There is no well-supported single creator of the pinhole camera. The image-making effect, the camera obscura device used to project it, and photography—which records an image on a light-sensitive surface—are separate developments from different periods.
What is a pinhole camera?
When light passes through a small opening into a dark space, it forms an inverted image on the surface opposite the opening. A camera obscura uses this effect to project a scene. The Museo Galileo describes the projected image as small and inverted; the same basic principle works whether the opening is in a room or a compact camera.
The terms are related but not interchangeable. A pinhole image is the optical effect; a camera obscura is an arrangement or device that makes use of it. Photography adds a light-sensitive surface that preserves the projected image.

Who first observed or studied the effect?
Aristotle and early observation
The Museo Galileo associates Aristotle, in the fourth century BCE, with study of the camera obscura phenomenon. That makes him an early recorded observer, not a securely established inventor of a pinhole camera.
Ibn al-Haytham and analysis of the aperture
A Swiss Camera Museum history resource places Ibn al-Haytham’s account of the dark chamber and its opening around 1100. It links the size of the aperture with image sharpness. A NASA-hosted history of optics also says Ibn al-Haytham and Levi ben Gerson recorded using pinhole arrangements to observe eclipses. These accounts support describing Ibn al-Haytham as an influential early analyst and user, rather than claiming he alone invented the device.

Why the first-inventor claim is uncertain
Historical summaries distinguish noticing an optical effect from deliberately arranging a chamber to use it. The NASA-hosted overview cautions that Roger Bacon is sometimes credited with inventing the camera obscura; it says Leonardo da Vinci’s manuscripts contain the first clear description of image projection through a small opening into a dark room. That is the account of that overview, not proof of an uncontested worldwide first.
How the camera obscura developed
The camera obscura became more useful as its design changed. A simple pinhole produces an image, but later devices incorporated lenses and mirrors to make projections brighter and more practical for viewing or drawing. The History of Science Museum, University of Oxford, says lenses of adequate quality were being manufactured by the early 1600s. Artists used camera obscura devices to help produce detailed drawings; this was a development of the apparatus, not evidence of a single original inventor.

When did the camera become photographic?
Projection alone does not make a photograph. As the History of Science Museum, University of Oxford, explains, “the camera obscura is only focusing and reflecting light — not capturing it.” Capturing an image requires a light-sensitive material that changes during exposure.
The Oxford museum identifies Joseph Niépce’s View from the Window at Le Gras, made around 1826 or 1827 with a camera obscura and chemically coated plate, as the earliest known photograph. Niépce therefore belongs to the history of photography, not to the much earlier origin of the pinhole image or camera obscura.

So, who created the pinhole camera?
No single creator can be named with confidence. Aristotle is associated with early study of the effect; Ibn al-Haytham with influential later analysis and recorded use; and the camera obscura developed over time into a more capable projection tool. Photography arrived later, when a light-sensitive surface made it possible to preserve an image.
