“National heroes” has no single definition or worldwide holiday in the sources discussed here. Its meaning depends on each country’s history and official practice: in the Philippines, National Heroes’ Day is an annual public holiday; in Bermuda, “National Hero” is a lifelong individual designation; and a U.S. House resolution proposed a day honoring everyday heroes but did not establish a federal holiday.
What does “national hero” mean?
There is no universal legal definition shared by all countries. The Government of Bermuda defines a National Hero as someone who has made significant positive contributions to society and represents the community; the designation lasts for life. Bermuda’s National Heroes Day explainer also connects knowing its heroes with understanding Bermudian values and history.
The Philippines uses a historical and civic framing. Executive Order No. 75 describes national heroes as people whose character and achievements helped direct the country’s historical destiny, and calls for the education system to teach appreciation of their historical role. The order’s text places the idea in the context of Philippine history and education.

A 116th U.S. Congress House resolution used a different framing, proposing July 20 to recognize the sacrifices of everyday heroes who save lives and improve their communities. That language belongs to a proposed resolution, not a general legal definition of “national hero.”

When is National Heroes’ Day in the Philippines?
The Philippines observes National Heroes’ Day on the last Monday of August as a regular national holiday. The government’s account of the 2026 commemoration describes flag-raising and the national anthem, followed by wreath-laying at the Tomb of the Unknown Soldier. The holiday honors Filipino heroes regardless of their period or contribution. The government’s 2026 account reports those observances.
How the date changed
- Act No. 3827, enacted during the American Insular Government, designated the last Sunday in August.
- Executive Order No. 20 moved the observance to November 30 in 1942, during the Japanese occupation.
- Administrative Order No. 190 restored it to the last Sunday in August in 1952.
- Republic Act No. 9492 later moved it to the last Monday in August.
The date is associated historically with revolutionaries who fought Spanish colonial rule, but the holiday is not limited to those figures. The date and timeline above are specific to the Philippine observance, not a universal National Heroes Day. The Philippine government’s account sets out this history.
Figures named in a Philippine presidential address
In his 2024 National Heroes’ Day address, President Ferdinand R. Marcos Jr. named Lapu-Lapu, José Rizal, Andrés Bonifacio, Antonio Luna, Gabriela Silang, Trinidad Tecson and Teresa Magbanua. This is the set named in that speech, not a complete or exclusive official roster. What is Bermuda’s National Hero designation?
Bermuda’s government treats National Hero as an individual designation, not simply a name for someone commemorated on a single annual holiday. Its stated criteria are significant positive contributions to society and representing the community, and the designation is for life. The government says: “To know our heroes is to know ourselves: our values, our collective history, who we are, and what makes us as Bermudians great.” Bermuda’s official explainer provides the definition and duration.
Did the United States establish a National Heroes Day on July 20?
No federal holiday is established by the U.S. resolution described here. The 116th Congress resolution proposed recognizing July 20 to honor “the sacrifices of everyday heroes who save lives and improve their communities.” It is a proposal in resolution text, not evidence of an enacted nationwide holiday or a general U.S. federal National Heroes Day. The introduced House resolution is the source for that proposal.

Why the country context matters
The same phrase can refer to different things: a history-focused Philippine holiday, a lifelong Bermudian honor for an individual, or a U.S. proposal centered on everyday acts of rescue and service. To understand a reference to “National Heroes,” check which country and official source it concerns, whether it names an annual day or an individual honor, and whether the status is established or only proposed.
