Short answer: free Flash website templates with FLA source files still exist in older template directories, software archives, and historical design roundups—but they are no longer plug-and-play website solutions. The FLA is the editable project; the SWF is the compiled Flash output.
Use these packages for preservation, study, or migration. Verify that the download really includes the FLA and its linked assets, check the license, keep the original archive untouched, and do not install an unofficial Flash Player. Any public-facing result should be rebuilt with current HTML5-based web standards.
What “with FLA source files” really means
The most important distinction is between an editable Flash project and a finished Flash movie:

Adobe describes the FLA as Animate’s primary authoring document: it stores the basic media, timeline, and script information for an Animate project. The SWF is the published output. Therefore, a download containing only a SWF is a compiled artifact, not a complete editable template.

Even a package advertised as “FLA included” is not automatically complete. Check whether it also includes the fonts, imported graphics, XML files, server-side scripts, and any external URLs referenced by the project.
Where free FLA template packages are found
Most free Flash website templates with source files come from an older web-design ecosystem rather than an actively maintained marketplace. A representative historical template directory lists packages containing combinations of FLA, XML, SWF, HTML, PHP, and help files. Its examples include ActionScript 2 and ActionScript 3 projects, photo galleries, image scrollers, carousels, resizing behavior, and video-gallery features. Many are labeled as CS3-era templates, and some were marketed as requiring no Flash knowledge.
Those labels describe the original download experience, not what a current user should expect. “No Flash knowledge required” may mean that the template had a simple text or XML configuration file. It does not mean the package is easy to open today, compatible with current browsers, or safe to install on a modern computer.

File listings with modification dates in January and March 2010 illustrate the age of much of this material. That makes such repositories valuable as software archives, but not evidence of an actively supported template library.
Older design roundups are another discovery route. They historically advertised free Flash templates with .FLA source files for business and personal sites. However, a roundup published more than a decade ago should be treated as an index only. Individual links may now be dead, redirected, altered, or no longer accompanied by the original license. A historical listing is not proof that a particular file is still available, safe, or legally reusable.
Download-evaluation checklist
Before opening anything, evaluate the package as archival software. Use this checklist:
- Check the provenance. Prefer a reputable archive, an established project host, or a clearly identified original publisher. Be cautious with anonymous mirrors, aggressive download pages, password-protected archives, and “Flash Player required” installers.
- Confirm that the FLA is actually present. A page title or screenshot is not enough. The archive should contain a file ending in
.fla, or an uncompressed.xflproject folder. If it contains only.swf, it is not an editable source package. - Identify the project generation. Look for labels such as CS3, CS4, CS5, CS6, ActionScript 2, or ActionScript 3. This helps you estimate compatibility and the amount of translation required. ActionScript 2 and ActionScript 3 are different generations; a project built for one should not be assumed to work unchanged in the other.
- Inventory dependencies. Look for XML configuration files, PHP handlers, HTML pages, JavaScript, video files, fonts, and image folders. Read the help file or README before opening the FLA. A gallery that depends on a missing XML file may appear broken even when the source file itself is intact.
- Read the license. “Free download” does not necessarily mean public domain, commercially reusable, or redistributable. Look for permission to modify the artwork, remove attribution, use it commercially, and publish derivative work. If there is no license, do not assume you can use the design or assets on a client or public site.
- Record dates and versions. Save the original archive, its source page if available, the download date, the stated software version, and the license text. Dates around 2010 are common in this collection of material, so version history matters.
- Scan before extracting and opening. Keep your operating system and built-in security tools current. Scan the archive, then scan the extracted folder. Treat included installers, executable files, scripts, and unknown browser extensions as untrusted. A template does not need an unofficial Flash Player installer to be useful as an archive.
- Preserve the original. Make a working copy before changing anything. Do not overwrite the only copy when Animate asks to update or convert an old document.

Get-FileHash .template.zip -Algorithm SHA256
Store the resulting hash beside the archive. It will not prove that a file is safe, but it can show whether your preserved copy has changed later.
Flash Player is obsolete
These templates should not be presented as plug-and-play choices for a current public website. Adobe ended support for Flash Player after December 31, 2020. Flash content was blocked from running in Flash Player beginning January 12, 2021, and major browser vendors disabled or removed Flash support.
Do not install an unofficial “old Flash Player,” “Flash update,” or browser extension simply to preview a template. Adobe warned that unauthorized third-party Flash Player downloads can contain malware or viruses. A download that insists you install one before showing a template is a reason to stop, not a normal compatibility step.
Can Adobe Animate still open an old FLA?
Adobe’s current Animate documentation continues to describe opening and editing FLA files, so Animate is the current authoring route for examining an FLA. That does not mean every historical FLA will open cleanly in a recent release.
Compatibility can vary because of:
- the FLA’s original version and document format;
- ActionScript 2 or ActionScript 3 code;
- deprecated components and timeline behaviors;
- missing fonts or linked media;
- external XML, PHP, or server dependencies;
- broken paths inside the archive; and
- corruption caused by an incomplete or altered download.
Adobe’s current system-requirements information for recent Animate versions lists 8 GB of RAM as a minimum and 4 GB of available disk space on Windows. Those requirements are useful when planning an authoring workstation, but meeting them does not guarantee that a CS3-era project will convert without repair.
Use a legally obtained, compatible authoring application. Do not download cracked copies of old Flash Professional releases just because a template was created with one. If a current Animate installation cannot open the file, preserve the original and consider extracting or recreating the visual assets rather than repeatedly modifying the only copy.

A practical preservation and migration workflow
1. Preserve first
Keep the downloaded ZIP or other original archive unchanged. Make at least one working copy and, ideally, a second backup on a separate device. An external backup drive or another independent archive location is more useful than keeping every copy in the same folder on the same computer.
Record the archive name, source page, download date, stated license, file dates, software version, and checksum. If the package includes an XFL folder, preserve the complete folder structure; do not copy only the visible artwork files.
2. Inspect the contents without treating them as a finished website
Read the README or help files and list the important files. Note whether the FLA is accompanied by an SWF, XML, HTML, PHP, fonts, images, audio, video, and server instructions. Look for absolute paths, remote URLs, and references to files that are not present.
Do not assume that opening the HTML file locally will reproduce the original site. It may expect a web server, Flash Player, a particular folder structure, or remote services that no longer exist.
3. Open a duplicate in Animate
Open the working copy, not the preserved original. If Animate warns that the document will be converted or updated, save the result under a new name. Check the Library, stage, timeline, scenes, symbols, fonts, and imported media.

4. Extract and document reusable assets
Export or otherwise document original artwork, layout ideas, color palettes, typography, navigation states, and animation timing where you have the legal right to do so. Keep a written map of the old site: page names, menu states, gallery behavior, data sources, and form actions.

Check every font, photograph, sound, video clip, logo, and stock illustration separately. The template license may cover the code or layout but not third-party assets.
5. Rebuild the public version with current standards
A migration is usually a redesign of the implementation, not a one-click file conversion. A useful translation map looks like this:

Adobe identifies HTML5, WebGL, and WebAssembly as modern alternatives to Flash content. For a simple portfolio or business site, however, ordinary HTML, CSS, responsive images, and modest JavaScript are often easier to maintain than reproducing every original effect. An HTML5 migration service can be appropriate when the FLA contains substantial artwork or interaction but the public site must work across current browsers and devices.
If Animate offers a suitable HTML5-oriented document or publishing workflow for the project, it may help transfer some artwork or animation. It should still be treated as an aid to rebuilding, not an automatic converter of old ActionScript applications.
6. Test the replacement as a website
Test keyboard navigation, screen-reader labels, touch controls, responsive layouts, reduced-motion preferences, image loading, form validation, and performance on mobile connections. Remove obsolete remote calls and confirm that every asset and font has a current license. The rebuilt site should not require a browser plugin, a legacy executable, or a visitor to lower security settings.

The DVD may be inconvenient or unusable on modern hardware, and the book should be treated as a legacy reference. Check the edition, condition, included media, and current availability before buying. Common mistakes to avoid
- Calling an SWF an FLA template. The SWF is the published output and does not provide the original editing structure.
- Assuming a current browser will run the site. Flash content is no longer a normal browser deployment target.
- Installing an unofficial player. This creates unnecessary security risk and is specifically contrary to Adobe’s end-of-life guidance.
- Assuming “free” means unrestricted. Verify modification, commercial-use, attribution, and redistribution rights.
- Opening the only copy and saving over it. Old authoring software may convert the file or alter its structure.
- Ignoring linked files. XML, PHP, fonts, media, and remote endpoints may be essential to the original behavior.
- Expecting automatic ActionScript conversion. Legacy interaction generally has to be translated into a current JavaScript or application architecture.
Frequently Asked Questions
Will a Flash website template still work in modern browsers?
Usually no. A current browser will not provide normal Flash Player support, and Adobe ended Flash Player support after December 31, 2020. Use the FLA as a source for preservation or migration instead of deploying the SWF unchanged.
Is an SWF file the same as an FLA file?
No. The FLA is the editable Animate authoring document; the SWF is the compiled movie published from it. A SWF may show the finished design, but it does not replace the original source structure.
Can Adobe Animate open every old FLA template?
Not necessarily. A recent Animate release can open and edit FLA files, but older ActionScript versions, deprecated components, missing fonts, external XML or PHP files, and damaged archives can all cause compatibility problems.
Can I use a free FLA template for a commercial website?
