Why Australian Cities Have So Few Green Roofs—and How Buildings Can Catch Up

Sydney and Melbourne’s green-roof numbers remain modest because rooftop greening is a structural, waterproofing and maintenance challenge as well as a planning choice. Here is what the 2018 evidence and 2023 reports actually show.

Australian cities are not proven to be the world’s least green, but a 2018 University of Technology Sydney (UTS) comparison found that Sydney and Melbourne were adopting green roofs and walls more slowly than several international city models. The baseline was modest: 123 green-roof and green-wall projects were under way in the studied Sydney local-government areas in 2016, compared with 28 in Melbourne. Those figures count projects, not roof area, and they are not a 2026 national census.

The practical answer to “So why are there so few?” is that rooftop vegetation is an engineering project as well as a landscape project. Structural capacity, waterproofing responsibility, access, plant selection, maintenance, cost and limited industry experience all restrict what can be built. Stronger planning rules and incentives could increase adoption, but every building still needs a site-specific assessment.

What the “lagging behind” claim actually means

The wording comes from the UTS research account published on 25 June 2018. Researchers Sara Wilkinson, Paul J Brown and Sumita Ghosh examined policy approaches used in Toronto, London, Rotterdam and Singapore, then modelled what those approaches might mean for Sydney and Melbourne. Their conclusion was a dated comparative finding, not a permanent ranking of every Australian city.

The research focused on greenery on or in buildings: green roofs, rooftop gardens, green walls and vegetated façades. These features can add planted space where dense districts have little room for new ground-level parks. They should not be confused with total urban tree canopy, park provision or a broad sustainability score.

The measured baseline

Place and geography Date and measure Figure reported How to read it
Studied Sydney local-government areas Projects under way in 2016 123 green-roof and green-wall projects A project count from the UTS research account, not roof area or a current total
Studied Melbourne local-government areas Projects under way in 2016 28 green-roof and green-wall projects A project count from the same research account and date
Sydney CBD Estimate reported in 2023 About 40 green roofs, described as roughly doubled An estimate attributed by ABC News to researcher Paul Osmond; its boundary and counting method differ from the 2016 study
Melbourne CBD Mapped in 2019 40 roofs A City of Melbourne mapping result reported by ABC News
Melbourne CBD Estimate reported in 2023 50–60 roofs An estimate attributed to deputy lord mayor Nicholas Reece, not the 2019 mapped count

The Sydney and Melbourne figures cannot be added together or used to rank the cities. They cover different boundaries, years and methods. The material available also does not provide a harmonised national 2026 count or a comparable Australian installation-cost series.

Why are Australian cities slow to adopt green roofs?

1. The roof must carry the extra load

Vegetation, growing medium, drainage layers, water and people all add weight. Landscape designer Lisa Ellis identified the issue plainly: “One of the biggest hurdles it is not even cost, funnily enough, for gardens on roof tops, it is the load limits.” A roof designed for maintenance access may not have the reserve capacity for deep soil, mature plants or groups of visitors.

Load is not a single number. Saturated soil is heavier than dry soil, and a design may need to account for stored water, wind effects, paving, planters and temporary construction materials. A building professional must assess the specific structure before anyone selects a garden system. Lightweight aluminium planter boxes described in one ABC report are a feature of that project, not proof that a different roof is suitable.

2. Waterproofing creates liability and access problems

A planted roof sits above the building envelope. If drainage is blocked or a membrane is damaged, the consequences can include leaks and difficult repairs. The ABC report described waterproofing liability as a concern for practitioners. Owners therefore need a clear design responsibility, inspection access and a maintenance plan before planting begins.

Retrofitting is often harder than incorporating a green roof while a building is being designed. During new construction, structural allowances, drainage routes, edge protection and lifting access can be coordinated. On an existing building, every one of those elements may require disruptive work, approvals and temporary access.

3. Plants, materials and maintenance are not interchangeable

Sun, wind exposure, heat, shade and available water vary sharply between rooftops. Plant selection must match those conditions and the depth and weight the structure can support. Materials also have to reach the roof safely. The practical constraints include hoisting growing medium, moving replacement plants, maintaining irrigation and keeping drains clear.

Maintenance is an operating obligation, not a one-off landscaping expense. A neglected roof can lose plant cover, develop weeds, obstruct drainage or expose parts of the waterproofing system. The UTS account and ABC reporting both point to limited construction and management experience as barriers, which helps explain why a technically attractive concept may not progress beyond an early proposal.

4. Cost and skills are uncertain at the project stage

The sources identify cost and limited industry capability but do not establish a current, comparable Australian price per square metre. The final budget depends on structural upgrades, waterproofing, access equipment, plant type, irrigation, professional fees and ongoing care. A low-cost planting allowance can therefore be misleading if it excludes the work needed to make the roof safe and maintainable.

5. Policy signals have been inconsistent

Voluntary guidance can encourage early adopters, but it may not change the economics of a difficult retrofit. Mandatory rules can create a larger pipeline, yet they still need exemptions or alternative compliance paths for buildings that cannot carry vegetation. The UTS modelling treated policy as a package of requirements and incentives rather than a single ordinance.

What green roofs and walls can contribute

Research accounts and practitioner reporting describe potential cooling, lower building-energy demand, stormwater retention, air-quality improvement, biodiversity habitat and wellbeing benefits. “Potential” matters: a shallow, drought-tolerant roof will perform differently from a deep rooftop garden, and a vegetated wall has different water and maintenance needs. None of the cited sources supplies one universal effect size for every Australian building.

The benefits are strongest where the intervention is designed for its climate, structure and use. A roof that cannot be inspected safely may create operational risk; a wall without a reliable irrigation and maintenance arrangement may not keep its planted cover. Environmental claims should therefore be tied to a project-specific design and monitoring plan rather than assumed from the label “green roof.”

What the four policy scenarios tested

The UTS researchers applied four international policy approaches to the Sydney and Melbourne baselines. Their projected project counts for 2022, 2027 and 2032 were model outputs, not records of what those cities later built.

Scenario label Approach used in the model Policy ingredients described Important limitation
Toronto Mandatory Requirements supported by incentives for new and retrofitted green roofs and walls Shows what a stronger rule might produce when applied to the historical baseline; it is not an achieved Australian total
London Voluntary-light Light-touch voluntary measures, such as guidance, recognition or limited support Depends heavily on owners choosing to participate
Rotterdam Voluntary-medium A broader voluntary package, potentially including grants, tax measures, awards or certification Modelled growth is not a measurement of Rotterdam-style policy performance in Australia
Singapore Voluntary-heavy Intensive voluntary support combined with government-led demonstration and incentives Transferability depends on Australian planning, building stock and institutional settings

The authors wrote: “We’ve shown that a mandatory policy, coupled with incentives to encourage new and retrofitted green roofs and walls, will provide environmental, social and business benefits.” That sentence states the researchers’ argument; it does not guarantee that every mandate will deliver the same result.

New construction versus retrofit

Why new buildings have an advantage

A new project can reserve structural capacity, set roof falls and drainage, coordinate waterproofing details, provide permanent access and plan lifting points before construction. Green walls can likewise be integrated with the façade, irrigation and maintenance routes. These decisions are cheaper to coordinate before the design is fixed than after tenants occupy the building.

Why existing buildings need a cautious pathway

A retrofit begins with evidence: structural drawings if available, a condition inspection, waterproofing history, access constraints and the intended planting depth. If the roof cannot safely support the proposed system, the answer may be a lighter installation, a different location or no planting at all. A lightweight product is not a substitute for structural assessment.

A practical decision path for a building owner

  1. Define the outcome. Decide whether the project is intended to provide habitat, a staff garden, a visual façade, shade, stormwater detention or a combination. This determines the space, access and maintenance required.
  2. Commission a structural assessment. Have a qualified building professional establish allowable dead and live loads, including saturated growing medium, water, people, planters and maintenance equipment.
  3. Inspect the roof or façade envelope. Record membrane condition, drainage routes, penetrations, falls, parapets, edge protection and locations where maintenance access can be provided.
  4. Choose a system that fits the evidence. Match soil depth, plant palette, irrigation and hardscape to the verified load and climate conditions. Do not begin with a plant catalogue and assume the roof can carry it.
  5. Plan construction logistics. Work out how growing medium, plants, tools and replacement materials will reach the roof, and how workers will be protected during installation and maintenance.
  6. Assign responsibility. Put design coordination, waterproofing sign-off, inspections, irrigation checks, weeding, pruning and drain clearing into written scopes. Clarify who responds if a leak or plant failure occurs.
  7. Budget the operating years. Include maintenance visits, water, replacement plants, access equipment and periodic membrane or drainage inspections. A capital-only budget understates the commitment.
  8. Monitor what the project delivers. Track plant survival, drainage performance, maintenance hours and any measured temperature or energy outcome. Report results with the building type, season and method so they are not mistaken for universal performance.

How governments can increase uptake without ignoring engineering

  • Set clear planning requirements. Define which new developments are covered and allow an evidence-based alternative where a structural or safety assessment shows that vegetation is impractical.
  • Pair rules with finance. Grants, tax measures, awards and certification can reduce the extra cost or recognise verified performance. The incentive should support design, construction and ongoing maintenance rather than only the initial planting.
  • Fund public demonstrations. Government-led projects can give designers, contractors and facility managers local examples of what works in Australian heat, wind and rainfall conditions.
  • Build technical capability. Training for engineers, waterproofers, landscapers, facility managers and certifiers addresses the limited industry experience identified in the UTS account.
  • Publish comparable data. A useful city register should distinguish project count from roof area, identify the geographic boundary, state the year and separate mapped observations from estimates.
  • Protect retrofit feasibility. Streamlined approvals and technical guidance can help owners test lighter or partial solutions without weakening structural and waterproofing requirements.

How to interpret the 2023 growth reports

The ABC report dated 11 September 2023 suggests that adoption was growing while remaining small in the central business districts. Paul Osmond’s estimate put Sydney CBD at about 40 green roofs, roughly double an earlier level. For Melbourne, the report distinguishes 40 roofs mapped in 2019 from deputy lord mayor Nicholas Reece’s estimate of 50–60 by 2023.

Those statements are useful signals, not a standardised census. “CBD” is a different boundary from the local-government areas in the 2016 UTS baseline; one figure is mapped and another is an attributed estimate. They also count roofs, whereas the earlier study combined green-roof and green-wall projects. A reader should not turn them into a national adoption rate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reece called the unused rooftop resource “a massively underused resource” with the potential to create new green spaces in city centres. That is advocacy, not a measured estimate of area or environmental benefit. The evidence supports a case for better policy and project delivery, while leaving the present national total unresolved.

What building owners should ask before approving a project

  • Has a qualified professional confirmed the structure can carry the fully saturated design, not just the dry planting system?
  • Who owns waterproofing design, inspection and liability after handover?
  • Where are drains, inspection points and safe maintenance routes?
  • Which plants suit the roof’s sun, wind, heat and water conditions?
  • How will soil, plants and replacement materials reach the roof?
  • What is the maintenance frequency, annual budget and response plan for leaks or plant loss?
  • Is the claim about project count, planted area, temperature, energy, stormwater or biodiversity—and how will it be measured?

The bottom line on Australia’s green-building gap

The 2018 UTS evidence supports a narrower conclusion than the headline suggests: Sydney and Melbourne had relatively few documented green-roof and green-wall projects in the studied 2016 baseline, and policy scenarios indicated that stronger, incentive-backed action could accelerate growth. Later 2023 reporting points to more CBD roofs but still relies on estimates and non-matching boundaries.

Australian cities can add useful planted space above and on buildings, especially where ground-level land is scarce. The route to more projects is not simply to require plants. It is to combine workable planning rules, targeted incentives, trained practitioners, reliable waterproofing and maintenance, and a building-by-building engineering check.
