Adobe Lightroom is the best overall RAW editor for Android if you want a serious cross-device workflow. Snapseed is the best free option, ON1 Photo RAW for Mobile suits ON1 users, and Photo Mate R3 is the strongest choice for local cataloging and metadata.
The important qualification is that Android has far fewer genuine RAW developers than “10 best” lists suggest. Polarr and PhotoDirector are useful creative editors, but should not automatically be treated as full RAW-processing alternatives. Google Photos is useful for storage and sharing, not as a Lightroom replacement. This guide separates those categories so you can choose based on your camera format, workflow, and tolerance for subscriptions or cloud storage.
What RAW editing actually means
A camera RAW file—such as DNG, Canon CR3, Nikon NEF, Sony ARW, Fujifilm RAF, Olympus ORF, or Panasonic RW2—contains largely undeveloped sensor data. Before it becomes a shareable picture, an app must demosaic it and interpret its exposure, white balance, color, lens information, and noise.
RAW development includes exposure recovery, white balance, highlights, shadows, curves, noise reduction, sharpening, lens correction, and chromatic-aberration correction. Pixel editing includes healing, cloning, text, compositing, and object removal. Creative finishing includes presets, LUTs, grain, overlays, and film effects. Library management covers ratings, keywords, metadata, collections, backups, and sidecars.

An app opening a RAW file does not automatically mean it is performing a full-quality RAW conversion. It may display the embedded JPEG preview or offer only limited adjustments. Test an original file from your own camera before importing an entire shoot.

The best Android RAW editors
1. Adobe Lightroom — best overall
Lightroom for Android is the safest default for photographers who want a mature RAW workflow and continuity with Lightroom on desktop, Lightroom Classic, Photoshop, or Adobe cloud storage.

It can import camera RAW files from local storage, USB-C drives, cloud-storage apps, Google Photos, and other Android file sources. On compatible devices, it can also capture DNG files directly; Adobe documents this feature and notes that availability depends on the device’s DNG support. Lightroom provides profiles, presets, curves, selective edits, masks, batch synchronization, and AI-assisted tools. HDR features and other camera capabilities can vary by device, Android version, and plan.
The trade-off is dependence on an Adobe account and, for the fullest workflow, a subscription and cloud storage. Large RAW libraries can consume cloud capacity quickly. The free download is not the same as unlimited access to every RAW, masking, synchronization, desktop, or Photoshop feature.
Choose it if: you already use Adobe software, need desktop/mobile continuity, or want the most complete general-purpose workflow.
Skip it if: you edit only occasional files and want a local, no-account, no-subscription workflow.

2. Snapseed — best free option
Snapseed is the strongest choice when you want powerful editing without subscriptions, ads, in-app purchases, or watermarks. Its current Google Play listing explicitly includes RAW support and advertises non-destructive editing, masking, batch editing, and more than 30 tools and filters.

Google’s RAW documentation says Android Snapseed edits DNG files on devices that can capture DNG and on most other recent devices. The current Play listing also mentions formats including DNG, ARW, RAF, NEF, CR3, ORF, and PEF. That does not guarantee every camera model or every Android device. Test your own file.
Snapseed is excellent for exposure, white balance, curves, selective adjustments, healing, perspective, and final JPEG preparation. It is not a Lightroom-style catalog: ratings, keywords, collections, cloud synchronization, and large-library management are not its strengths.
Choose it if: you mostly use DNG or a supported camera format and want fast, free editing.
Skip it if: you need a serious catalog, desktop synchronization, extensive metadata management, or guaranteed support for a proprietary RAW format.
3. ON1 Photo RAW for Mobile — best for ON1 users and local adjustments
ON1 Photo RAW for Mobile can import and edit RAW files captured on an Android device or transferred from an interchangeable-lens camera, hard drive, or memory card. Its listing names controls for exposure, contrast, shadows, midtones, highlights, whites, blacks, white balance, noise, sharpening, and masking.
It is particularly attractive if you already use ON1 Photo RAW on desktop and want mobile access through the ON1 ecosystem. The relationship with ON1 360 and account or subscription features matters: this is not simply a completely independent free replacement for Lightroom.

4. Photo Mate R3 — best Android-native catalog and metadata workflow
Photo Mate R3 is one of the most serious Android-native options for photographers managing more than a handful of images. It combines a library, organizer, and non-destructive RAW editor with ratings, labels, keywords, metadata filtering, side-by-side comparison, XMP sidecars, and batch conversion.

Photo Mate is especially useful for photographers who want local storage and a desktop-like catalog without making Adobe cloud the center of their workflow. Its documentation says edits are stored in sidefiles rather than changing the original image. The developer describes a one-time purchase model, while the current Play listing describes free features with in-app purchases for full unlocking and ad removal; check the current Android listing for the exact boundary and price.
Choose it if: ratings, keywords, metadata, sidecars, and local library management matter more than a polished multi-platform ecosystem.
Skip it if: you want a mainstream app with extensive tutorials, integrated desktop cloud services, or large AI features.

5. Polarr — best for creative masks and looks
Polarr offers curves, HSL, toning, detail controls, LUTs, selective masks, overlays, batch exports, and AI object segmentation. It is a strong creative finishing tool for social images and stylized work.
However, the available evidence supports Polarr as a capable general editor, not as a catalog-first RAW developer equivalent to Lightroom, ON1, or Photo Mate. Verify that the current Android build imports and develops your specific RAW format before choosing it for a camera workflow.

Choose it if: masks, LUTs, presets, and creative looks are more important than library management.
Skip it if: your priority is predictable, camera-specific RAW development.
6. CyberLink PhotoDirector — best for AI and social editing
PhotoDirector is aimed at AI enhancement, object removal, effects, templates, composites, and social content. Its Play Store listing shows ads and in-app purchases.
CyberLink’s broader PhotoDirector material says the desktop product can import many camera RAW formats, but that does not prove identical RAW behavior in the Android app. Treat PhotoDirector as an AI-oriented editor unless you have tested the current Android build with your own CR3, NEF, ARW, RAF, ORF, RW2, or DNG files.
Choose it if: AI effects, object removal, templates, and social graphics matter most.
Skip it if: you want a predictable manual RAW workflow without ads, subscriptions, credits, or feature gating.

These tools can still be useful around a RAW workflow, but they should not be counted as equivalent full RAW developers.
7. Google Photos — backup, discovery, and sharing
Google Photos is useful for backup, searching, viewing, sharing, and quick edits. Its Android help documentation describes general editing tools, not a dedicated camera-RAW development workflow. Use it to find and share photographs, not as proof that Android has decoded and developed every RAW file correctly.
8. Your camera’s transfer app — getting files onto Android
Camera-maker apps can be useful for transferring selected images to an Android phone or tablet. They often prioritize JPEGs, previews, or compressed transfers, and support varies by camera and manufacturer. If you need the original RAW, verify the transfer setting and inspect the copied file extension and file size. A transfer app is part of the import chain, not necessarily a RAW editor.

9. USB-C file and storage tools — importing from cards and drives
A USB-C card reader, external SSD, or Android file-picker workflow can solve an import problem that an editor cannot. Copy the originals rather than moving them, confirm that the complete file is present, and keep a second backup. Whether an app can see a drive depends on Android permissions, scoped storage, the reader, the filesystem, and whether the editor uses its own import library.
10. DNG conversion as a compatibility workaround
Converting a proprietary RAW such as CR3, NEF, ARW, RAF, ORF, or RW2 to DNG before bringing it to Android can help when an app does not recognize the original extension. It is a workaround, not proof that the app supports the original camera format. Conversion may discard manufacturer-specific metadata, profiles, or features, so preserve the untouched original.
A five-minute compatibility test
- Confirm your exact camera model and file extension.
- Copy one original file to the phone or tablet using a USB-C reader, external drive, cloud storage, or camera transfer.
- Open it in the candidate app and check whether the app identifies it as RAW rather than JPEG.
- Change white balance substantially. A meaningful RAW workflow should allow a result different from the embedded preview’s fixed white balance.
- Lower exposure and recover highlights, then raise shadows while inspecting noise and detail.
- Export a full-resolution JPEG and compare it with the embedded preview and with another RAW-capable application.
Test at least one bright highlight scene, one high-ISO image, skin tones, foliage or landscape detail, and an unusual format such as RAF, ARW, CR3, or NEF. A file preview alone is not enough evidence of full RAW development.

A safe Android RAW workflow
- Copy, do not move, the originals. Keep the camera card or a second backup untouched.
- Import one representative RAW first. Confirm the camera model and extension are supported.
- Set white balance and exposure. Establish the neutral base before applying a look.
- Recover highlights and open shadows carefully. Watch for noise and halos.
- Set the black point and contrast.
- Apply lens and chromatic-aberration corrections if the app and camera profile support them.
- Reduce noise before aggressive sharpening. Large files can make previews slow on phones.
- Use masks or local adjustments for skies, faces, subjects, or foregrounds.
- Crop and straighten.
- Export a full-resolution JPEG for sharing, with the required quality, dimensions, color space, and metadata.
- Preserve the RAW and edit information. Depending on the app, edits may live in a database, cloud account, XMP sidecar, app-private storage, or a newly exported file.
Common problems and fixes
The RAW opens but looks wrong
Possible causes include an unsupported camera profile, an embedded JPEG preview, incorrect white-balance interpretation, missing lens correction, unrecognized manufacturer metadata, or an outdated app. Update the app, try another file from the same camera, test the image in Lightroom or Photo Mate, and consider converting a copy to DNG while keeping the original proprietary RAW untouched.
The file does not appear in the picker
Check Android file permissions, USB-reader compatibility, the card or drive location, scoped-storage restrictions, and whether the editor has its own import library. A cloud app may expose only a preview instead of the original file.
Your edits seem to destroy the original
Determine whether the editor uses non-destructive database edits, XMP sidecars, cloud edits, app-private storage, or direct source-file changes. Never rely on the word “non-destructive” without knowing where the edit data is stored. Keep a separate copy of the original RAW.
The phone is too slow
Large RAW files stress RAM, storage speed, GPU drivers, and thermal limits. Use smaller previews only when the app offers that option, close other demanding apps, leave free storage for preview caches, and avoid assuming a midrange phone will match desktop performance.

Phone-generated DNG and camera-generated DNG can behave differently. DNG files can contain unusual metadata, and conversion may remove manufacturer-specific features or profiles. Treat DNG conversion as a compatibility aid, not as a guarantee of identical processing.
Apps that should not be counted as Android RAW editors
Popular photo apps are not automatically RAW developers. Filters, AI effects, and the ability to display a RAW preview do not establish full camera-RAW processing. Likewise, desktop products such as DxO PhotoLab, darktable, RawTherapee, and the desktop versions of ON1 Photo RAW are not native Android editors.
Capture One’s own support statement says its mobile app is not yet available for Android, so it should not appear in an Android ranking. Google Photos belongs in the companion category for the same reason: useful storage and sharing tools are not the same as a dedicated RAW workflow.
