Indonesia’s 2024 Simultaneous Regional Elections: What Happened on November 27

Indonesia voted in simultaneous regional-head elections on November 27, 2024, choosing governors, regents, mayors and their deputies across the country.

Indonesia held its nationwide simultaneous regional-head elections on Wednesday, November 27, 2024. Voters chose local executive leaders: governors and deputy governors, regents and deputy regents, and mayors and deputy mayors. The vote was separate from the presidential and legislative election held on February 14, 2024.

What was being elected?

The November vote filled local executive offices, not the presidency or seats in the national legislature. Depending on where they lived, voters chose a governor and deputy governor, a regent and deputy regent, or a mayor and deputy mayor. The election date followed the timetable under Indonesia’s Law No. 10 of 2016, as summarized by the Indonesian Cabinet Secretariat.

How large was the election?

IFES’s 2024 FAQ describes contests across 545 regions: 37 provinces, 415 regencies, and 93 cities. It reports 203,657,354 registered voters, 435,296 polling stations, and 3,047,072 polling-station workers. These are IFES figures for the 2024 regional elections.

Candidate totals differ between published accounts and should not be combined into a single definitive number:

The available accounts do not establish why the totals differ by four pairs or which reflects a later reconciled snapshot. ISEAS says that, among the 1,553 pairs in its account, 1,500 were nominated by parties or coalitions and 53 were independent. It reports the independent share as 3.4%, compared with 9.06% in 2020, 22.67% in 2018, and 24.39% in 2017. ISEAS interprets the low independent share and limited candidate choice as concerns for competition, and discusses party and coalition nomination behavior as a possible explanation; that is the institute’s analysis, not an official finding about the cause.

What is known about participation?

A KPU-hosted Siparmas training document published in 2025 reports 71.39% participation in the gubernatorial elections, against a stated target of 82%. It says three provinces reached that target: Papua Pegunungan, Papua Tengah, and Sulawesi Tenggara. This is an office-specific participation measure; it should not be treated as a verified national rate covering every regent and mayor contest.

What concerns were raised?

Before election day, President Joko “Jokowi” Widodo highlighted priorities for election organizers including accurate voter registration, logistics, transparent counting, independent monitoring, public participation, and enforcement against money politics. These were concerns and priorities voiced ahead of the vote, not proof that each problem occurred in every region.

In an August 2024 statement, Jokowi said: “This is the first simultaneous regional elections to be held in 508 regencies/municipalities in 37 provinces with approximately 203 million voters.” The 508 local governments in that remark should not be substituted for IFES’s later 545 election regions: the sources use different counts or scopes.

How were results counted, and where can a locality’s result be checked?

Recapitulation took place in stages after voting. ANTARA reported this schedule on November 28, 2024:

ANTARA also quoted DPR Commission II chair Rifqinizamy Karsayuda describing election day as generally smooth. That was an assessment attributed to him the day after voting, not an independent audit of every local contest.

For a specific contest or winner, use KPU’s public results portal and inspect the relevant locality-level record. KPU distinguishes uploaded polling-station forms, made available for public information, from formal counting, staged recapitulation, and result determination at plenary meetings. A posted form should not by itself be mistaken for the formal final determination.

How could election results be challenged?

The Constitutional Court reported on November 26, 2024, that applications in regional-election result disputes would be accepted from November 27 through December 18, 2024, under Constitutional Court Regulation No. 4 of 2024. This was the historical filing window; it does not establish how any particular case was resolved. For a specific dispute, consult the relevant Constitutional Court case record.
