Federal prosecutors say seven people were involved in an alleged insurance-fraud scheme tied to approximately 13 residential fires in Monroe and West Monroe, Louisiana, from 2019 through 2026. The defendants were charged in an indictment announced September 29, 2026; the charges are allegations, and none of the defendants is presumed guilty unless proven guilty beyond a reasonable doubt.
What prosecutors allege
According to the U.S. Attorney’s Office for the Western District of Louisiana, the indictment alleges that participants rented homes, obtained homeowners insurance, and caused approximately 13 fires. Prosecutors say they then sought insurance payments for fabricated personal-property losses and extended-stay hotel costs, and made false claims for cash assistance from an unnamed national humanitarian organization. The federal announcement does not identify the insurers or organization, or state an alleged dollar total. Read the DOJ announcement.
U.S. Attorney Zachary A. Keller called the alleged conduct “the audacity, the recklessness, and the greed” of defendants who allegedly turned fire setting into a for-profit operation. That is Keller’s characterization of the allegations, not a finding by a court.
FBI New Orleans Special Agent in Charge Jonathan Tapp said, “The cost to Louisiana policyholders is impossible to calculate,” adding that people pay a price when criminals exploit programs intended to help actual victims. The statement does not provide a measured loss figure for this case.

How the state and federal announcements differ
On May 13, 2026, the Louisiana Department of Insurance announced six arrests of Ouachita Parish residents following a state investigation into suspected fire- and water-damage insurance claims. The department said it had identified a network of suspicious claims and shared information with the State Fire Marshal’s Office. It also described Anti-Fraud One as a platform used to identify suspicious claims and connections between claims. See the Louisiana Department of Insurance announcement.
That May state announcement came before the September federal indictment. The two releases describe different stages and scopes of action; the state announcement’s six arrests should not be treated as the same list of people or charges as the later federal case.

Investigators and case status
The DOJ credits the FBI, Louisiana State Fire Marshal, Monroe Fire Department, and Louisiana State Police with investigating the federal case. It identifies U.S. Attorney Zachary A. Keller and Assistant U.S. Attorney Amy J. Miller as prosecutors. The federal release said the case number was pending assignment when it was published.
The September 29 announcement does not establish later court developments, including hearings, bail decisions, pleas, a trial outcome, or convictions. It also does not give a definitive financial total. The approximately 13 fires and the alleged claims remain allegations unless and until proved in court.
