RoughAnimator is the best overall choice for traditional 2D animation across Android and iOS/iPadOS. It combines a real frame-by-frame timeline, onion skinning, audio and video reference, pressure-sensitive stylus support, and a one-time price. Beginners should start with FlipaClip or Animation Desk; iPad owners have stronger premium options such as Procreate Dreams, Callipeg, and ToonSquid. The right app depends on whether you draw every frame, animate existing artwork with keyframes, create motion graphics, or shoot stop motion.

How to choose the right animation workflow
Frame-by-frame 2D
You draw a new pose or in-between on each frame. Look for a timeline or flipbook, onion skinning, exposure-duration controls, frame duplication, layers, audio, and image-sequence export. RoughAnimator and Callipeg are built around this method.
Keyframe animation

Motion graphics
Animated text, logos, shapes, transitions, and compositing need effects and transform timelines more than a cel-animation brush engine. Alight Motion is the relevant choice in this list; it should not be judged as a traditional drawing app.
Stop motion, rotoscoping, and planning
Stop Motion Studio photographs physical objects frame by frame. Rotoscoping uses imported video as reference; RoughAnimator supports video import for this purpose. Storyboards and animatics prioritize rough drawings, timing, camera direction, and dialogue rather than polished final frames.

2. FlipaClip — best beginner app
FlipaClip is available through the App Store and Google Play and keeps the basic loop simple: draw frames, preview them, add layers and audio, import images or video, and use onion skinning to judge movement. Its official site says a frame can contain up to 10 layers. The US App Store listing describes a free download with in-app purchases; premium tools and export conditions therefore depend on the edition you use.

3. Procreate Dreams — best iPad-first creative workflow
Procreate Dreams is iPad-only and supports three methods: frame-by-frame Flipbook animation, keyframing, and “Performing,” which records gestures and actions over time. It imports Procreate documents while retaining their layers. Procreate’s US price is $19.99 as a one-time purchase with no ongoing subscription or in-app purchases according to its FAQ; regional prices may differ.

8. Alight Motion — best for motion graphics

10. Krita — best free/open-source option where supported

Android performance depends on RAM, GPU, Android version, screen size, and stylus hardware. A phone may run an app yet remain uncomfortable for long timelines, many layers, audio synchronization, or 4K scenes.
iPhone
FlipaClip, Callipeg, Clip Studio Paint, Alight Motion, and Stop Motion Studio have iPhone availability in the listed App Store pages or developer information. Screen size makes an iPhone useful for short exercises, capture, and social posts, but a tablet is usually more practical for detailed drawing and long timelines. Free versus paid: what to check
- Free download: FlipaClip and Animation Desk can be installed without an upfront payment, but paid features may unlock additional tools or exports.
- One-time purchase: RoughAnimator, Procreate Dreams, and the US Callipeg listing show single-payment models for the stated editions.
- Subscription: Clip Studio Paint mobile plans recur; “from” prices may depend on annual billing, edition, or region.
