Check the application license separately from the rights to models, fonts, templates, music, textures, plugins, and stock clips. Permission to use a program commercially does not automatically clear the assets in a project.

How the main tools differ
Blender: broad 3D and hybrid work
Blender combines modeling, rigging, animation, rendering, compositing, VFX, and Grease Pencil drawing in one application. It is a strong general starting point for 3D and hybrid 2D/3D projects, but its breadth brings a learning curve. Complex scenes and rendering can also demand more from hardware. Krita: painting and hand-drawn 2D

Pencil2D: a simple first drawing tool
Pencil2D is a minimal tool for learning timing and making hand-drawn exercises. Its official site describes raster and vector workflows, support for Windows, macOS, Linux, and FreeBSD, and use free even for commercial work. Simplicity does not mean advanced rigging or compositing; check the official site for current downloads and details.

OpenToonz: production-oriented 2D
OpenToonz is intended for more production-oriented 2D workflows than a basic sketching app. The official page permits free commercial and non-commercial use. Its learning curve is steeper than a simple practice tool, so check whether its scene organization and workflow suit your project before investing time.
Synfig Studio: vector tweening and cut-out work
Synfig Studio supports vector and bitmap artwork, automatic in-betweening, layers, filters, bones, and linked controls. It is useful for reusable, tweened characters, but it is not a direct replacement for expressive frame-by-frame drawing. The official Synfig site calls it “a free and open-source 2D animation software, designed as powerful industrial-strength solution for creating film-quality animation using a vector and bitmap artwork.” Check its site for current releases and platform details.
Glaxnimate: vector motion design
Glaxnimate is a vector motion-design tool. Its project site describes outputs including Lottie, animated GIF or WebP, and animated SVG. It is a specialist choice for vector web motion rather than a general animation suite; verify current downloads and format support on the official site.
Pipeline companions and other candidates
Natron is a compositing and post-production VFX companion, not a drawing-first animation application. DaVinci Resolve Free and Fusion may also fit editing and compositing roles; confirm current feature availability and terms through the official product page.

Godot is a game engine for interactive animation. Cascadeur Free is a candidate for assisted 3D posing, but its current plan terms need checking. Tahoma2D, Wick Editor, Enve, K-3D, Stop Motion Studio, FlipaClip, Animaker, Canva, and Renderforest may suit particular workflows, but availability, maintenance, platforms, and plan limits can change. Verify those details on official pages before relying on any of them. The legacy-tools slot is a caution, not an endorsement of an unverified product.

For audio, check whether the program can import sound, scrub it on the timeline, synchronize dialogue, support lip-sync, and export sound with the final video. Audio import alone does not guarantee a suitable animatic or lip-sync workflow.
