Where and How to Rebuild After a Wildfire: A Design-and-Place Framework

Rebuilding after wildfire is not just a construction choice. Assess the parcel, watershed, access, rules and long-term maintenance before deciding whether and how to return.

Do not treat rebuilding as a simple return to the pre-fire footprint. Decide first whether the parcel remains appropriate, then design for the hazards that will persist or worsen after the flames are gone. In some places that means rebuilding in place with a safer layout and stronger construction; in others it may mean concentrating development elsewhere, relocating infrastructure, or leaving the most exposed land undeveloped.

Where and how should we rebuild after fires?

The answer is site-specific, but the order of decisions is not. Start with the land and the community rather than with a house plan. Map wildfire exposure, post-fire flood and debris hazards, access constraints, infrastructure effects, applicable rebuilding rules, and the capacity to maintain mitigation for decades. Only then compare design options.

A fire creates a decision window, not a guarantee of better development. A 2021 study by H. Anu Kramer and coauthors examined 28 of California’s most destructive fires between 1970 and 2009, where 7,075 buildings burned. It found “minimal evidence for adaptation both in the number and placement of buildings post-fire.” The study also found that 58% of destroyed buildings were rebuilt within three to six years and 94% within 13 to 25 years. Those figures describe that historical California sample; they are not a current national rebuilding rate.

The practical implication is uncomfortable but useful: rebuilding quickly can reproduce the same exposure unless decisions about location, layout, construction and landscape maintenance are made deliberately.

Why a fire does not automatically produce safer development

Destruction can remove structures without changing roads, parcels, zoning, utility corridors or development pressure. Insurance settlements and household needs may favor returning to the previous lot. Local governments may have limited staff for long-range planning while residents need permits and housing immediately. As a result, the post-fire map can look much like the pre-fire map even when the hazard has become more apparent.

Kramer and coauthors concluded that a destructive wildfire “could provide an opportunity to assess and change building practices, yet our results show that such change is largely not occurring.” Treat that finding as a warning about default behavior, not as proof that every rebuilt home is unsafe. A parcel-by-parcel assessment is still necessary.

Should we rebuild in the same place after a wildfire?

Rebuilding in place can be reasonable when the parcel can meet current hazard, access and infrastructure requirements and when owners can maintain the necessary protections. It is a poor choice when the lot sits in a pathway for debris, floodwater or repeated fire spread that cannot be addressed by private construction.

Questions that support rebuilding in place

  • What are the mapped wildfire exposure, slope, vegetation and wind conditions around the parcel?
  • Did the fire alter soils, drainage or slope stability in ways that create new hazards?
  • Can emergency vehicles reach the site under likely fire conditions, and can residents evacuate without relying on a single vulnerable road?
  • Can utilities, water systems, bridges and retaining structures be repaired and maintained to a reliable standard?
  • Do current codes, overlays, rebuilding ordinances and environmental rules allow a safe, compliant design?
  • Can the owner and the wider community fund recurring vegetation, drainage, road and infrastructure maintenance?

Signals that another location or a smaller footprint deserves consideration

Consider redirecting development when a parcel is repeatedly exposed, access cannot be made reliable, or post-fire flooding and debris threaten the lot or downstream neighborhoods. Relocation may also be preferable where rebuilding would require extensive public investment to protect a small number of structures, or where a road, bridge or utility corridor cannot be kept functional during an emergency.

Leaving some land undeveloped can be a legitimate design and planning outcome. It may preserve a drainage route, reduce exposure in a steep ravine, protect ecological recovery or avoid placing more homes behind a single evacuation bottleneck. Such decisions require fair treatment of owners, housing analysis, funding and community participation; they are not an automatic consequence of every fire.

A location comparison framework

Use the following questions to compare a rebuilt parcel, a nearby infill area, a more concentrated development pattern or relocation. The axes are assessment criteria, not a numerical formula.

Decision axis What to examine Why it can change the outcome
Wildfire exposure Topography, fuels, wind, likely fire spread and neighboring parcels Private hardening cannot remove landscape-scale fire behavior.
Post-fire water and slope hazards Burn severity, soil cover, water repellency, steep slopes, drainage paths and debris-flow potential Flooding and debris can threaten a site after the fire front has passed.
Access and evacuation Road width, dead ends, bridges, alternate routes, turnarounds and emergency response time A well-built house remains vulnerable if people or firefighters cannot reach it or leave it.
Infrastructure and downstream effects Water, sewer, power, communications, culverts, crossings and impacts on downstream values One project can shift risk or maintenance costs to a larger area.
Rules and approvals Current building and fire codes, zoning, hazard overlays, environmental review and rebuilding provisions Eligibility and design limits vary by jurisdiction and can change during recovery.
Long-term capacity Funding, staffing, inspection, vegetation management and community coordination Mitigation that cannot be maintained eventually loses value.

Post-fire hazards do not end when the flames are out

The National Interagency Fire Center describes runoff, erosion, debris flows and water-quality effects as continuing concerns in burned watersheds. Loss of vegetation and changes in soil behavior can send sediment and boulders into channels, damage roads and crossings, and increase flooding downstream. A parcel that was not in the fire perimeter can still be affected.

For federally managed and Indian Tribal Trust lands, Burned Area Emergency Response (BAER) teams assess emergency stabilization needs. Their assessments can consider burn severity, soil cover and water repellency, steep slopes, flood- and debris-prone areas, road and stream crossings, water quality and downstream values. BAER work is separate from private-home rebuilding, and the National Interagency Fire Center states that BAER does not perform work on private land. Treatments also do not eliminate every potential flooding or erosion impact.

Ask a qualified local geotechnical, civil, hydrologic or ecological professional to review the actual parcel. Do not infer safety from a cleared lot, a repaired driveway or the absence of visible ash.

How to rebuild: design decisions that work together

1. Start with a site plan, not a floor plan

Place the building, access, water storage, utilities and outdoor living areas as a coordinated system. Keep critical equipment away from drainage paths and likely debris deposition. Provide emergency-vehicle access, address visibility, turning space and more than one evacuation option where the road network allows. A compact, well-maintained layout can reduce the amount of exposed edge that must be defended.

2. Apply the code that governs the actual project

Confirm the current edition of the state and local building and fire codes, wildland-urban-interface provisions, zoning rules, flood requirements and any fire-recovery ordinance. Rebuilding rights, replacement allowances and timelines differ by jurisdiction. A permit issued before a code update may not establish the requirements for a later project.

Use an architect and code professional who can document the assumptions behind the design. Code compliance is a baseline, not a promise that a structure will survive every wildfire.

3. Treat the building as an assembly

Wildfire exposure reaches a building through embers, radiant heat and direct flame. Address the roof, exterior walls, openings, vents, decks, eaves, attached structures and the immediate ground connection as a system. Continuity matters: a vulnerable vent or combustible attachment can undermine otherwise robust construction.

Products marketed as “wildfire-resistant building materials” should be evaluated against the applicable code, installation details, maintenance requirements and the exposure at the site. No material or individual home-hardening measure makes a house fireproof, and the evidence here does not rank products.

4. Design defensible space as a maintained condition

Defensible space is not a one-time clearing project. It includes vegetation arrangement, removal of accumulated debris, pruning, separation between shrubs and structures, and management of fences, sheds, wood piles and other attachments. The appropriate treatment depends on slope, fuels, climate, local rules and neighboring properties. A private lot may remain exposed if adjoining land or a shared access route is unmanaged.

5. Plan for maintenance and failure

Specify who will inspect roofs and gutters, clear drainage, maintain roads, replace damaged components and coordinate vegetation work. Include access for future repairs and identify the point at which a culvert, retaining wall, water tank or evacuation route requires professional review. A design that works only with perfect maintenance is not resilient; its upkeep must be affordable and organized.

Recovery is larger than the replacement house

For federal-land incidents, the National Interagency Fire Center describes three overlapping recovery phases: repair of fire-suppression damage, emergency stabilization through BAER, and long-term recovery and restoration. Private rebuilding interacts with these phases but does not replace them.

Communities should coordinate parcel decisions with watershed, road, utility and habitat work. Reopening a road before assessing crossings can expose residents to a later washout. Replanting without understanding drainage can move water toward homes. Conversely, a well-designed home can still be at risk if a neighborhood lacks a maintained evacuation route or dependable water supply.

What two case studies show about retreat and rebound

Rebuilding patterns vary sharply by place. Mockrin and coauthors examined two 2009 fires. In suburban South Carolina’s Highway 31 fire, all but one house had been rebuilt by the study’s observation roughly a decade later. In California’s exurban Station fire, 11.7% of houses had been rebuilt at that point. These are two cases, not a general rule.

  • Works with Latex Paint, Oil-Based Paint & Stains – Premium synthetic filaments hold more paint, reduce streaks, and provide a clean finish with latex paints, oil coatings, and wood stains.
Case Setting Observed rebuilding about a decade later What it demonstrates
Highway 31 fire (2009) Suburban South Carolina All but one house rebuilt Strong rebound can occur in an established suburban context.
Station fire (2009) Exurban California 11.7% of houses rebuilt Low rebuilding can accompany a more dispersed, constrained setting.

Neither case identifies a universally safer policy. The reasons for the difference may include land values, infrastructure, insurance, access, regulation, household resources and hazard conditions; a local study is needed before applying either pattern elsewhere.

Use the post-fire policy window deliberately

A study of eight United States locations found that community adaptation was more common where wildfire was novel and where governments had capacity and prior investment in regulation and land-use planning. It also found that planning rules often remained largely unchanged after fires. A community therefore needs an implementation plan, not only a workshop or a vision document.

A practical sequence for owners and communities

  1. Stabilize life safety. Follow official evacuation, utility and access instructions; do not enter a damaged structure until authorities and qualified professionals allow it.
  2. Map the site and its watershed. Document burn severity, slopes, drainage, debris paths, roads, crossings, utilities and neighboring conditions.
  3. Confirm the governing rules. Ask the local planning and building authorities which code editions, overlays, rebuilding provisions and environmental reviews apply.
  4. Compare location options. Test rebuilding in place against a reduced footprint, concentrated development, relocation or undeveloped open space using the same decision axes.
  5. Develop a coordinated design. Integrate building assemblies, access, utilities, drainage, defensible space and community-scale measures.
  6. Secure professional review and funding. Obtain the engineering, ecological, architectural and code reviews required for the site, and identify who will pay for recurring maintenance.
  7. Permit, build and inspect. Keep records of assumptions, approved details and changes so future owners and inspectors understand the risk-reduction strategy.
  8. Monitor after occupancy. Reassess drainage, vegetation, roads and structures as storms, regrowth, adjacent development and code requirements change.

Los Angeles rebuilding information changes by jurisdiction

California’s official Rebuilding LA page reports applications, issued permits and average processing times by local jurisdiction. The page says its data are updated at least monthly, and the reported averages differ among Los Angeles County, the City of Los Angeles, Malibu and Pasadena. Treat those figures as snapshots, not promises for an individual project.

Before relying on a number, record the jurisdiction and access date, then confirm requirements with that jurisdiction’s permitting authority. A county average does not describe a city permit, and a current dashboard cannot establish how long a particular complex project will take.

Common mistakes to avoid

  • Rebuilding the old footprint automatically: the former location may now have altered drainage, slope or access conditions.
  • Confusing a clean lot with a safe lot: hidden soil, watershed and infrastructure risks can remain.
  • Buying a single “fireproof” upgrade: wildfire performance depends on the whole assembly, surroundings and maintenance.
  • Ignoring neighbors and public systems: shared roads, utilities, fuels and drainage can defeat an otherwise strong parcel design.
  • Using stale permit information: rules, queues and recovery programs change; verify them with the responsible authority.
  • Funding construction without funding upkeep: vegetation, drainage and access measures require recurring work.
  • Treating retreat as automatic: relocation can reduce exposure in some settings but carries housing, equity, cultural and financial consequences that must be addressed openly.

A decision checklist for the design team

  • Has a current professional assessment covered wildfire, flood, debris-flow, erosion and slope hazards?
  • Are evacuation routes, emergency access, water supply and utility dependencies documented?
  • Does the proposed location avoid concentrating risk on downstream residents or critical infrastructure?
  • Are the applicable code, zoning, environmental and rebuilding requirements confirmed in writing?
  • Does the design address the complete building envelope and all attachments, not just one material?
  • Is defensible space feasible on neighboring and shared land, with a funded maintenance agreement?
  • Who will inspect and maintain roads, drainage, vegetation and protective systems after occupancy?
  • Have affected residents, tribal authorities, cultural-resource specialists and infrastructure operators had a meaningful role where relevant?

The strongest recovery decisions make the place safer before making the building larger. Sometimes that supports a carefully hardened rebuild. Sometimes it supports a different layout, fewer structures, a new development area or permanent open space. The responsible choice is the one that matches current hazards, community capacity and long-term maintenance rather than simply restoring what stood before the fire.
