The best 2D animation software depends on how you animate. Choose TVPaint for serious hand-drawn, frame-by-frame work; Toon Boom Harmony for a professional studio pipeline; Krita for free, drawing-led animation; OpenToonz for a deeper free production workflow; and Blender Grease Pencil for 2D/3D scenes. Beginners should usually start with Pencil2D or Krita, while rig-based character creators should look at Moho or Cartoon Animator.

Choose by animation method
- Frame-by-frame: You draw or edit individual frames. This offers expressive, organic motion but takes more time. TVPaint, Krita, OpenToonz, Pencil2D, and Harmony are the strongest choices here.
- Vector tweening: The application calculates movement between keyframes. It is efficient for logos, explainers, banners, and simple character motion. Synfig and Animate are particularly relevant.
- Rigged or cut-out animation: Bones, deformers, meshes, and reusable puppets let you animate a character without redrawing every frame. Harmony Premium, Moho, and Cartoon Animator focus on this approach.
- Bitmap animation: Raster brushes produce a natural painted look. TVPaint and Krita are strong fits.
- 2D/3D hybrid: Grease Pencil places 2D drawings within Blender’s 3D scenes, enabling depth, camera movement, lighting, and 3D assets.
- Interactive animation: The output is intended for websites, games, banners, or applications rather than only rendered video. Animate remains specialized for this use, but its future support requires caution.

Choose it for: TV, film, studio work, advanced character rigs, and an integrated production pipeline.
Harmony combines drawing, painting, animation, rigging, compositing, and effects. Toon Boom offers Essentials, Advanced, and Premium editions; Premium adds higher-end rigging, deformers, effects, and high-resolution camera capabilities. It supports both hand-drawn and rig-based workflows, making it the broadest professional recommendation in this list.
Advantages: Integrated pipeline, advanced deformation, strong scene and compositing tools, and a sensible fit for teams that need shared production practices.
Limitations: It is costly for hobbyists, and important capabilities differ by edition. A US store snapshot listed Harmony Premium at US$139 monthly or US$1,128 annually, but currency, tax, promotions, edition, and education pricing vary. Check the official store before buying.

2. TVPaint Animation — best for serious frame-by-frame work
Choose it for: Traditional, bitmap-based, hand-drawn animation.
TVPaint is built around drawing individual frames, with bitmap artwork, a production timeline, and a 2D camera. It is a better match for an animator who wants to draw motion directly than for someone seeking automated tweens or drag-and-drop puppets. Its official page describes a trial of Professional features with no stated time limit; confirm current licensing and any export restrictions directly.
Advantages: Natural frame-by-frame workflow, bitmap drawing, camera tools, and professional-oriented animation features.

3. Krita — best free artist-first option
Choose it for: Digital artists who want powerful raster drawing and frame-by-frame animation without a subscription.
Krita is free and open source, with a strong brush and painting environment plus animation tools. It is especially appealing when the drawing experience matters more than character rigs, centralized production management, or team features.

4. OpenToonz — best free production-oriented choice

5. Blender Grease Pencil — best free 2D/3D hybrid
Choose it for: 2D drawings with camera moves, depth, lighting, compositing, effects, or 3D assets.
Blender Grease Pencil brings 2D drawing into Blender’s broader scene and 3D environment. It is powerful for multiplane-style staging and creators who may eventually add 3D, but its workflow should not be confused with a conventional hand-drawn application.
Advantages: Free and open source, strong cameras and scenes, 3D integration, compositing, and a path into visual-effects workflows.
Limitations: Beginners can become overwhelmed by Blender’s breadth. Rigging and 2D production may require understanding concepts inherited from 3D. GPU, RAM, and storage demands can also rise with resolution, effects, footage, and complex scenes.

6. Moho — best paid rigging-focused alternative
Choose it for: Indie production, YouTube series, recurring characters, and efficient bone-based animation.
Moho emphasizes reusable characters, bones, and cut-out production. It can offer a more focused route to rigged animation than a full studio suite, especially when the same characters appear repeatedly.
Advantages: Efficient rigs, reusable assets, and a workflow well suited to limited animation and character-led production.
Limitations: Rigging can constrain organic expression, and it is less appropriate than TVPaint for a purely hand-drawn process. Check the current edition names, price, upgrade policy, commercial terms, and operating-system support.
Avoid it if: Your artistic priority is drawing every frame or painting highly organic motion.

7. Synfig Studio — best free vector-animation tool
Choose it for: Vector tweening, procedural motion, and users who want automated interpolation without a subscription.
Synfig Studio describes itself as free and open-source software for vector and bitmap artwork. It is a logical fit for shape-based animation, reusable assets, and motion generated between keyframes.

Advantages: Free licensing, vector and bitmap support, and a tweening-oriented workflow.
Limitations: Artists seeking a paint-first, frame-by-frame experience may find it less natural. Verify the current release, platform support, learning resources, audio handling, and export capabilities.
Avoid it if: Your project depends primarily on expressive raster painting and hand-drawn frame-by-frame work.
8. Pencil2D — best simple free starting point
Choose it for: First animation exercises, roughs, loops, and basic hand-drawn projects.
Pencil2D deliberately keeps the concept simple. That is its main advantage: a beginner can concentrate on timing, spacing, keyframes, and onion-skin practice instead of learning a large production system.
Advantages: Free and open-source positioning, low barrier to entry, and a straightforward frame-by-frame approach.
Limitations: It is not a professional suite with extensive rigging, compositing, effects, or asset management.
Avoid it if: You already know you need complex characters, synchronized long-form audio, advanced effects, or a team pipeline.

9. Reallusion Cartoon Animator — best for fast character puppets
Choose it for: Presenters, explainers, avatars, educators, marketers, and recurring characters.
Cartoon Animator is designed to produce character animation quickly using puppets, reusable assets, and lip-sync-oriented workflows. It can be far faster than redrawing every frame for social or video content.
Advantages: Fast character production, reusable content, and a commercial asset ecosystem that can reduce setup time.
Limitations: Content packs and add-ons can materially increase the total cost, and template-driven results may need customization to look distinctive. Verify the current edition, license, platform support, and content-store terms.

10. Adobe Animate — useful specialist with a major 2026 caveat
Choose it for: Existing Animate projects and interactive web, banner, educational, or game-related content.
Adobe describes Animate as supporting vector drawing and publishing targets including HTML5 Canvas, WebGL, SVG, video, and GIF. That makes it unusually relevant when the output must be interactive rather than merely rendered video.
Important 2026 warning: Adobe announced on February 2, 2026 that it planned to discontinue Animate sales effective March 1, 2026. The announcement said support would continue through March 1, 2027 for most customers and March 1, 2029 for enterprise customers. At the same time, Adobe’s current product page lists Animate at US$22.99 per month on an annual-billed-monthly plan, and its trial page lists a seven-day trial. This conflict means new buyers should confirm purchasing and support status before committing. The trial may automatically convert to a paid membership unless canceled; read the current terms at the official trial page.
Advantages: Vector timeline animation, Adobe ecosystem integration, and specialist interactive publishing.
Limitations: The announced sales and support transition creates long-term platform risk. A video-only creator may not need its interactive features.
Avoid it if: You are building a new long-term pipeline and want the lowest possible discontinuation risk.

Free versus premium software
Permanent free software and free trials are not the same. Krita, OpenToonz, Blender, Synfig Studio, and Pencil2D are free and open source. TVPaint and Adobe Animate offer trials rather than permanent free editions. Harmony, Moho, and Cartoon Animator are paid products, although education pricing, promotions, or edition differences may apply.

It does not automatically make the animation better. A free tool chosen for the right workflow can be more productive than an expensive tool chosen for the wrong one.
Buying checklist
- Define the output: hand-drawn film, rigged series, explainer, game asset, interactive website, or 2D/3D scene.
- Test a representative project: Include your normal canvas size, brush, layers, audio, camera moves, and a short export.
- Check export: Confirm MP4/H.264, MOV, PNG sequences with transparency, GIF, SVG, HTML5 Canvas, WebGL, and audio support as applicable. Some applications require an external encoder or editor.
- Check project compatibility: Keep original project files, but regularly export image sequences and common video formats so a future migration is less painful.
- Calculate real cost: Label currency, country, edition, tax, billing cycle, upgrades, device limits, education eligibility, commercial-use terms, and add-on or asset-pack costs.
- Review support risk: Check current development, documentation, operating-system support, proprietary formats, cloud dependence, and discontinuation announcements.
- Confirm hardware: A pressure-sensitive tablet is strongly recommended for hand-drawn work. An SSD helps with caches and image sequences. RAM needs increase with resolution, layers, effects, and footage; Blender and compositing can require more GPU capacity.
Which one should you choose?
Choose Pencil2D if you want the simplest free introduction, or Krita if you already draw and want a stronger painting environment. Choose OpenToonz for a free, more production-oriented path; Synfig for vector tweening; and Blender only when 2D/3D scenes are part of the goal. For paid software, choose TVPaint for hand-drawn animation, Moho for reusable rigs, Cartoon Animator for fast puppets, and Harmony when you need a professional all-in-one pipeline. Treat Adobe Animate as a specialist or legacy-project option until its sales and support status is clear.
