When a small college shuts down, its town can lose jobs, customers, outside spending and a major property owner at once. The effects may reach local shops, rental housing, municipal finances and students’ education—but closure does not automatically mean a town collapses. The scale depends on how reliant the community is on the school, how abruptly it closes, what other employers and institutions are nearby, and what happens to the campus afterward.
How a college supports its town
A college’s local footprint extends beyond its payroll. It can buy goods and services from local vendors, bring employees and students who spend in town, and draw visitors for conferences, athletics and other events. When the college closes, those channels can shrink together.
The effect varies with the campus model. A residential college may support more year-round demand for housing, food and services; a commuter campus may generate more activity through daily traffic and events. The Federal Reserve Bank of Boston describes these channels in its 2020 brief on New England college towns. Its account of students leaving campuses during early COVID-19 closures concerns a temporary, pandemic-era disruption, not a measured permanent-closure effect.

How concentrated is the local economy?
The Boston Fed’s analysis offers a regional illustration of exposure, not a national average or a forecast of what happens after a closure. In the most higher-education-dependent quintile of New England communities, colleges and universities directly accounted for an average 37.9% of jobs and 44.8% of wages. Enrolled students averaged 0.47 per resident in that group. The employment figures relied mainly on 2018 annual averages; Connecticut employment data were from 2016, and enrollment data were FY2018 IPEDS figures.
Those measures help show why two towns can face very different shocks. A community with a large college share of jobs and wages, many students relative to residents, and substantial campus purchasing may be more exposed than one with a diverse set of employers. They do not tell us how much a particular town will lose after closure.
What may change for businesses, housing and town finances
As students and staff leave, businesses that relied on their custom may see fewer customers. Landlords may face weaker rental demand, and town officials may need to respond to lost jobs, altered activity and changes involving campus properties. These are plausible local risks, not universal or quantified outcomes: the available evidence does not establish a typical change in rents, vacancies, population, business survival or municipal revenue after a college closes.

One documented example is South Euclid, Ohio, after Notre Dame College closed. A 2024 Cleveland State University report identifies the loss of students and jobs, tax revenue concerns and affected parcels as part of the city’s challenge. A 2026 Cleveland State report describes Notre Dame as the city’s largest employer and reports an $82.5 million GDP loss for the Cleveland-Euclid metropolitan statistical area. That is a report-specific estimate, not a general estimate for small college towns; its meaning depends on the report’s underlying data and method.

What closure means for students and workers
Students can face interrupted programs, difficult transfers and incomplete credentials. The National Student Clearinghouse Research Center and the State Higher Education Executive Officers Association report that students experiencing abrupt closures had lower reenrollment and completion rates than students experiencing orderly closures. Its 2023 dashboard says nearly one in three students experiencing closure became part of the Some College, No Credential population.
The financial consequences can continue after a student leaves campus. A 2021 U.S. Government Accountability Office analysis covered about 246,000 borrowers enrolled at more than 1,100 colleges that closed between 2010 and 2020. It found that 43% neither completed before closure nor transferred, and that over 80,000 borrowers in the analyzed group received closed-school loan discharges. These are historical findings, not current instructions about eligibility or how to apply. The automatic discharge process discussed in that report ended in July 2020; borrowers should check current guidance from the U.S. Department of Education for their circumstances.

Employees may lose jobs when an institution shuts down, but the sources cited here do not establish a comparable estimate of displacement or re-employment in small college towns. The actual effects depend on local employers and workers’ options.
What becomes of the campus?
A closed campus can leave a large collection of buildings and parcels whose ownership, maintenance and future use matter to the town. Reuse may become a local planning question, but no single outcome is established as typical, and the available evidence does not show that one redevelopment strategy reliably succeeds everywhere.

These can establish what parcels are affected, who controls them and whether proposed reuse has moved beyond discussion.

Why colleges close—and whether policy can help
Financial distress and enrollment pressures can precede closure, but predicting which college will shut down is difficult. A 2025 Federal Reserve working paper examines institutional finances, enrollment, staffing and earlier signs of strain using data from 2002 to 2023. Its authors say missing data are an important obstacle to identifying institutions at risk. They also model how demographic-cliff enrollment challenges could increase annual closures in some scenarios. The paper’s views are those of its authors, not necessarily those of the Federal Reserve Board.
In a November 2025 account of New England, the Boston Fed reported that 32 four-year institutions in the region had closed or merged over the preceding decade, including 12 since 2020. Those figures describe the region and period covered by that account, not a national trend estimate.
Prevention and preparation are possible, but no policy guarantees that a college will remain open or that a town will avoid harm. The Boston Fed reports that Massachusetts enacted a law in 2019 requiring annual assessments of whether institutions had resources to operate for 18 months, following Mount Ida College’s abrupt closure. The source does not establish that this or any single intervention prevents every closure.

How to assess the likely impact in a specific town
Compare the town and college together rather than treating every closure as the same event. Useful questions include:
- Economic dependence: What share of local jobs and wages comes directly from the college? How many students are there relative to the town’s population? How much does the college buy locally, and how much visitor activity does it bring?
- Campus and closure circumstances: Is the campus residential or commuter-based? Was the shutdown orderly or abrupt? Are transfer options or nearby branch campuses available?
- Local alternatives: Are there other colleges, large employers or growing industries that could replace some jobs and customer demand?
- Land and finances: Who owns the campus, what reuse options are under consideration, and do local records document changes in revenue or affected properties?
- Time and context: What year did the closure occur? Separate permanent closure effects from temporary disruption, especially pandemic-era evidence, and keep regional estimates distinct from town-level outcomes.
The central point is that a college closure can remove an important source of jobs and spending while creating educational disruption and a difficult campus-reuse problem. How lasting those effects are depends on the town’s dependence, alternatives and redevelopment choices; available evidence does not establish a typical recovery timeline.
