To make a toilet paper roll wreath, flatten clean cardboard tubes, cut them into loops or petal-shaped sections, arrange the pieces in a ring, and glue or tape them together. Choose layered loops for a lacy, woven look or assemble tube pieces into flowers for a more distinct floral design. Paint and ribbon are optional; because the wreath is cardboard, display it indoors.
What you’ll need
- Clean, empty cardboard toilet paper tubes
- Scissors
- Craft glue, glue dots, or tape
- Optional: paperclips to hold glued joints while they set
- Optional support: a cardboard ring or a paper plate with its center cut out
- Optional decorations: paint and a brush, ribbon, leaves, flowers, or small pom-poms
Use decorations you already have if you like; the wreath does not require a craft kit. Paint and ribbon are finishing choices, not structural necessities.
Choose a wreath style

Lay out the pieces before gluing or taping them permanently. This lets you adjust gaps, overall size, and the balance of the design before the arrangement is fixed.
Method 1: Make a layered-loop wreath
The University of Minnesota Libraries’ 2020 guide lists four to six cardboard toilet paper rolls and suggests loops about ¼–½ inch wide. Treat those figures as guidance for that design, not a universal amount: the number of tubes you need depends on the wreath’s size, the number of layers, and how tightly you pack the loops.

- Flatten and cut the tubes. Press each tube flat and cut it crosswise into loops about ¼–½ inch wide.
- Form the center. Join several loops into a small ring or central cluster, using glue or tape at the joints.
- Add the first layer. Attach more loops at an angle around the center, spacing them evenly.
- Build outward. Add further angled loops to create the fullness you want. Use paperclips to hold glued joints as they set, if helpful.
- Finish if desired. Add paint or lightweight decorations once the structure is secure.
Method 2: Make a wreath from flower shapes
For flowers, flatten the tubes before cutting; the resulting sections open into petal-like shapes. The Welcome Spring Family Activity Pack says one tube yields about ten small rings, while ThriftyFun’s 2016 instructions use six tube pieces for each flower. These are examples from different designs, not fixed quantities for every wreath.
- Cut the sections. Flatten a tube and cut it crosswise into short rings or sections.
- Make flowers. Glue six sections edge-to-edge for each flower, following the ThriftyFun approach. Let the joins set before moving the flowers.
- Arrange the ring. Set the flowers in a circle and adjust the spacing before attaching them together.
- Add a support if you want one. Glue the flowers to a cardboard ring, as in the Spring Family Activity Pack, or join the flowers directly to one another.
- Decorate. Add leaves, paint, or other light embellishments if desired.
Variation: add a paper-plate backing
Irish American Mom’s Christmas variation paints each tube, cuts it into three equal pieces, and glues the pieces around the rim of a paper or foam plate with the center removed. A ribbon bow and pom-poms are optional finishing touches. This approach gives the wreath a backing, but it uses extra materials.

- Cut out the center of a paper plate, or use a foam plate ring as the backing.
- Paint the tubes if you want colored sections, and let them dry.
- Cut each tube into three equal pieces and arrange the pieces around the backing’s rim.
- Glue the pieces in place, then add a bow or other lightweight decorations if desired.
Paint and display
Paint can go on before assembly, which is useful when you want the sections coated all around, or after the wreath is assembled, which can make a single-color finish simpler. Allow painted cardboard to dry before joining or hanging the pieces. Keep the finished wreath indoors: a published toilet-paper-roll wreath tutorial warns that cardboard is not waterproof, so outdoor exposure can damage it.

Scissors and hot glue can cause injuries. As a practical precaution, choose a joining method appropriate to the maker’s experience and have an adult assist children with cutting or hot glue.
