Choose Luminar Neo for a photography-first desktop workflow; choose Photopea for browser-based editing, PSD documents, layers, and graphic design. They overlap on image editing, but they are built for different jobs: Luminar Neo organizes and enhances photographs, while Photopea gives you a Photoshop-style canvas for editing raster and vector documents.
The difference that matters
Luminar Neo is a dedicated Windows and macOS photo editor centered on a catalog, presets, photographic corrections, and AI-assisted tools. Photopea is a browser-based raster and vector editor centered on documents, layers, and file interchange. It can feel familiar to Photoshop users, but it is better described as a Photoshop-style alternative than as a complete Photoshop replacement.
For a painter or visual creator, the practical choice is whether you need to develop and organize photographs, or build an editable image document with layers, text, masks, and design elements.

Which one is easier to learn?
For a beginner photographer
Luminar Neo is usually the more direct starting point if the goal is to improve photographs. Presets and guided, photography-oriented controls can get you to common portrait, landscape, sky, and lighting edits without first learning a full layer-compositing vocabulary. That does not guarantee a better result; it means the workflow is aimed at those tasks.

For a designer or painter assembling an image
Photopea may be the more relevant tool if you are combining artwork and photographs, adding lettering, preparing a thumbnail or flyer, or editing a PSD. Its interface exposes concepts such as layers, groups, blend modes, masks, smart objects, adjustment layers, channels, paths, and vector objects. That gives you more manual control, but can feel busy if you only want a quick photo correction. Photopea’s layer guide
For an existing Photoshop user
Photopea’s menus, shortcuts, and document model will likely be more familiar. Familiarity is not the same as complete compatibility: fonts, advanced effects, or other Photoshop-specific features may not translate exactly, so check an important production file before relying on it for a handoff.
What each editor does well
Luminar Neo: photographic edits and repeatable photo work
Luminar Neo’s strength is a workflow for photographs: browse a collection, apply a look, make corrections, and carry a similar treatment across multiple images. Skylum lists tools such as Sky AI, Face AI, Structure AI, GenErase, GenSwap, and GenExpand. Those names describe the vendor’s feature set; they do not establish that every result will be realistic or superior to a manual edit. Skylum’s comparison
For someone editing a shoot or a growing personal library, cataloging, albums, presets, and batch adjustments are more consequential than a long list of individual tools. If you are working on one image at a time, that catalog may offer little benefit.

Photopea: document editing, compositing, and design
Photopea is a stronger fit when the deliverable is an editable document rather than a photo-library workflow. It supports layers, masks, layer styles, smart objects, adjustment layers, channels, paths, filters, and vector graphics. That makes it useful for compositing, collages, product layouts, typography, web graphics, and artwork that mixes raster and vector elements. Photopea
Its PSD workflow is particularly useful when a project needs to remain structured for another editor. Luminar Neo has layers and masking for its own editing, but Skylum says it cannot write a layered file; a PSD-compatible export should not be assumed to preserve an editable layer stack. AI and generative editing: check the current feature, not an old comparison
Luminar Neo explicitly lists GenErase for removing elements, GenSwap for replacing elements, and GenExpand for extending an image beyond its original borders. Skylum’s pricing page says generative tools are included for one year from purchase with the perpetual desktop license. That is a material limit: a perpetual desktop license does not necessarily mean permanent access to every generative service. Skylum pricing and plan information
Photopea should not be described as having no AI. Its current homepage advertises one-click background removal and text-based content replacement. The documented feature lists do not establish which tool produces better results, whether a particular operation is local or remote, or how its limits and editability compare. Before relying on an AI feature for client work, check its current plan terms, internet requirements, usage limits, reversibility, and whether it creates a separate layer or changes pixels directly. The available product information here does not settle those details for every tool.
RAW files: shared format support, different workflows
Both products can open RAW files, but that does not mean they provide the same RAW-development workflow. Luminar Neo is the more natural fit for photographers managing and repeatedly editing a photo collection. Skylum says the application supports RAW and common formats including JPEG, PNG, and TIFF; its App Store listing claims support for RAW files from more than 1,000 camera types. Photopea lists formats including DNG, CR2, CR3, NEF, ARW, RW2, RAF, ORF, and FFF. Its documented RAW workflow opens a processing dialog and then places a regular image in a PSD document. If your work depends on a specific camera file, test that exact file and check how the application handles edits before committing to a workflow. Opening a RAW file alone does not answer whether the original is preserved, adjustments remain editable as RAW parameters, or the machine can comfortably handle a large image.

Browser, desktop, offline use, and privacy
Photopea
Photopea runs in a browser, and its documentation says it can keep working offline after the site has loaded. Photopea also says locally opened files are processed on the device and do not leave it during the ordinary local workflow. That is narrower than saying that no data can ever be transmitted: optional cloud-storage access, API use, and other integrations have their own data paths. Save deliberately. Photopea warns that unsaved work can be lost if the editor is closed; browser-based access is not the same as an automatic cloud backup. Performance also depends on the device, browser, memory, and document size. Photopea recommends a large screen, a precise pointing device, and a keyboard for a more comfortable experience. Luminar Neo
Luminar Neo is installed desktop software for Windows and macOS. Skylum’s requirements page lists Windows 10 version 1909 or higher (64-bit), macOS 12.0 or higher beginning with Luminar Neo 1.21.0, at least 8 GB of RAM (16 GB or more recommended), and 10 GB of free disk space, with an SSD recommended. It also lists compatible OpenGL 3.3 or later for Windows and Apple M1, M2, M3, and M4 support for macOS. Price and license terms
Skylum’s pricing page displayed a $119 perpetual desktop license and a $179 perpetual Max license when pricing was checked on August 16, 2026. Those are dated displayed prices, not guaranteed checkout totals: region, promotions, bundles, and taxes can change the amount. The same page says generative tools are included for one year from purchase with the perpetual desktop license and that major upgrades may require additional payments. Photopea can be used free, and paid premium accounts are available for defined periods. The cited official plan information does not establish a reliable fixed current Premium price, so check the live account or premium interface rather than relying on a number elsewhere. Choose by the job you actually do
- Editing a vacation or travel photograph: Choose Luminar Neo if you want guided photographic enhancement; use Photopea if the task is a one-off crop, resize, cleanup, or composite and you prefer not to install an editor.
- Retouching portraits or changing a sky: Luminar Neo is more directly organized around these photography tasks. Treat advertised AI capabilities as tools to evaluate, not guarantees of a particular result.
- Making a YouTube thumbnail, flyer, or mixed-media painting: Choose Photopea for text, layers, masks, and vector elements in one document.
- Building a layered composite or sending an editable project to a client: Prefer Photopea or another layered-document editor; Luminar Neo’s export documentation says it cannot write a layered file.
- Editing hundreds of event photographs: Luminar Neo is the more suitable default because cataloging, adjustment copying, and batch editing fit that job. Actual speed depends on file size, hardware, tools, and software version.
- Working on a Chromebook or shared computer: Photopea avoids a traditional desktop installation. Browser performance and comfort still depend on the device and its input setup.
- Handling private images locally: Photopea documents local processing for files opened locally; separately review any cloud, API, or third-party integration. Do not infer the same processing arrangement for Luminar Neo’s generative tools without checking their current terms.
- Needing a vector-focused design tool: Photopea is the more appropriate of these two, though a dedicated vector editor may suit a specialized design workflow better.
When a third option makes more sense
Neither application is the ideal answer for every creator. Consider Adobe’s Photography plan if you need an established Lightroom-and-Photoshop workflow and can accept a subscription. Affinity Photo is a desktop option for layered pixel editing without a browser workflow. For free desktop tools, GIMP focuses on image editing, while darktable is aimed at RAW development and photo organization. ON1 Photo RAW is another dedicated photography application to consider for cataloging and RAW-oriented work. Check each product’s current pricing, compatibility, and feature terms before choosing.
