old advice is copied into a new approval
Standards and approval pathways change. Date every assessment, identify the edition or requirement being applied and obtain a current review when the design, use or rules change.
Certification is assumed rather than evidenced
